HomeMy WebLinkAboutS10022023 MinutesCITY OF LIVONIA – CITY COUNCIL MINUTES OF STUDY MEETING HELD OCTOBER 2, 2023 Meeting was called to order at 8:50 p.m. by Council President Jim Jolly. Present: Rob Donovic, Scott Morgan, Brandon McCullough, Kathleen McIntyre, Vice President Toy, Scott Bahr, and President Jim Jolly. Absent: None. Elected and appointed officials present: Susan Nash, City Clerk; Paul Bernier, City Attorney; Mark Taormina, Planning and Economic Development Director; Todd Zilincik, City Engineer; and Ted Davis, Superintendent of Parks and Recreation. Councilmember Donovic led the Pledge of Allegiance. There was no audience Communication. Councilmember McCullough thanked the Save the Noble Library group for their efforts. NEW BUSINESS REQUEST TO WAIVE THE CITY'S NOISE ORDIANCE: Michael Hudzik, re: in order to host a party with a live band on Saturday, October 21, 2023, at the home located at 32974 Grenada Street, from 6:00 p.m. until 11:00 Mr. Hudzik, 32974 Grenada Street, presented the request to Council. President Jolly asked Mr. Hudzik to notify his neighbors of the event if they haven’t been invited. Vice President Toy offered an approving motion for the Consent agenda. DIRECTION: APPROVAL CONSENT BLOCK PARTY: Visar Gjetag, re: to be held on Tuesday, October 31, 2023, from 4:00 p.m. until 10:00 p.m. on Mallory Drive, between Six Mile and Newburgh Roads. The petitioner was not available to present the request to Council. Councilmember Donovic offered an approving motion for the Regular agenda. DIRECTION: APPROVAL REGULAR AWARD OF BID: Livonia Fire & Rescue, re: for the purchase of five (5) Commercial Washer Extractors, from budgeted funds. Chief Jennison, Livonia Fire Chief, presented the request to Council. Councilmember McCullough asked if we have dryers as well. Chief Jennison indicated we do not and typically hang them to dry, but they are looking at dryers as well. Councilmember Bahr asked if the life span is based on the number of years in use or if there are problems with the machines. Chief Jennison said the seals are going bad and they are getting increasingly expensive to maintain. He also indicated they can adjust the wash cycles, temperatures, spin cycles, and number of RPMs in the spin drum in accordance with the new NFPA requirements. The older machines can’t do this. The new machine is also able to track the number of times the gear has been washed so we can do a better job of meeting the NFPA standards. Councilmember McCullough offered an approving motion for the Consent agenda. DIRECTION: APPROVAL CONSENT AWARD OF BID: Livonia Fire & Rescue, re: for the purchase of Twenty-Four (24) Commercial Garage Door Openers to be installed at five Fire Stations, from budgeted funds. Chief Jennison, Livonia Fire Chief, presented the request to Council. Councilmember McCullough asked if this purchase includes everything needed. Chief Jennison indicated it will be a complete tear out and replacement. Vice President Toy offered an approving motion for the Consent agenda. DIRECTION: APPROVAL CONSENT REQUEST TO CONTINUE STATEMENT OF WORK: Department of Parks and Recreation, re: for the continued use of CivicRec software, from budgeted funds. Ted Davis, Superintendent of Parks and Recreation, presented the request to Council. President Jolly asked if this is the same software that allows us to use fingerprinting. Mr. Davis said that is a separate add on with CivicRec. Councilmember Bahr offered an approving motion for the Consent agenda.
