SYNOPSIS OF THE MINUTES OF THE 1,899 REGULAR MEETING
LIVONIA CITY COUNCIL – JUNE 22, 2020

Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre.
Present: Scott Bahr, Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, Laura
Toy, and Kathleen McIntyre. Absent: None.
#165-20 Resolution by Jolly and Bahr, unanimously adopted, approving the minutes

of the 1,898 Regular Meeting of the Council held June 8, 2020.

Councilmember Jolly wished his son, JD, a Happy 5 Birthday.

Councilmember McCullough wished his daughter, Harper, a Happy 6 Birthday.
Councilmember Toy congratulated David Cuilton for being appointed to the Arts
Commission.
AUDIENCE COMMUNICATION John Hillers inquired how much the City has paid out in
lawsuits brought against the City; several individuals expressed their concerns and views
regarding the Black Lives Matter social movement; and Christine Douglas, 37778
Ladywood, expressed concern about trees that were removed in her subdivision and lack
of communication during construction project.
The following item was received and filed:
A communication from the Department of Finance, dated June 4, 2020, re: forwarding
various financial statements of the City of Livonia as of March 31, 2020.
#166-20 Motion by Toy and Jolly, unanimously adopted, to refer subject of potential
issues, difficulties, obstacles and expenses associated with the new Election laws to the
Committee of the Whole for its report and recommendation.
The following resolutions were offered by Toy and White:
#167-20 Awarding bid for the Greenwood Park Playground Replacement to Play
Environments Design, from budgeted funds.
#168-20 Approving 2020-2021 Community Development Block Grant (CDBG)
Annual Action Plan and Budget as submitted by Livonia Housing Commission.
#169-20 Approving hold harmless contracts with various vendors for implementation
of the Community Development Block Grant (CDBG) program.
#170-20 Referring policy choices regarding the districts where medical marijuana
facilities may be located to the Planning Commission for the holding of a public hearing
in accordance with provisions of Law and City Ordinance.
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYES: None.
Toy gave First Reading to the following Ordinance:

AN ORDINANCE VACATING THE USE OF PORTIONS OF
STREET, ALLEY AND PUBLIC GROUND.

Bahr gave First Reading to the following Ordinance:
AN ORDINANCE VACATING THE USE OF PORTIONS OF
STREET, ALLEY AND PUBLIC GROUND.

Jolly took from the table for Second Reading the following Ordinance:
AN ORDINANCE ADDING CHAPTER 37 (UNSOLICITED
WRITTEN MATERIALS) TO TITLE 8 OF THE LIVONIA
CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYES: None.
#171-20 Motion by Jolly and White, unanimously adopted, approving special
assessments on properties whose owners have not paid charges connected with the
2018 and 2019 Sidewalk Programs. (CR 59-20, 23-19 and 101-18)
#172-20 Motion by Toy and Donovic, unanimously adopted, approving application
for and transfer of Industrial Facilities Exemption Certificate for Oakland Automation and
Autotac, subsidiaries of Oakland Industries, located at 13017 Newburgh Road. (IDD
Overlay District #110)
#173-20 Motion by McCullough and Toy, unanimously adopted, approving special
assessment for street lighting project for Capri Court Site Condominiums located west of
Farmington Road, South of Eight Mile Road.
#174-20 Motion by McCullough and White, unanimously adopted, approving special
assessment for street lighting project for Dover Court Site Condominiums located south
of Ann Arbor Trail, between Wayne Road and Norwich.
#175-20 Motion by Toy and Jolly, unanimously adopted, approving block party
request for Saturday, July 4, 2020 from 3:00 p.m. to 10:00 p.m. on Roycroft, between
Woodring and Loveland, with no rain date requested.
#176-20 Motion by Toy and McCullough, unanimously adopted, suspending the
rules of order to allow items that do not appear on the Agenda.
#177-20 Motion by Bahr and Donovic, denying request to remove Gary Lane from
the 2020 Concrete Road Program (Contract 20-C).

A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, and Toy.
NAYES: McIntyre.
#178-20 Motion by Jolly and Toy, unanimously adopted, referring subject matter of
proposed Ordinance changes and further clarification of the rules and regulations
regarding mailboxes in the public right-of-way.
#179-20 Motion by Bahr and Donovic, to schedule a closed Committee of the Whole
meeting to discuss negotiations relative to Collective Bargaining Agreements.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYES: None.
Councilmember Toy announced the passing of Judy Nagy, former City Assessor, and
indicated she will be greatly missed.
AUDIENCE COMMUNICATION None.

By Donovic and Toy, unanimously adopted, adjourned this 1,899 Regular Meeting of the
Council of the City of Livonia at 9:33 p.m. on June 22, 2020.
