HomeMy WebLinkAboutTraffic Commission 2020-10-08 th MINUTES OF THE 769 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 769 Regular meeting of the Livonia Traffic Commission was held via Zoom Video Conference on Thursday, October 8, 2020; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Rebekah Farabaugh, Gordon St. John, Livonia Police Department Sgt. Scott Szepanski, Traffic Bureau of the Livonia Police Department and City Engineer, Todd Zilincik ABSENT: VISITORS: Coventry Gardens Subdivision residents John Trumbull, Connie Dickey, and Deena Hallis Resident Phillip Brooks Agenda Item 1: The Minutes of the September 10, 2020, meeting were reviewed. A wording correction was made under Agenda item 3. It should now read: “All residents of the particular residence must present signatures to move forward with the consideration of the “No Parking” sign request”. Therefore, Commissioner Katers offered a motion with support by Commissioner St. John to approve the minutes as corrected. It was voted upon unanimously that: 20-309 RESOLVED, the Minutes of the September 10, 2020, meeting was approved as corrected. Agenda Item 2: From Septembers Commission meeting, the residents of Rayburn Street have continued concerns about protestors from the Planned Parenthood office. Since the Commission meeting in September, some additional information was obtained. The Traffic Bureau Officers, along with Sgt. Szepanski, measured the width of the roadway. Using two patrol vehicles legally parked on the street (not on the lawns), opposite of one another, the measurement of the open space between the vehicles was less than nine feet. Furthermore, the officers went to the Fire Station to measure the width of a fire engine and ambulance. Those vehicles measure 10 feet, 6 inches. Sgt. Szpeanski found those measurements present a safety hazard if vehicles were parked on either side of the street. Additionally, it was observed that a school bus had once scraped the side of a tree trying to navigate between parked vehicles. It was also noted that “No Parking” signs are posted along Edington and Surrey Streets. Sgt. Szepanski noted that he will canvass the area and have more information regarding the validity of those signs and exactly where they are located. Therefore, Commissioner St. John offered a motion to table the decision on the placement of “No Parking” signs until at least the next commission meeting in November to ensure all necessary information is available. Further, Commissioner Keller supported this motion, citing an in- person vote of the Commission on this subject. It was voted unanimously that, th MINUTES OF THE 769 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) 20-310 RESOLVED, “No Parking” sign request on Rayburn is tabled until the November meeting Agenda Item 3 Resident Phillip Brooks resides on the corner of Mayfield and Clarita Streets and is seeking a “No Outlet” sign for eastbound Clarita Street. His driveway feeds onto Clarita Street, but because it’s a dead end, he is concerned about motorists proceeding through the intersection thinking that they can get to the park only to realize that it’s a dead end street. Commissioner St. John offered a motion to place a “No Outlet” sign (14-2) on the southeast right-of-way corner of 18892 Mayfield Street (southeast corner of Mayfield and Clarita Streets) and to also place a red warning diamond (OM 4-3) on Clarita Street at the end of the paved road where the park property begins. With support from Commissioner Keller, it was voted upon unanimously that, 20-311 RESOLVED, placement of a “No Outlet” sign (14-2) and a red warning diamond (OM 4-3) be placed on the southeast corner of Clarita and Mayfield Streets, at the end of the paved road where the park property begins Agenda Item 4 Chairman Policelli noted that he had a phone conversation with a motorist stating that the traffic on the westbound Schoolcraft Service Drive, specifically at the Newburg exit ramp from the I-96 expressway, does not follow the “Yield” sign that is currently posted. This motorist was requesting that the sign be changed to a “Stop” sign. At the present time, in order for a “Stop” sign to be placed at this particular location, we would have to maintain uniformity and place a “Stop” sign at every exit ramp along the Service Drive. At the request of the Commission, reflective tape is requested to be added to the sign allowing for better visibility. Updates or Comments City Engineer, Todd Zilincik, reported that Wayne County has been notified of the lengthy timing of intersection signal at Hubbard and Five Mile. They are working to determine the cause of the issue and will have it resolved soon. A letter from Mayor Brosnan was sent to Wayne County executives asking for a signal upgrade at Joy Road and Merriman Road to help manage traffic during school hours, particular for those drivers who are making a turn. th MINUTES OF THE 769 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) A motion to adjourn was made by Commissioner St. John and supported by Commissioner Farabaugh with no objections at 8:55 p.m. NEXT MEETING: November 12, 2020, with a location to be determined Respectfully submitted, Jim Keller Recording Secretary
