April 8, 2024
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, April 8, 2024 was called to order at 5:00 p.m. by Chairman Brett
Gierak. Roll was called with the following present:

1. Approval of Minutes dated March 4, 2024
Motioned by Rich Skaggs seconded by Valerie Jackson
#WS 6534 04/24 RESOLVED, that the Minutes of the Regular Meeting held
March 4, 2024 are hereby approved.

2. Letter dated March 18, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Doug Julet, 9305 Florida
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6535 04/24 RESOLVE, that after discussion with Mr. Julet the Water and
Sewer Board does hereby grant effective April 8, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account. Further, as long as the

Resident fulfills his obligation to pay a minimum of $200 per month, there will be
no need to appear before the Board for annual reporting.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

3. Letter dated March 21, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Tony LaPerna, 20400 Antago
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6536 04/24 RESOLVE, that after discussion with Mr. LaPerna via Zoom, the
Water and Sewer Board does hereby grant effective April 8, 2024 a Twelve (12)
month extension at the end of which the account will have a zero balance, including
all new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 20400 Antago will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence
within the next thirty days. During the Twelve (12) month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

4. Letter dated March 4, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Dwight Kolver, 12000 Haller
Motioned by Greg Jones seconded by Rich Skaggs
#WS 6537 04/24 RESOLVE, that after discussion with Mr. Kolver the Water and
Sewer Board does hereby grant effective April 8, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 12000 Haller will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence
within the next thirty days. During the Twelve (12) month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

5. Letter dated February 16, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Beth Teahan, 33830 Bretton
Motioned by Valerie Jackson seconded by Greg Jones
#WS 6538 04/24 RESOLVE, that after discussion with Ms. Teahan the Water and
Sewer Board does hereby grant effective April 8, 2024 a Fifteen (15) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 33830 Bretton will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence

within the next thirty days. During the Fifteen (15) month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated January 16,
2024 in the amount of $152.89.

6. Letter dated March 11, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Jihad Yazbeck, 19921 Melvin
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6539 04/24 RESOLVE, that after discussion with Mr. Yazbeck the Water and
Sewer Board does hereby grant effective April 8, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 19921 Melvin will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence
within the next thirty days. During the Twelve (12) month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be

7. Letter dated April 3, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Mohit Dhawan - Punjab Indian Cuisine,
36071 Plymouth
Motioned by Valerie Jackson seconded by Greg Jones
#WS 6540 04/24 RESOLVE, that after discussion with Mr. Dhawan the Water and
Sewer Board does hereby grant effective April 8, 2024 a Six (6) month extension
at the end of which the account will have a zero balance, including all new bills
generated during that time. All late fees will be held in abeyance during this time,
with the understanding that if the balance is not paid by the expiration date of this
extension, all such late fees held in abeyance, plus any additional fees incurred for
nonpayment will be returned to the account.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

#WS 6541 04/24 RESOLVE, that after discussion with Mr. Mass the Water and
Sewer Board does hereby grant effective April 8, 2024 a Fifteen (15) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 27777 Schoolcraft will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence
within the next thirty days. During the Fifteen (15) month payment plan, each
monthly bill is to be paid in full and on time.

Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated Three penalties
from January, February and March 2024 in the amount of $356.07.

effective April 8, 2024 a Twelve (12) month extension at the end of which the
account will have a zero balance, including all new bills generated during that time.

held in abeyance, plus any additional fees incurred for nonpayment will be returned
to the account.

if the balance is not paid by the expiration date of this extension, all such late fees
held in abeyance, plus any additional fees incurred for nonpayment will be returned

matter to the May 6, 2024 meeting at which time the resident is able to appear. All
penalties will be held until that time.
