SYNOPSIS OF THE MINUTES OF THE 1,892 REGULAR MEETING
LIVONIA CITY COUNCIL – MARCH 11, 2020

Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Scott Bahr,
Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, Laura Toy, and Kathleen
McIntyre. Absent: None.
#78-20 Resolution by White and Jolly, unanimously adopted, approving the minutes

of the 1,891 Regular Meeting of the Council held February 24, 2020.
#79-20 Motion by Toy and McCullough, unanimously adopted, Council does hereby
refer the subject matter of the COVID-19 (Coronavirus) to the Public Safety, Health and
Environment Committee for further discussion.
City Clerk Susan Nash summarized the Presidential Primary Election held Tuesday,

March 10 and provided the results of the election.
Police Chief Curtis Caid announced the recipients of an award commending residents for
their valiant efforts to save a drowning child.
AUDIENCE COMMUNICATION Several residents addressed Council to discuss their
concerns about crime in the City and a shortage of police officers to combat same.
Regina Gargus, State Representative candidate, addressed Council to promote and invite
all to attend an elder and financial abuse awareness event entitled MEGA at the Livonia
Public Library on April 9, 2020, from 6:00 - 9:00 p.m.
The following items were received and filed:
Communication from the Office of the Treasurer, dated February 28, 2020, re: indicating
delinquent taxes have been paid in full for property at 29550 Wentworth.
Communication from the Office of the Treasurer, dated February 28, 2020, re: indicating
delinquent taxes have been paid in full for property at 33600 Seven Mile.
The following resolutions were offered by Toy and Jolly:
#80-20 Approving noise ordinance waiver for St. Patrick’s Day celebration at
O’Malley’s Bar and Grill until 11:00 p.m. on March 17, 2020.
#81-20 Approving appointment of Daniel E. Liable to the Plymouth Road
Development Authority for a four-year term.
#82-20 Proclaiming Friday, April 24, 2020 as Arbor Day for the City and to be
celebrated at 2:30 p.m. at Coolidge Elementary School.
#83-20 Awarding bid for the 2020-2023 Supplemental Routine Street Sweeping
Program, from budgeted funds.
#84-20 Approving proposed 2020 Sidewalk Repair Program to include three small
target areas, along with scattered locations throughout the City. (CR 784-82)

#85-20 Approving site plan petition as submitted by N.C. Designers & Contracting
Inc. to construct an addition and remodel the interior and exterior of the existing gas
station (Shell) located at 33411 Six Mile, subject to conditions. (Petition 2019-12-08-06)
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYS: None.
Bahr gave First Reading to the following Ordinance:
AN ORDINANCE AMENDING SECTION 170 OF TITLE 5,
CHAPTER 03 (GENERAL LICENSING PROCEDURE) TO THE
LIVONIA CODE OF ORDINANES, AS AMENDED.
White gave First Reading to the following Ordinance:
AN ORDINANCE AMENDING SECTION 35 OF THE ZONING
MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III
OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED
AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING
SECTION 3.__ THERETO. (Petition 2019-12-01-07)
#86-20 Motion by Toy and Bahr, unanimously adopted, approving sidewalk waiver
as requested by Raymond Hurley re: newly constructed home located at 29550
Wentworth.
#87-20 Motion by McCullough and Bahr, approving extension of waiver use
approval to new owner at Tomii Chinese Acupressure to operate massage establishment
at 33600 Seven Mile Road, subject to conditions. (CR 243-17 and CR 53-10)
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, White, McCullough, Donovic and McIntyre.
NAYS: Jolly and Toy.
#88-20 Motion by Toy and Bahr, unanimously adopted, suspending the rules of
procedure to allow item that did not appear on the Agenda.
#89-20 Motion by Toy and McCullough, unanimously adopted, approving
designation of Jim Jolly as official and voting representative for the Board of Trustees of
the Livonia Employees Retirement System (replacing Councilmember Cathy White).
AUDIENCE COMMUNICATION None.
