MINUTES OF THE 771 REGULAR MEETING
LIVONIA TRAFFIC COMMISSION

The 771 Regular meeting of the Livonia Traffic Commission was held via Zoom Video Conference on
Thursday, December 10, 2020; it was called to order by Chairperson Jim Policelli at 7:44 p.m.
PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Rebekah Farabaugh, City Engineer
Todd Zilincik and Sgt. Scott Szepanski - LPD Traffic Bureau, City Attorney Paul Bernier
ABSENT: Gordon St. John
VISITORS: Coventry Gardens Subdivision residents Connie Dickey, Deena Hallis, John Tomasaits, and
Maureen Dunne, Resident Michael Tolosen
Chairperson Policelli noted that the minutes from the November 10, 2020 meeting were reviewed and will
not be presented for approval.
Agenda Item 1: Ongoing discussion regarding “No Parking” on Rayburn Street in Coventry Gardens
From the November meeting, it was discussed that due to a police situation, Sgt. Sczepanski was not able
to be present. The Police Department had further relevant input on the topic and wanted to bring that
forth.
The proposed motion (20-313) stated “No Parking” signs (R7-2) will be placed on both sides of Rayburn
from Farmington Road to Myrna Street, with supplemental writing stating “Monday through Friday from
8 a.m. to 5 p.m.”. Sgt. Szepanski noted that from a safety standpoint, the proposed “No Parking” zones
should be full time, no parking. Previously it was discussed and voted upon that “No Parking”, with a
time and date, was to be proposed. The Police Department recommended those perimeters change to
being 24 hours a day, seven days a week.
After further discussion, Commissioner Katers offered a motion to install “No Parking” signs (R8-3) on
the north side of Rayburn, from Farmington Road to Myrna Street, and the south side of Rayburn from
Surrey Street to Farmington Road. With support from Commissioner Keller, it was voted upon
unanimously that,
20-313 RESOLVED, “No Parking” signs (R8-3) will be placed on the north side of Rayburn
Street from Farmington Road to Myrna Street and on the south side of Rayburn Street from
Surrey Street to Farmington Road.
Agenda Item 2:
Resident Mike Tolosen previously visited the Commission asking for “No Outlet” signage at Wayne
Road, south of Six Mile Road. The Commission previously discussed adding signage at the area of
Oakdale Street and Ellen Street. He is asking if the signage can be added back to the area first requested,
citing other signage in the Six Mile and Bell Creek and Six Mile and Mayfield Street areas.

Commissioner Katers noted that the Michigan Manual of Uniform Traffic Control (MMUTCD) has
requirements for the “No Outlet” signage. He has done some research and believe the correct sign would
be a “Dead End” sign. This sign can be placed at Wayne Road and Six Mile, as the petitioner requested.
After further discussion, Commissioner Katers offered a motion to place a “Dead End” (W14-1) sign on
Wayne Road, south of Six Mile Road, wherever placement would be practical, and will include
supplemental writing stating “Wayne Road” under the “Dead End” sign. With support from
Commissioner Farabaugh, it was voted upon unanimously that,
20-314 RESOLVED, placement of a “Dead End” (W14-1) sign with supplemental writing
stating “Wayne Road” under the “Dead End” sign at Wayne Road, south of Six Mile Road,
wherever practical.
Agenda Item 3
The resident who petitioned for weather signage at 18881 Mayfield notified Chairperson Policelli that
they were not able to attend the Zoom meeting this month. Therefore, the request will be presented
during the January 2021 meeting.
Updates or Comments
Chairperson Policelli noted that the two vacant commissioner spots have yet to be filled.
A motion to adjourn was made by Commissioner Keller and supported by Commissioner Katers with no
objections at 8:44 p.m.
