WATER & SEWER BOARD
April 4, 2022
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, April 4, 2022 was called to order at 5:00 p.m. by Chairman Brett
Gierak. Roll was called with the following present:

1. Approval of Minutes dated March 7, 2022
Motioned by Rich Skaggs seconded by Candy Little
#WS 6178 04/22 RESOLVED, that the Minutes of the Regular Meeting held
March 7, 2022 are hereby approved.

The Chairman declared the motion carried.
2. Letter dated March 18, 2022 from Supervisor of Public Service, Subject: Request
for Consideration of Bill - Carla Hamilton, 19375 Angling
Motioned by Greg Jones seconded by Rich Skaggs
#WS 6179 04/22 RESOLVE, that after discussion with Ms. Hamilton the Water
and Sewer Board does hereby grant effective April 4, 2022 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all

new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional
fees incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 19375 Angling will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the twelve-month payment plan,
each monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2022 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
A roll call vote was taken:

3. Letter dated March 17, 2022 from Supervisor of Public Service, Subject: Request
for Consideration of Bill - Doug Julet, 9305 Florida
Motioned by Valerie Jackson seconded by Candy Little
#WS 6180 04/22 RESOLVE, that after discussion with Mr. Julet the Water and
Sewer Board does hereby grant effective April 4, 2022 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional
fees incurred for nonpayment will be returned to the account. Resident has
agreed to pay a minimum of $200 per month towards the past due bill. Resident
will also be invited to reappear before the Board at their April, 2023 meeting to
evaluate the status of the account, and discuss additional extension time.
At the request of the petitioner, the account at 9305 Florida will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the twelve-month payment plan,
each monthly bill is to be paid in full and on time.

Additionally, the Board requests that the outstanding balance that would be
assigned to the 2022 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated November
15, 2021 and February 14, 2022 in the amount of $1,623.86.

4. Letter dated March 17, 2022 from Supervisor of Public Service, Subject: Request
for Consideration of Bill - Leslie Seguin, 14377 Cranston
Motioned by Greg Jones seconded by Candy Little
#WS 6181 04/22 RESOLVE, that after discussion with Ms. Seguin the Water and
Sewer Board does hereby grant effective April 4, 2022 a Nine (9) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional
fees incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 14377 Cranston will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the nine-month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2022 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated December
14, 2021 and March 14, 2022 in the amount of $192.11.

5. Letter dated April 1, 2022 from Supervisor of Public Service, Subject: Request for
Consideration of Bill - Ray Alexander, 30537 Jeanine
Motioned by Candy Little seconded by Rich Skaggs
#WS 6182 04/22 RESOLVE, that after discussion with Mr. Alexander the Water
and Sewer Board does hereby grant effective April 4, 2022 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional
fees incurred for nonpayment will be returned to the account.

“payment plan”, whereby the account will receive monthly versus quarterly

for Consideration of Bill - Brandon Czarnowski, 19730 Brentwood
Motioned by Candy Little seconded by Valerie Jackson
#WS 6183 04/22 RESOLVE, that after discussion with Mr. Czarnowski the Water
and Sewer Board does hereby grant effective April 4, 2022 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all

new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional

invited to return before the Water Board at their May, 2023 meeting for additional
time.
At the request of the petitioner, the account at 19730 Brentwood will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the twelve-month payment plan,
each monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2022 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

for Consideration of Bill - Leon Rhodes, 36133 Six Mile
Motioned by Valerie Jackson seconded by Greg Jones
#WS 6184 04/22 RESOLVE, that after discussion with Mr. Rhodes the Water and
Sewer Board does hereby grant effective April 4, 2022 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional
fees incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 36133 Six Mile will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the twelve-month payment plan,

#WS 6185 04/22 RESOLVE, that the Water and Sewer Board does table this
matter to the May 2, 2022 meeting at which time the resident is able to appear.
All penalties will be held until that time.

#WS 6186 04/22 RESOLVE, that the Water and Sewer Board does table this
matter to the May 2, 2022 meeting at which time the resident is able to appear.
All penalties will be held until that time.

#WS 6187 04/22 RESOLVE, that the Water and Sewer Board does table this
matter to the May 2, 2022 meeting at which time the resident is able to appear.
