HomeMy WebLinkAboutS032223 MinutesCITY OF LIVONIA – CITY COUNCIL MINUTES OF STUDY MEETING HELD MARCH 22, 2023 8:00 p.m. - City Hall Auditorium 33000 Civic Center Drive Livonia, Michigan Meeting was called to order at 8:00 p.m. by Council President Jolly. Present: Rob Donovic, Scott Morgan, Kathleen McIntyre, Brandon McCullough, Scott Bahr, and Jim Jolly. Absent: Laura Toy. Elected and appointed officials present: Susan Nash, City Clerk; Paul Bernier, City Attorney; Todd Zilincik, City Engineer; Mark Taormina, Director of Planning and Economic Development; Josh Sabo, Director of Communications, and Casey O’Neil, Information Systems Director. Councilmember Donovic led the meeting in the Pledge of Allegiance. There was no Audience Communication. NEW BUSINESS REQUEST FOR DESIGNATION AS A NON-PROFIT ORGANIZATION: Melissa Degen, Events Director, The Women's Council of Realtors 275 Corridor, re: as required by the State of Michigan to obtain a Charitable Gaming License to allow raffle fundraisers in the future. MojJabbour, First Vice President of the Women’s Council of Realtors 275 CorridorChapter presented the request to Council. Councilmember Donovicoffered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT REQUEST FOR AUTHORIZATION TO PURCHASE TWO (2) FORD 2023 F250 SUPER CAB 4x4 PICKUP TRUCKS THROUGH THE STATE OF MICHIGAN DEPARTMENT OF VEHICLE PROCUREMENT AND MACOMB COUNTY CONTRACT 21-18: Livonia Housing Commission, re: for use by Housing Maintenance Staff at Silver Village and Newburgh Village, from budgeted funds. Ermon Sims, Interim Director of Housing, presented the request to Council. Councilmember Morgan offered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT AWARD OF CONTRACT: Department of Economic Development, re: to provide technical assistance for Livonia Small Business Grantee award winners of Livonia small businesses, utilizing grant funds. Jacob Uhazie, Planning and Economic Development Coordinator, presented the request to Council. Councilmember Donovic explained that the six-week training requirement is a Federal requirement and not that of the City of Livonia or the Planning Department. He indicated the training is one hour per week. Councilmember Donovicoffered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT AWARD OF CONTRACT: Department of Economic Development, re: to provide technical assistance for Livonia Small Business Grantee award winners of Livonia micro-businesses, utilizing grant funds. Jacob Uhazie, Planning and Economic Development Coordinator, presented the request to Council. Councilmember McIntyre asked what groupsProxie, LLC. works with other thanWashtenaw County. She also asked for an agenda for the training. Jacob indicated Proxie works with Washtenaw County and the Detroit Black Business Alliance. Jacob offered to email the agenda to the Council Office. Councilmember McIntyre offered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT AWARD OF BID: Department of Public Works, re: for Newburgh Village Housing Improvements, from budgeted funds. Jacob Rushlow, Assistant Director of Public Works, presented the request to Council. Councilmember McCullough offered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENTREQUEST TO AMEND THE CONTRACT WITH ANDERSON, ECKSTEIN & WESTRICK, INC. (AEW) FOR CONSTRUCTION ENGINEERING SERVICESFOR THE 2022 CONCRETE ROAD PROGRAM (CONTRACT 22-C): Engineering Division, re: same (CR 336-21, CR 89-22 and CR76-23). Todd Zilincik, City Engineer, presented the request to Council. Councilmember McCullough offered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT AWARD OF CONTRACT: Engineering Division, re: for the 2023 Concrete Road Paving Program, Contract 23-C. Todd Zilincik, City Engineer, presented the request to Council. Councilmember Donovicoffered an approving resolution for the Consent agenda. DIRECTION: APPROVALCONSENT REQUEST TO AMEND THE CONTRACT WITH ANDERSON, ECKSTEIN & WESTRICK, INC. (AEW) FOR CONSTRUCTION ENGINEERING SERVICES FOR THE 2023 CONCRETE ROAD PROGRAM (CONTRACT 23-C): Engineering Division, re: same.
