HomeMy WebLinkAboutTraffic Commission 2023-02-09 th MINUTES OF THE 797 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thth The 797 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on Thursday, February 9, 2023; it was called to order by Chairperson Jim Policelli at 7:31 p.m. PRESENT: Jim Policelli, , Rebekah Farabaugh, John Katers, James Keller, Gordon St. John, Tom Wrenbeck, City Engineer Todd Zilincik and Sgt. Paul Walters of the LPD Traffic Bureau ABSENT: Yara Racine VISITORS: Linda Trewin Agenda Item 1: The minutes from the January 12, 2023 meeting were reviewed A correction was brought forth. Noting an error in attendance, to reflect the absence of Commissioners Farabaugh, Keller, and Wrenbeck. Therefore, a motion was made by Commissioner Katers and supported by Commissioner St. John to approved the January 12, 2023 minutes as corrected. It was voted upon unanimously that, 20-360 RESOLVED, the minutes from the January 12, 2023 meeting were approved as corrected to reflect the absence of Commissioners Farabaugh, Keller and Wrenbeck Agenda Item 2: Update on Hubbard School Traffic (near Webster School) Resident Linda Trewin revisited the Commission as she had previously brought forth a complaint regarding a lack of courtesy from drivers coming to and from Webster school. While initially resolved with reminders from school staff and some police enforcement, the problem still exists. Sgt. Walters noted he will send officers to conduct enforcement during the morning and afternoon school rush hours (7:45-8:30 a.m. and 2:45-3:30 p.m.). It was also noted that another reminder go home with the students regarding exercising discretion while driving through the neighborhood. Agenda Item 3: Intersection of Plymouth and Middle Belt With the increase in traffic due to the Chick-Fil-A location and the forthcoming new developments, Sgt. Walters was seeking additional signage in the Urgent Care site (former Walgreens) driveways and the Chick-Fil-A driveway to reflect “No Left Turn”. Sgt. Walters will continue to work with Wayne County to upgrade the signage. Agenda Item 4: “Deer Crossing” at Bretton St. A “Deer Crossing” sign was requested on Bretton St. The individual requesting the sign was notified that it would not be purposeful, even though that individual also noted that the street lights were currently inoperable. The request for the street lights was directed to the proper entity to fix them. At this time, no further action will be taken with respect to the “Deer Crossing” sign. th MINUTES OF THE 797 REGULAR MEETING LIVONIA TRAFFIC COMMISSION CONT. Agenda Item 5: Request from Engineering – “Keep Right” sign at Summers St. A request from a resident in the Kimberly Oaks Subdivision was received suggesting that a “Keep Right” sign installed at the entrance of Farmington Road and Summer Street would be helpful as it is dark in the area. After Commission discussion, a motion was made by Commissioner Katers, supported by Commissioner Farabaugh, to install a “Keep Right” sign (R4-7) on westbound Summers at Farmington Road, with the addition of white reflective tape on the post. It was voted unanimously that, 20-361 RESOLVED, to install a “Keep Right” sign (R4-7) on westbound Summers at Farmington Road, with the addition of white reflective tape on the post. Follow Up Information A resident on Lori Street, near Lyndon and Middle Belt, was observing speeders navigating around traffic tie ups, or coming to and from the school. Sgt. Walters observed this type of issue during an enforcement period of 45 minutes on eight different occasions. One citation was issued for going 37 mph in a 25 mph, and the perpetrator was a resident in the area. Sgt. Walters stated that he will place the speed data signs in the area soon. Discussion regarding a “No Turn on Red” sign on northbound Stark at Plymouth Road was had, with Sgt. Walters noting that the crash data for that intersection almost mirrors the data collected at Wayne Road at Plymouth Road. Both the Traffic Bureau and the Engineering Department will work with MDOT in discussing the Commissions intent to install a “No Turn on Red” sign. Commissioner St. John noted that there was a proposal for a walking/cycling path through Rotary Park, ultimately connecting Curtis Street from points beyond Rotary Park and through Merriman Road. He thought that the Commission should provide feedback to the development of the trail as it could have an adverse effect on the neighbors in the vicinity. A motion was made by Commissioner Farabaugh, supported by Commissioner Keller, to generate a letter of concern to the Parks and Recreation Commission. It was voted unanimously that, 20-362 RESOLVED, to write a letter of concern to the Parks and Recreation Commission pertaining to the proposed walking/cycling path through Rotary Park as it could have adverse effects on the neighbors in the vicinity Motion to Adjourn – Motion was made by Commissioner Katers, with support by Commissioner Farabaugh to adjourn at 9:02 p.m. th NEXT MEETING: March 9, 2023, at 7:30 p.m. in the 5 Floor Gallery of City Hall Submitted by: Jim Keller, Recording Secretary
