MINUTES OF THE 791 REGULAR MEETING

The 791 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, August 11, 2022; it was called to order by Chairperson Jim Policelli at
7:30 p.m.
PRESENT: Jim Policelli, John Katers, James Keller, Yara Racine, Gordon St. John, City Engineer Todd
Zilincik and Sgt. Scott Sczepanski of the LPD Traffic Bureau
ABSENT: Rebekah Farabaugh
VISITORS: None
Agenda Item 1: The minutes from the July 12, 2022 meeting were reviewed
No corrections were brought forth. Therefore, a motion was made by Commissioner Katers, supported
by Commissioner Racine, to approve the July 12, 2022 minutes as written. It was vote upon unanimously
that,
20-349 RESOLVED, the minutes from the July 12, 2022 meeting
were approved as written
Agenda Item 2: Traffic Study Conducted on Blue Skies
A Traffic Study was conducted during the week of July 20-27. The results were as follows: Northbound

Blue Skies – 50 percentile, 22.02 and 85 percentile 26.27

Southbound Blue Skies – 50 percentile, 19.6 and 85 percentile with average of 18.7
Total amount of traffic – 789.3 daily
Causes for the increased traffic are the area construction, as all the surface roads are dealing with a
heavier volume. It was suggested to target enforcement periodically when possible. Otherwise, no
further action will be taken at this time.
Agenda Item 3: Intersection of Wayne Road and Industrial Roads
In 2019, a letter was received noting that the intersection of Wayne and Industrial was dangerous. Many
“near misses” and some accidents have occurred at this intersection. At that time, a request for a “Stop”
sign was received. The findings of the data and research concluded that the intersection was sufficiently
signed in its current state and no further action was taken. Another letter was recently received asking
the Commission to revisit the issue and place “Stop” signs. It was noted that the current “Yield” sign on
Northbound Wayne may be obstructed by trees. It was recommended that the trees be trimmed on
northbound Wayne Road. The intersection is still considered to have sufficient signage, but will upgrade
the visibility of the signs and add reflective tape to the poles.

Agenda Item 4: Clements Circle “No Parking” Sign
A request to add an additional “No Parking” sign at the current “No Parking” zone where N. Clements
Circle and E. Clements Circle join. Based on the Commission’s input, adding a third sign may be helpful.
A motion was made by Commissioner Keller, supported by Commissioner St. John, to supply an
additional “No Parking” sign (R8-3) on East Clements Circle on the curve near the residence located at
9815 Clements Circle. It was voted unanimously that,
20-350 RESOLVED, an additional “No Parking” sign (R8-3) will be placed on East
Clements Circle on the curve near the residence located at 9815 Clements Circle
Agenda Item 5: Semi Traffic Complaint
A complaint regarding semi trucks traveling in residential neighborhoods, specifically on Fairway Street
near Schoolcraft Road, was discussed. Due to the construction on area freeways, traffic is finding the
route of least congestion, even if it means being in neighborhoods where they shouldn’t be. At this time,
no further action will be taken, but the Commission will monitor the situation for possible future
reconsideration
Agenda Item 6: Vehicles Blocking the Bike Lane on Hubbard St
A complaint was lodged that vehicles are parking within the bicycle lane on Hubbard between 5 and 6
Mile Roads. The Traffic Bureau noted that they will visit the complainant and the home where the
occurrences are taking place, and will remind all parties about the proper parking protocols.

It was noted that several attempts to contact the City of Dearborn on their traffic calming endeavors have
come up empty; none of our calls are being returned.
