HomeMy WebLinkAbout2024-04-11 th MINUTES OF THE 810 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thth The 810 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on April 11, 2024; it was called to order by Chairperson Jim Policelli at 7:33 p.m. PRESENT: Jim Policelli, Rebekah Farabaugh, John Katers, James Keller, Yara Racine, Tom Wrenbeck, Sgt. Paul Walters of the LPD Traffic Bureau, City Engineer Todd Zilincik ABSENT: Gordon St. John VISITORS: Councilwoman Carrie Budzinski, Resident Kim Hewer Agenda Item 1: The minutes from the March 14, 2024 meeting were reviewed. A motion was made by Commissioner Katers, supported by Commissioner Wrenbeck, to approve the March14, 2024 minutes as written. It was voted upon unanimously that, 20-386 RESOLVED, the minutes from the March 14, 2024 were approved as written Agenda Item 2: Temporary Signage on Kenwood Court Resident Kim Hewer resides on Kenwood Court, which is near a newly proposed housing development, Sunset View Condominiums. Ms. Hewer is concerned about construction-related parking on Kenwood. As a dead end street, the residents already have limited street parking. She is also concerned about unnecessary traffic on both dead end streets (the other dead end is Sunset Avenue). Ms. Hewer proposed a “No Outlet” or “Dead End Street” sign be installed while construction is taking place. City Engineer Todd Zilincik suggested police enforcement of all parking/traffic laws and meeting with the superintendent and/or the developer as a reminder to the crews to be respectful of the neighbors. Sgt. Walters stated that he reminded the developer to gain permission from the apartments adjacent of the construction zone for ingress and egress to the development if their crews can use the complex parking areas. After further discussion, a motion was made by Commissioner Katers, with support from Commissioner Farabaugh, to install a “Dead End” sign (W 14-1) at the Northwest corner of Kenwood and Sunset. Page 1 of 3 th MINUTES OF THE 810 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) Agenda Item 3: Request for Additional Speed Limit Sign on Gill Road A request was received from the Traffic Bureau to add another speed limit sign on Gill Road, just north of 7 Mile Road. Currently, the 25 mph sign going north on Gill Road is more than ½ mile past 7 Mile heading towards 8 Mile Road. It would be prudent to move it to the beginning of northbound Gill at 7 Mile Road. Upon discussion, a motion was made by Commissioner Wrenbeck, with support from Commissioner Farabaugh, to add a 25 mph sign (R 2-1) on the east side of Gill Road, facing northbound traffic, between 19310 and 19342 Gill Road residences. The sign post will also have reflective tape added to the post. Agenda Item 4: “Do Not Block Intersection” Sign on Middle Belt and Schoolcraft Service Drive A request for a “Do Not Block Intersection” sign on westbound Schoolcraft Road at Middle Belt Road to be installed, facing the west side of Middle Belt Road for traffic turning on to southbound Middle Belt Road, along with one for the southeast corner of westbound Schoolcraft Road before Middle Belt Road. The traffic signals at both the eastbound and westbound Schoolcraft Road should be staggered to allow green time for the southbound traffic on Middle Belt Road at eastbound Schoolcraft Road to advance after red time has occurred at westbound Schoolcraft Road to minimize potential blocking of northbound Middle Belt traffic. Wayne County has jurisdiction over the traffic signals and would need a computer model of traffic and timing revisions to authorize changes for these locations. The “Do Not Block Intersection” signs should be placed where the best location for visibility is obtained, not causing any obstruction of the view of traffic. After discussion, a motion was by Commissioner Wrenbeck, with support from Commissioner Keller, and voted upon unanimously to, 20-389 RESOLVED, to add a “No Turn on Red” sign (R 10-11) with supplemental plaque below with the times “9 a.m. to 9 p.m.” The current sign on the northeast corner of Schoolcraft and Middle Belt should be moved closer to the white stop bar. Also across Middle Belt Road on the southwest corner of Middle Belt and westbound Schoolcraft attached to the traffic signal or street lighting pole Page 2 of 3 th MINUTES OF THE 810 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) Updates and Discussion Speed studies were conducted from data provided by the Speed Data Box owned by the Livonia Police Department. It was requested by Rosedale Garden residents and HOA as they were looking for solutions for speeders and inconsiderate drivers. Speed data boxes were installed on Orangelawn, Auburndale, W. Chicago, and Blackburn for about a week. Speeds were on average within the speed limit, though some higher and some lower. Sgt. Walters felt there was no a pressing need for speed humps/bumps at this time and will continue targeted enforcement when resources are available. There was a complaint regarding excessive speeds along Lyndon between Middle Belt and Inkster. Sgt. Walters installed the speed data boxes and found that speeds have increased from the last time the area was studied. Some max speeds were found to be in excess of 60 mph, though average speed of traffic was 27 to 30 mph, varying in both east and west directions. The volume of traffic for the area had also increased, possibly due to main road construction in the area (Inkster Road). It was further discussed to research pavement paint markings to help narrow traffic and slow it down. A request for “No Parking” signs in the vicinity of Merriman and Schoolcraft came from the Engineering Department. City Engineer Todd Zilincik requested to table this matter to a later date. A suggestion was made to update signage and paint markings on the Perth Bicycle/Pedestrian Trail between the LAD (formerly YMCA) and Perth St./Riverside St. It was suggested that due to the increase in requests for speed humps/bumps, the Commission provide explanations on their webpage as to why this cannot be done at this time within the jurisdiction of the city roadways.
