HomeMy WebLinkAboutMINUTES-2020-10-12 MINUTES OF THE ELECTION COMMISSION OF THE CITY OF LIVONIA, MICHIGAN A meeting of the Election Commission of the City of Livonia, Michigan, was held on Monday, October 12, 2020, at the Livonia City Hall, 33000 Civic Center Drive, Livonia, Michigan at 11:30 a.m., at which time and place the following members of said Commission were present: Present: Maureen Miller Brosnan, Mayor Paul Bernier, City Attorney Susan Nash, City Clerk Also Present: Lori Miller, Deputy City Clerk Susan Nash assumed the duties as Chairperson of the Election Commission. Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, and unanimously adopted, it was: RESOLVED that the minutes of the Election Commission meeting held on August 19, 2020 are hereby approved. Upon a motion by Commissioner Bernier, supported by Commissioner Brosnan, and unanimously adopted, it was: RESOLVED that the minutes of the Election Commission meeting held on September 28, 2020 are hereby approved. Upon a motion by Commissioner Bernier, supported by Commissioner Brosnan, and unanimously adopted it was: RESOLVED that the City of Livonia will participate in the pre-processing of absentee ballot envelopes as specifically prescribed in the recently adopted Legislation for the State of Michigan starting no earlier than 10:00 a.m. and ending no later than 8:00 p.m. on Monday, November 3, 2020. FURTHER, it is hereby resolved that the City of Livonia will make sure the ballots are secured in the Livonia Senior Center in a locked room, within a locked building, with 24 hour surveillance by the Livonia Police Department on the Civic Center premises. FURTHER, the public, challengers and observers Minutes of the Election Commission Meeting of October 12, 2020 Page 2 will all be allowed to watch the pre-processing of absentee ballot envelopes as outlined in the adopted State legislation. Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, and unanimously adopted, it was: RESOLVED that the Receiving Board, Election Inspectors, and Chairpersons listed on the scheduled list hereto, and made part of these minutes, are duly appointed to the Election Board for the State General Election to be held on Tuesday, November 3, 2020. Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, and unanimously adopted, it was: RESOLVED that if any of the Election Inspectors on the official, approved list for this election cannot complete their assignment because of unforeseen circumstances, they will be replaced by a fully trained, experienced Election Inspector from the list of workers that is contained on the master list. Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, it was: RESOLVED that the compensation for Tuesday, November 3, 2020, for election workers shall be: $170 for each Election Inspector, $210 for each Co-Chairperson, $235 for each Chairperson and $250 plus mileage for each Roving Chairperson. Additionally, Absentee Counting Board Inspectors will receive $12.00 hourly rate, Absentee Counting Board Co-Chairperson will receive $14.00 hourly rate, Absentee Counting Board Chairperson will receive $16.00 hourly rate, and Absentee Counting Board Super Chairperson will receive $380. All half-day Election Inspectors will receive the flat rate of $85. FURTHER, it is resolved that all election workers who work a full day will receive an additional $100 and all election workers who work a half-day will receive an additional $50 as hazard pay due to the Covid-19 pandemic. Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, it was: RESOLVED that the City Clerk and the City Clerk’s staff shall prepare all election precinct supplies and certified ballot containers for use in the Tuesday, November 3, 2020 General Election. Minutes of the Election Commission Meeting of October 12, 2020 Page 3 Upon a motion by Commissioner Brosnan, supported by Commissioner Bernier, it was: RESOLVED that the City Clerk and the City Clerk’s office staff will perform the preliminary logic and accuracy testing on all ImageCast Tabulators and Voter Assisted Terminals (VAT) ballot marking devices prior to the Tuesday, November 3, 2020 General Election. Upon a motion by Commission Brosnan, supported by Commissioner Bernier, and unanimously adopted, this meeting of the Election Commission of the City of Livonia was adjourned at 12:02 p.m. on October 12, 2020.
