LIVONIA CITY COUNCIL —AUGUST 17, 2020
Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre.
Present: Jim Jolly, Laura Toy, Scott Bahr, Cathy White, Brandon McCullough, Rob
Donovic, and Kathleen McIntyre. Absent: None.
#237-20 Resolution by Bahr and Jolly, unanimously adopted, approving the minutes
of the 1,902nd Regular Meeting of the Council held August 5, 2020.
Councilmember Toy wished Happy Birthday to Joe Laura, former councilmember.
President McIntyre announced the passing of Gordon Draper, longtime, very active
Livonia resident.
President McIntyre announced a Public Hearing to be held via Zoom on Monday, August
31, 2020 at 7:00 p.m. on the following matter: Chad A. Mead, Chief Administrative Officer,
Mastronardi Produce USA, Inc., is requesting approval of an Industrial Facilities
Exemption Certificate for an expansion of at least 85,000 square feet of their refrigerated
warehouse space located at 28700 Plymouth Road, Livonia, MI 48150. (Industrial
Development Overlay District #107).
President McIntyre wished Councilmember Brandon McCullough Happy Birthday.
Councilmember White read the rules of conduct for the meeting.
AUDIENCE COMMUNICATION Several individuals spoke about perceived racial
profiling in the City of Livonia.
The following items were received and filed:
A communication from the Finance Department, dated July 27, 2020, re: forwarding
various financial statements of the City for the month ending June 30, 2020.
A communication from the Office of the City Clerk, dated July 20, 2020, re. Tax Rate
Request for Plymouth Road Development Authority dated May 16, 2018.
A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for Livonia Public Schools for the 2020 School Year.
A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for the Clarenceville School District for the 2020-2021 School Year.
A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for Schoolcraft College for the 2020-2021 School Year.
A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for Oakland Schools ISD for the 2020-2021 School Year.
A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for Wayne County Regional Education Service Agency (RESA) for the 2020 School Year.

A communication from the Office of the City Clerk, dated July 22, 2020, re. Tax Collection
for the County of Wayne for the 2020 Tax Year.
A communication from the Office of City Clerk, dated July 22, 2020, re: forwarding a
communication from the State Treasurer, re: Tax Rate for the 2020 Tax Year.
A water bill statement from the Finance Department, dated August 11, 2020, re: payment
in full for delinquent water bill for 20209 Purlingbrook.
An email communication from Jacob Rushlow, Superintendent of Public Service, dated
August 17, 2020, re: additional information regarding emergency sewer repair.
The following resolutions were offered by Jolly and White:
#238-20 Approving block party request for Saturday, September 12, 2020, from
12:00 p.m. to 10:00 p.m. on Sussex Street with a rain date of Sunday, September 13th.
#239-20 Approving Petition 2020-06-02-05 submitted by Vision Quest Consulting,
Inc., to operate a physical therapy facility at 11878 Hubbard Avenue in the Southeast 1/4
of Section 2.
#240-20 Approving Petition 2020-06-08-04, submitted by Bad Brads BBQ, to expand
the food service and include an outdoor patio and exterior facade renovations at a
restaurant located at 20300 Farmington Road, in the Northwest '/4 of Section 3.
#241-20 Approving Fourth Amendment to Lease Agreement between Livonia and
New Cingular Wireless, as successor-in-interest to AT & T Wireless PCS, LLC.
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Jolly, Toy, Bahr, White, McCullough, Donovic, and McIntyre
NAYS: None
#242-20 Motion by Jolly and White, to waive the sidewalk requirement in front of
newly constructed home at 19315 in the SE '/4 of Section 1.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jolly, Toy, White, McCullough, Donovic, and McIntyre
NAYS: Bahr
#243-20 Motion by McCullough and Toy, unanimously adopted, waiving the sidewalk
requirement in front of the single family home to be constructed at 20209 Purlingbrook, in
the NW '/4 of Section 2.
#244-20 Motion by Bahr and White, unanimously adopted, approving request to
conduct a Finance and Budget Committee meeting and public hearing on September 23,
2020, at 7:00 p.m. in the 5t" Floor Galleria, re: annual budget Fiscal Year ending
November 30, 2021.

#245-20 Motion by Toy and Jolly, unanimously adopted, suspending the rules or
order to allow items that do not appear on the Agenda.
#246-20 Motion by Toy and McCullough, unanimously adopted, approving additional
appropriation and expenditure for the emergency sewer repair and/ or replacement on
Edgewood Street.
#247-20 Motion by Bahr and Toy, unanimously adopted, referring the subject matter
of the emergency sewer repair and/or replacement along Edgewood Street and future
costs for same to the Capital Outlay and Infrastructure Committee for report and
recommendation.
AUDIENCE COMMUNICATION None heard.
