HomeMy WebLinkAbout2023-04-03 REGULAR MEETING WATER & SEWER BOARD April 3, 2023 The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan, held on Monday, April 3, 2023 was called to order at 5:00 p.m. by Chairman Brett Gierak. Roll was called with the following present: Members Present: Brett Gierak Rich Skaggs Valerie Jackson Greg Jones Candy Little Others Present: Dan Morgan, 16815 Inkster Delorean Williams, 31548 Delaware Jessica Bielicki, 19010 Floral Ryan Ferrell, Water Superintendent Jen Schilk, Accountant II Dana Kemp , Account Clerk I Jill Russell, Secretary III 1. Approval of Minutes dated March 6, 2023 Motioned by Candy Little seconded by Valerie Jackson #WS 6347 04/23 RESOLVED, that the Minutes of the Regular Meeting held April 3, 2023 are hereby approved. AYES: Gierak, Skaggs, Jones, Jackson, Little 2. Letter dated March 16, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Dan Morgan, 16815 Inkster Motioned by Rich Skaggs seconded by Greg Jones #WS 6348 04/23 RESOLVE, that after discussion with Mr. Morgan the Water and Sewer Board does hereby grant effective April 3, 2023 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. Additionally, the Board requests that the outstanding balance that would be assigned to the 2024 Winter taxes not be consigned, provided the account is in good standing and meeting their obligations if under a payment plan agreement. Letter dated March 22, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Jessica Bielicki, 19010 Floral Motioned by Greg Jones seconded by Valerie Jackson #WS 6349 04/23 RESOLVE, that after discussion with Ms. Bielicki the Water and Sewer Board does hereby grant effective April 3, 2023 a Six (6) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. 4. Letter dated March 30, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Val Knox, 19554 Farmington Motioned by Rich Skaggs seconded by Candy Little #WS 6350 04/23 RESOLVE, that the Water and Sewer Board does table this matter to the May 1, 2023 meeting at which time the resident is able to appear. All penalties will be held until that time A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. Letter dated March 23, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Kim Maxwell, 30640 Seven Mile Motioned by Rich Skaggs seconded by Candy Little #WS 6351 04/23 RESOLVE, that the Water and Sewer Board does deny and will take no further action on the request of the above customer, due to the fact that they did not appear at the April 3, 2023 meeting. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. 6. Letter dated March 31, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Delorean Williams, 31548 Delaware Motioned by Candy Little seconded by Rich Skaggs #WS 6352 04/23 RESOLVE, that after discussion with Mr. Williams the Water and Sewer Board does hereby grant effective April 3, 2023 a Six (6) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. 7. Letter dated March 8, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Doug Julet, 9305 Florida Motioned by Greg Jones seconded by Candy Little #WS 6353 04/23 RESOLVE, the Water and Sewer Board does hereby grant effective April 3, 2023 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees REGULAR MEETING WATER & SEWER BOARD April 3, 2023 held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. In addition, the Resident has agreed to pay a minimum of $200 per month towards the past due bill. Additionally, the Board requests that the outstanding balance that would be assigned to the 2024 Winter taxes not be consigned, provided the account is in good standing and meeting their obligations if under a payment plan agreement. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. 8. Letter dated March 14, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Mary Thielen, 14984 Auburndale Motioned by Greg Jones seconded by Candy Little #WS 6354 04/23 RESOLVE, the Water and Sewer Board does hereby grant effective April 3, 2023 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. Additionally, the Board requests that the outstanding balance that would be assigned to the 2024 Winter taxes not be consigned, provided the account is in good standing and meeting their obligations if under a payment plan agreement. The Board does also hereby grant the removal of the penalty dated March 14, 2023 in the amount of $145.00. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. 9. Letter dated March 23, 2023 from Superintendent of Public Service, Subject: Request for Consideration of Bill - Cynthia Mumaw, 18709 Deering REGULAR MEETING WATER & SEWER BOARD April 3, 2023 Motioned by Greg Jones seconded by Candy Little #WS 6355 04/23 RESOLVE, the Water and Sewer Board does hereby grant effective April 3, 2023 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. Additionally, the Board requests that the outstanding balance that would be assigned to the 2024 Winter taxes not be consigned, provided the account is in good standing and meeting their obligations if under a payment plan agreement. A roll call vote was taken: AYES: Gierak, Skaggs, Little, Jackson, Jones NAYS: The Chairman declared the motion carried. The next meeting of the Water and Sewer Board is scheduled for Monday, May 1, 2024 at 5:00pm. Upon a motion by Greg Jones, seconded by, Valerie Jackson, the meeting was adjourned at 6:00pm.
