SYNOPSIS OF THE MINUTES OF THE 1,894 REGULAR MEETING
LIVONIA CITY COUNCIL – APRIL 15, 2020

Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre.
Present: Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, Laura Toy, Scott
Bahr, and Kathleen McIntyre. Absent: None.

#113-20 Resolution by Jolly and White, approving the minutes of the 1,893 Regular
Meeting of the Council held March 23, 2020.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McCullough, Donovic, Jolly, Bahr and McIntyre.
NAYS: None.
PRESENT: White and Toy.
President McIntyre indicated the meeting was being conducted via Zoom pursuant to
Governor Whitmer’s Executive Order relative to State’s shutdown due to Covid-19 virus.
Jolly congratulated Senior Sgt. Ron Warra and Senior Police Officer Brian Leigh on their
retirements from the City with 25 yeas of service and wished them well in retirement. He

then wished a Happy 7 Birthday to his daughter Clare. Jolly also wished Art and Jean

Anderson a Happy 70 wedding anniversary.
Donovic congratulated Police Officer Scott Morgan on his retirement from the Police
Department, indicating he served the City for more than 25 years and wished him well.
White expressed congratulations to all First Responders on their great service as well as
all the grocery store workers, all essential employees of the City, nurses and doctors, and
all medical professionals working so hard through this pandemic.
President McIntyre stated she felt it was appropriate to take a moment to reflect and thank
all of those on the frontlines. She also acknowledged all businesses who have remained
open and those affected by closures due to the Covid-19 crisis.
Toy thanked all Livonia residents who have complied with the State’s shelter in place
mandate and requested a moment of silence for all those hospitalized. She indicated that
white bows are being placed on trees or mailboxes to acknowledge all those affected by
the virus.
President McIntyre requested a prayer for Dolores Smith, a former Aging Commissioner,
who was recovering at St. Mary’s Hospital and wished a Happy Birthday to former Aging
Commissioner, Josie Smith.
McCullough acknowledged services groups in the community who are collecting
donations of food and money, as well as the struggling businesses who continue to
support the community.
President McIntyre indicated a collection center at the Kirksey Recreation Center has
been set up to collect Personal Protective Equipment and encouraged residents to drop
off donations Monday through Friday from 8:00 – 10:00 a.m.

AUDIENCE COMMUNICATION None.
No items were received and filed.
The following resolutions were offered by Jolly and Toy:
#114-20 Approving sidewalk waiver for newly constructed home at 16601 Harrison.
Bahr took from the table for Second Reading the following Ordinance:
AN ORDINANCE AMENDING SECTION 6 OF THE ZONING
MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III
OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED
AS THE “CITY OF LIVONIA ZONING ORDINANCE” BY ADDING
SECTION 3.____ THERETO. (Petition 2019-12-01-08)
A roll call vote was taken on the foregoing Ordinance with the following result:
AYES: White, McCullough, Donovic, Jolly, Toy, Bahr and McIntyre.
NAYS: None.
Bahr took from the table for Second Reading the following Ordinance:
AN ORDINANCE AMENDING TITLE 6 (ANIMALS) OF THE
LIVONIA CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance with the following result:
AYES: White, McCullough, Donovic, Jolly, Toy, Bahr and McIntyre.
NAYS: None.
#115-20 Awarding bid for the 2020-2023 Weed Cutting and Property Maintenance
Program, from budgeted funds.
AUDIENCE COMMUNICATION None.

Council of the City of Livonia at 7:34 p.m. on April 15, 2020.
