LIVONIA CITY COUNCIL — OCTOBER 05, 2020
Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre.
Present: Jim Jolly (Livonia, Michigan), Laura Toy (Livonia, Michigan), Scott Bahr(Livonia,
Michigan), Cathy White (Livonia, Michigan), Brandon McCullough (Livonia, Michigan),
Rob Donovic (Deployed), Jim Jolly (Livonia, Michigan) and Kathleen McIntyre (Livonia,
Michigan). Absent: None.
#282-20 Resolution by White and Jolly, unanimously adopted, approving the minutes
of the 1,905th Regular Meeting of the Council held September 21, 2020.
#283-20 Resolution by Bahr and Toy, unanimously adopted, approving the minutes
of the 254th Special Meeting of Council held September 28, 2020.
Councilmember Jolly congratulated Judy Priebe, former Director of Legislative Affairs, on
her retirement.
President McIntyre wished City Engineer Todd Zilincik a happy birthday.
She then introduced the new Director of Legislative Affairs, LaShawn Thomas, and
welcomed her to the City.
President McIntyre stated there will be two X-items heard at the end of tonight's Regular
Agenda. She then commented on the story that was aired on Channel 7 on
Councilmember Donovic and his ability to serve both the City and the country while being
deployed via Zoom remote technology.
Councilmember White, as Parliamentarian of Council, reviewed the rules of order for
Audience Communication.
AUDIENCE COMMUNICATION A resident spoke on the subject of trees throughout the
City blocking visibility of stop signs. Several residents commented on race issues and
police oversight.
#284-20 Resolution by Jolly and Toy, unanimously adopted, referring the matter of
tree trimming and obstructed traffic signs to the Administration for report and
recommendation.
Mayor Brosnan gave an update on the COVID-19 emergency response.
The following resolutions were offered by Toy and McCullough:
#285-20 Approving Halloween Block Party for Michele Johnston.
#286-20 Approving High School Dual Enrollment Youth Fire Cadet Program.
#287-20 Authorizing purchase of 40 cases of Fourstar 180 day briquettes from Clarke
Mosquito Control.

#288-20 Authorizing purchase of one 2020 Bandit 9" Disk Style Brush Chipper, Model
90XP.
#289-20 Authorizing purchase of seven marked/semi-marked Police vehicles.
#290-20 Authorizing purchase of 15,000 pounds of calcium hypochlorite (chlorine) from
Aquatic Source.
#291-20 Approving execution of Storm Water Facilities Maintenance Agreement with
Leo Soave Bldg., Inc.
#292-20 Approving execution of Storm Water Facilities Maintenance Agreement with
Livonia Estates, Ltd.
#293-20 Approving one-year extension of waiver use for Petition 2019-06-02-09.
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Jolly, Toy, Bahr, Whited, McCullough, Donovic and McIntyre
NAYS: None.
#294-20 Approving suspension of the rules for procedure.
#295-20 Motion by White and Jolly, unanimously adopted, authorizing Closed
Committee of the Whole Meeting.
#296-20 Motion by Toy and Donovic, unanimously adopted, accepting grant funding
from the Center for Tech and Civic Life (CTCL) in the amount of$142,153.96.
AUDIENCE COMMUNICATION Beth Bailey discussed racism in the City.
By Jolly and Donovic, unanimously adopted, adjourned this 1,906th Regular Meeting of
the Council of the City of Livonia at 8:07 p.m. on October 5, 2020.
