Home My WebLink AboutSYNOPSIS - 2020-02-10 th SYNOPSIS OF THE MINUTES OF THE 1,890 REGULAR MEETING LIVONIA CITY COUNCIL – FEBRUARY 10, 2020 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Rob Donovic, Jim Jolly, Laura Toy, Scott Bahr, Cathy White, Brandon McCullough, and Kathleen McIntyre. Absent: None. #28-20 Resolution by Toy and Jolly, unanimously adopted, approving the minutes th of the 1,889 Regular Meeting of the Council held January 27, 2020. Councilmember White announced one City retiree for the month of January, Kathy Rippe, th from the 16 District Court with 38 years of service and wished her well in her retirement. She also indicated February is Heart Health month and indicated there are seven health factors to help reduce the risks of a cardiac incident and reminded residents of the signs and symptoms of a heart attack. Councilmember Toy wished everyone a Happy Valentine’s Day and indicated the Senior Center hosts a party for the holiday which is a lot of fun for all who attend. President McIntyre indicated the Senior Valentine’s party will be hosted this year on th Thursday, February 13 and encouraged residents to call the Senior Center to see if tickets are still available. President McIntyre announced the following Public Hearings will be held at 7:00 p.m. in the Auditorium of City Hall on Wednesday, February 26, 2020: Proposed Special Assessment Street Lighting Project for the Capri Court Site Condominiums, located West Farmington Road, South of Eight Mile Road, in the Northeast ¼ of Section 4; Proposed Special Assessment Street Lighting Project for the Dover Court Site Condominiums, located south of Ann Arbor Trail, between Wayne Road and Norwich, in the Southwest ¼ of Section 33; and Petition 2019-12-01-08 submitted by Gary Bloom, requesting to rezone the property located on the north side of Seven Mile Road between I-275/96 Expressway and Haggerty Road (39040 Seven Mile Road) in the Southwest ¼ of Section 6 from M-1 (Light Manufacturing) to OS (Office Services). AUDIENCE COMMUNICATION Dianne Webb announced her resignation as Wayne County Commissioner to accept an appointed position as Redford Township Superintendent. She indicated she looked forward to continuing to work with Council and stated it was an honor to serve Livonia as a Wayne County Commissioner. Katie Rogowicz, Livonia resident, expressed concern regarding a matter that involved a Livonia Police Officer and encouraged Council and the City to look into the matter. City Treasurer Lynda Scheel addressed Council to announce the Winter tax bills for residents and businesses are due without interest through Monday, March 2, 2020. She indicated if residents have any questions or concerns to visit the Treasurer’s Office or the website. The following items were received and filed: Communication received from the Director of Finance, dated January 20, 2020, re: forwarding Quarterly Investment Report for the City as of November 30, 2019. Communication received from the Director of Administrative Services, dated January 29, 2020, re: subject of local government response to climate change issues. Communication received by City Council office, dated February 10, 2020, re: request to revise a site plan previously approved by City Council on July 22, 2019 for property located on Seven Mile Road. (Petition 2019-01-08-01; CR 262-19) The following resolutions were offered by Jolly and Bahr: #29-20 Approving reappointment of Lora Weingarden to the Livonia Board of Ethics for a three-year term. #30-20 Approving purchase of four (4) replacement cardiac monitors from Zoll Medical Corporation for Livonia Fire & Rescue. #31-20 Approving modification of agreement between Conference of Western Wayne and City of Livonia Youth Assistance program to receive $17,178.00 to be used for the Youth Employment Resource Program, the Youth Assistance Group Facilitators and Jail Tour expenses. #32-20 Awarding bid for five-year elevator maintenance program for period from January 1, 2020 to December 31, 2024, with funding to come from Building Maintenance budget. #33-20 Approving final cost information and authorizing additional appropriation and expenditure for 2019 Sidewalk Program – Contract 19-G. (CR 96-19) #34-20 Approving site plan for construction of new medical clinic on property located at 29959 Plymouth Road, subject to conditions. (Petition 2019-08-08-13) #35-20 Approving site plan for renovation of exterior of 2|42 Community Church located at 35475 Five Mile Road, subject to conditions, (Petition 2019-11-08-15) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Donovic, Jolly, Toy, Bahr, White, McCullough, and McIntyre. NAYES: None. White gave First Reading of the following Ordinance: AN ORDINANCE AMENDING CHAPTER 88 (SALE OF TOBACCO PRODUCTS TO PERSONS UNDER AGE 21) OF th SYNOPSIS OF THE MINUTES OF THE 1,890 REGULAR MEETING 3 LIVONIA CITY COUNCIL – FEBRUARY 10, 2020 TITLE 9 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Bahr gave First Reading of the following Ordinance: AN ORDINANCE AMENDING SECTION 010 OF TITLE 12, CHAPTR 16 (PARKS AND PLAYGROUNDS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Jolly gave First Reading to the following Ordinance: AN ORDINANCE ADDING CHAPTER 01 (OPEN MEETINGS ACT COMPLIANCE) TO TITLE 2 (ADMINISTRATION AND PERSONNEL) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. #36-20 Motion by Toy and Donovic, unanimously adopted, approving proclamation th for the League of Women Voters for commemoration of their 100 anniversary of the thth passage of the 19 Amendment and the 100 anniversary of the League of Women Voters as a public service organization. #37-20 Motion by White and Jolly, referring subject matter of local government response to climate change issues to the Administration for its report and recommendation. A roll call vote was taken on the foregoing resolution with the following result: AYES: Jolly, Toy, White, and McCullough. NAYES: Donovic, Bahr, and McIntyre. #38-20 Motion by Bahr and Jolly, unanimously adopted, accepting grant of easement without monetary consideration for 20’ wide public utility in connection with water main constructed at Woodhaven Retirement Community. #39-20 Motion by Toy and Donovic, unanimously adopted, to suspend the rules of order. #40-20 Motion by Toy and Jolly, unanimously adopted, awarding bid for removal of failed pool liner and installation of marcite in the Jack E.
