HomeMy WebLinkAbout2024-03-14 th MINUTES OF THE 809 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thth The 809 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on March 14, 2024; it was called to order by Chairperson Jim Policelli at 7:32 p.m. PRESENT: Jim Policelli, John Katers, James Keller, Gordon St. John, Tom Wrenbeck, Sgt. Paul Walters of the LPD Traffic Bureau, City Engineer Todd Zilincik ABSENT: Rebekah Farabaugh, Yara Racine VISITORS: Shannon Wheeler, Principal at Frost Middle School Agenda Item 1: The minutes from the February 8, 2024 meeting were reviewed. A motion was made by Commissioner Wrenbeck, supported by Commissioner St. John, to approve the February 8, 2024 minutes as written. It was voted upon unanimously that, 20-384 RESOLVED, the minutes from the February 8, 2024 were approved as written Agenda Item 2: “No Left Turn” Sign at Frost Middle School Shannon Wheeler, Principal at Frost Middle School, noted that Frost hosts the ACT program for Livonia and the surrounding communities. There are an influx of buses daily due to this fact, in addition to the parent drop off/pick up, and students who walk to and from school. All of this creates a large amount of vehicular traffic. In the past, a “No Turn on Left” sign was installed, but it was determined that there were no formal Traffic Control Orders filed for the sign. Principal Wheeler indicated that the time frame before school (7:30-8:30 a.m.) and after school (2:30-3:30 p.m.) would be preferred times to be indicated on a “No Turn on Left” sign, and stated that it would be acceptable for this criteria to only be enforceable on school days. Page 1 of 2 th MINUTES OF THE 809 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) A motion was offered by Commissioner Wrenbeck, supported by Commissioner St. John, to install a “No Left Turn” (R 3-2) onto north Stark Road from Frost Middle School’s north driveway, with a timestamp of 7:30 to 8:30 a.m. and 2:30 to 3:30 p.m. during school days only. This sign and law would become effective April 1, 2024, pending authorization from the Livonia School Board, the Livonia Police Department Traffic Bureau, and the City of Livonia Engineering Department. It was voted upon unanimously that, 24-385 RESOLVED, install a “No Left Turn” (R 3-2) onto north Stark Road from Frost Middle School’s north driveway, with a timestamp of 7:30 to 8:30 a.m. and 2:30 to 3:30 p.m. during school days only. This sign and law would become effective April 1, 2024, pending authorization from the Livonia School Board, the Livonia Police Department Traffic Bureau, and the City of Livonia Engineering Department Agenda Item 3: Updates, Emails and Discussions The Commission received a “Thank You” note from Autumn Turner for their approval of a requested handicapped sign with supplemental wording for a deaf child. The Commission received another “Thank You” note from Bonnie Thomas who previously requested upgrades and changes to the “Yield” signs on Schoolcraft Road, near the Newburgh exit ramp of eastbound I-96. A request was received for a handicapped sign on Curtis Street, near Coolidge Elementary. A response was sent inviting the individual to attend the Commission meeting, requesting that further explanation be offered to the Commission. The resident has yet to respond or attend a meeting. A request was received for a “Do Not Block Intersection” sign on the east side of Middle Belt Road, near the northbound overpass and the right-of-way. Wayne County has jurisdiction over the area in question, but City Engineer Todd Zilincik will look into additional options and reach out to Wayne County for assistance in improving that area.
