HomeMy WebLinkAboutSYNOPSIS - 2020-03-23 rd SYNOPSIS OF THE MINUTES OF THE 1,893 REGULAR MEETING LIVONIA CITY COUNCIL – MARCH 23, 2020 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Jim Jolly, Scott Bahr, Brandon McCullough, Rob Donovic, and Kathleen McIntyre. Absent: Laura Toy and Cathy White. #90-20 Resolution by Bahr and Jolly, unanimously adopted, approving the minutes nd of the 1,892 Regular Meeting of the Council held March 11, 2020. Vice President Bahr wished President McIntyre a Happy Birthday. President McIntyre wished a Happy Birthday to Councilmember Cathy White and former Mayor Jack Engebretson. President McIntyre read Mayor Brosnan’s update on the Covid-19 (Coronavirus) crisis, Governor Whitmer’s recent Order to Stay Safe, and the City’s plan and response to the situation and encouraged all residents to be safe. AUDIENCE COMMUNICATION No audience present. The following items were received and filed: Communication from the Department of Law, dated March 4, 2020, re: electronic meetings policy for military duty participants. The following resolutions were offered by Toy and Jolly: #91-20 Approving revocation of special land use approval as approved for waiver petition submitted by Summit Sports, Inc. for property at 11500 Middlebelt. (CR 717-99) th #92-20 Approving noise ordinance waiver requested for 12 Annual Michigan Fun Fest to be held June 18-June 21, 2020, at Bryant Park, 18000 Merriman. #93-20 Approving appointment of Susan Harvey to the Plymouth Road Development Authority for a four-year term, which will expire on May 16, 2024. #94-20 Approving Specialized Services Transportation Operating Assistance Program between City and SMART for period of October 1, 2019 through September 30, 2020, to provide lift-equipped transportation to the senior and disabled residents of the City. #95-20 Approving request to obtain permission from Wayne County to close portion of Farmington Road for Livonia’s Annual Memorial Day Ceremony on Saturday, May 23, 2020, from 8:30 a.m. to 10:00 a.m. #96-20 Awarding bid for tennis court reconstruction at Bicentennial Park from Wayne County Parks District 9 grant funding and from budgeted funds. #97-20 Awarding bid for renovation of main dispatch and emergency operations dispatch centers for Police Department from budgeted funds. rd SYNOPSIS OF THE MINUTES OF THE 1,893 REGULAR MEETING 2 LIVONIA CITY COUNCIL – MARCH 23, 2020 #98-20 Authorizing purchase and installation of four (4) Xybix Dispatch Workstations through Houston Galveston Area Council (HGAC) Cooperative Consortium for Police Department to replace current dispatch workstations and related equipment from budgeted funds. #99-20 Authorizing purchase of four (4) unmarked police vehicles utilizing State of Michigan and Counties of Oakland and Macomb Consortium bid pricing from budgeted funds. #100-20 Authorizing purchase of two (2) marked-semi-marked police vehicles utilizing Counties of Oakland and Macomb Consortium bid pricing from budgeted funds. #101-20 Awarding bid for the 2020 Asphalt Road Paving Program (Contract 20-A) from budgeted funds. #102-20 Authorizing amendment of contract with OHM Advisors for construction engineering services for the 2020 Asphalt Road Program (Contract 20-A). (CR 365-16) #103-20 Awarding bid for the 2020 Concrete Road Repair Program (Contract 20-C) from budgeted funds. #104-20 Authorizing amendment of contract with Anderson, Eckstein and Westrick, Inc. for construction engineering services for the 2020 Concrete Road Program (Contract 20-C). (CR 365-16) #105-20 Authorizing amendment of contract with Anderson, Eckstein and Westrick, Inc. for design and construction engineering services for the 2020 Concrete Road Maintenance/Selective Slab Program (Contract 20-J). (CR 365-16) #106-20 Authorizing waiver of formal bid process and approving 2020 Concrete Road Maintenance/Selective Slab Program by extending Contract 19-J unit prices for Contract 20-J, with the exception of tree removal prices which include up to 25 locations throughout the City from budgeted funds. #107-20 Approving Intergovernmental Agreement between Wayne County and City for the improvements of Merriman Road from Plymouth to Schoolcraft, with the proposed City’s participation to be estimated at 9.075% in the amount of $148,558.00 from budgeted funds. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Jolly, Bahr, McCullough, Donovic, and McIntyre. NAYS: None. Bahr gave First Reading to the following Ordinance: AN ORDINANCE AMENDING TITLE 6 (ANIMALS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Bahr gave First Reading to the following Ordinance: rd SYNOPSIS OF THE MINUTES OF THE 1,893 REGULAR MEETING 3 LIVONIA CITY COUNCIL – MARCH 23, 2020 AN ORDINANCE AMENDING SECTION 6 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS THE “CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3.____ THERETO. (Petition 2012-12-01-08) Bahr took from the table for Second Reading the following Ordinance: AN ORDINANCE AMENDING SECTION 170 OF TITLE 5, CHAPTER 03 (GENERAL LICENSING PROCEDURE) TO THE LIVONIA CODE OF ORDINANES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: Jolly, Bahr, McCullough, Donovic, and McIntyre. NAYS: None. #108-20 Motion by Jolly and Donovic, unanimously adopted, approving necessity for Special Assessment Street Lighting Project for Capri Court Site Condominiums located on the west side of Farmington, south of Eight Mile Road. #109-20 Motion by Jolly and Donovic, unanimously adopted, approving necessity for Special Assessment Street Lighting Project for Dover Court Site Condominiums located south of Ann Arbor Trail between Wayne and Norwich. #110-20 Motion by Jolly and Donovic, unanimously adopted, approving procedures to be implemented for City Council members on military duty to participate remotely for Council meetings. #111-20 Motion by McCullough and Jolly, unanimously adopted, amending and revising Council Resolution 10-20 to designate Scott Bahr as City’s delegate for SEMCOG and designate Jim Jolly as the Council’s representative to the Board of Trustees of the Livonia Employees Retirement System and Rob Donovic as the City’s alternate on a continuing basis. #112-20 Motion by Bahr and Jolly, unanimously adopted, accepting Grant of Easement without monetary consideration for public utility easement in connection with the water main constructed within Aletha Apartments located at 14931 Farmington Road.
