On January 29, 2024, the above meeting was held at the City Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by the President of the Council at 7:00 p.m. Councilmember
Donovic led the meeting with the Pledge of Allegiance.
President McCullough indicated the Detroit Prowl women’s football team was present and invited Coach Mike Vitale to share information about the team. Mr. Vitale stated women’s football
is one of the fastest growing sports in the world. He indicated Livonia is the second home of Detroit Prowl who practices at the LAD (Livonia Athletic District) and it will soon be
their home office. He said men get paid to play football, but women pay $4000 to $5000 per year to play and travel. Their goal is to grow the sport for little girls who don’t have the
same opportunities that boys do. He thanked the coaches, owners, and sponsors of the team. They would like to have players make appearances at Livonia businesses to advertise the Prowl.
He thanked the players attending the meeting and said they are true world champions. He also thanked Superior Ambulance for having their paramedics attend every game. Their business
motto is to grow women’s football, do it safely, and at a championship level. The Detroit Prowl were the Mid Major Division Champions for 2023.
Councilmember Jolly presented a Commendation to The Detroit Prowl.
Roll was called with the following result: Rob Donovic, Carrie Budzinski, Scott Morgan, Laura Toy, Jim Jolly, Martha Ptashnik, and Brandon McCullough. Absent: None.
Elected and appointed officials present: Paul Bernier, City Attorney; Sara Kasprowicz, Program Supervisor of Council Office; and Todd Zilincik, City Engineer.
On a motion by Councilmember Morgan, supported by Councilmember Donovic, and unanimously adopted it was:
#029-24 RESOLVED, that the Minutes of the 1,984th Regular Meeting of the Council held January 17, 2024 are approved as presented.
During audience communication, Eric Kuszynski, 37734 Pickford Drive, asked what is being done about the vacant house at 37739 Seven Mile Road.
President McCullough asked that he sign in and leave his email address so the Council Office can contact him with an update.
Councilmember Budzinski thanked the Livonia Fire Department and Holy Trinity Church for their recent fire safety event. She indicated the Livonia Fire Department installs fire and
carbon monoxide detectors in homes at no charge. She invited people to call 734-466-2444 to request installation. She also announced the Livonia Women’s Connection meeting on February
8, 2024 at the Family Affair.
Vice President Ptashnik offered condolences to Councilmember Morgan and his family due to the loss of his father-in-law.
Councilmember Toy announced the passing of Maurice Breen, former Plymouth Township Supervisor.
Councilmember Donovic announced the First Responders Golf Cart Raffle.
President McCullough shared that the Detroit Red Wings Alumni game raised over $10,000 for Livonia Kids and Families. He also thanked the Parks and Recreation staff for the recent
Daddy/Daughter Dance and wished his wife, Kacie, a happy 40th birthday.
Mayor Brosnan spoke about the annual report and how it has changed since she was on Council. She indicated this information was very beneficial to her when making decisions as a Councilmember.
It used to be approximately 75 pages with no charts or graphs but is now designed to be more interesting and engaging for people, and to allow for transparent government. She thanked
the team of department heads and everyone that helped put this new and improved report together.
A communication from the Office of the Mayor, dated January 19, 2024, re: forwarding the Annual Report for the Fiscal Year 2022-2023, reflecting the finances and administrative activities
in the City was received and placed on file for the information of the Council.
A communication from the Department of Parks and Recreation, dated December 13, 2023, re: fee changes approved by the Parks and Recreation Commission for the last two quarters of 2022
and 2023 was received and placed on file for the information of the Council.
A communication from the Department of Finance, dated January 11, 2024, re: forwarding the Departmental Purchases Report, for the months ending November 30, 2023 and December 31, 2023
was received and placed on file for the information of the Council.
On a motion by Councilmember Jolly, supported by Councilmember Toy, it was:
#030-24 RESOLVED, that having considered a communication from the City Assessor, dated January 5, 2024, which bears the signature of the Director of Finance and is approved for submission
by the Mayor, and in accordance with Chapter VIII, Section 6 of the Charter of the City of Livonia, the Council does hereby determine to approve the following dates for the Board of
Review to conduct Public Hearings in 2024, which Public Hearings are to be conducted in the conference room of the City Assessor on the first floor of the Livonia City Hall, 33000 Civic
Center Drive, Livonia, Michigan 48154:

FURTHER, the Council does hereby determine that the daily rate of compensation to be paid to the members of the Board of Review shall be $120.00 for the Chairperson and $100.00 for other
members.
Pursuant to Public Act No. 165, Public Acts of 1971, we hereby give notice that the following tentative ratios and multipliers will be used to determine the State Equalized Value (S.E.V.)
for the year 2024:

#031-24 RESOLVED, that having considered the report and recommendation of the Human Resources Director, dated December 14, 2023, which bears the signatures of the Director of Finance
and the City Attorney, and is approved for submission by the Mayor, which transmits Civil Service Commission Resolution No. #23-199, adopted on December 13, 2023, wherein it is recommended
to approve hourly rate adjustments for the High School Co-Op, College Co-Op and Seasonal Clerk classifications, effective upon Council’s approval, the Council does hereby concur in and
approve the recommendation of the Civil Service Commission to increase the hourly wage rate for the classifications of High School Co-Op, College Co-Op and Seasonal Clerk, in accordance
with the following rate schedule:

#032-24 RESOLVED, that having considered the report and recommendation of the Interim Director of Community Resources, dated December 21, 2023, which bears the signatures of the Director
of Finance and the City Attorney, and is approved for submission by the Mayor, the Council does hereby accept the unit price bid of Hearst Newspapers, John Dixon, Director of Sales and
Operations, 22405 18 Mile Road, Big Rapids, Mi 49307 for the design (cover and typesetting), proofs, editing, printing and sorting of three issues of the City of Livonia’s Connections
Magazine for the Spring/Summer 2024, Summer/Fall 2024 and Winter 2024-2025 editions, at the unit prices specified in the attachment to the aforesaid communication per issue, for an estimated
amount not to exceed $65,337.00, not including any extras for additional copies or additional pages at the rates stipulated in the organization’s bid response, the same having been in
fact the lowest bid received which meets all specifications; FURTHER, the Council does hereby authorize an expenditure in an amount not to exceed $65,337.00 from funds budgeted in Community
Resources Account No. 101-174-904-000 ($32,668.50); Parks and Recreation Account Nos. 101-821-886-110 ($16,334.25); 208-755-905-000 ($8,167.13); and 101-752-904-000 ($8,167.13) for this
purpose; and the Mayor and City Clerk are hereby authorized to execute a contract for and on behalf of the City of Livonia with Hearst Newspapers, subject to approval as to form and
substance by the Department of Law, and to do all other things necessary or incidental to the full performance of this resolution.
#033-24 RESOLVED, that having considered the report and recommendation of the Information Systems Director, dated December 20, 2023, which bears the signature of the Director of Finance
and is approved for submission by the Mayor, the Council does hereby accept the quote of Thinkgard, LLC, 3000 Galleria Circle, Suite 1130, Hoover, AL 35244 for the purchase of one (1)
Thinkgard Backup and Disaster Recovery Solution System, to include one (1) 48 terabyte server with Datto software and assistance with implementing a backup schedule both locally and
on the cloud, as well as monthly system restoration testing and a detailed disaster recovery plan for the City, for a period of three (3) years, at an annual cost not to exceed $53,114.40;
FURTHER the Council does hereby authorize an annual expenditure in an amount not to exceed $53,114.40 from funds budgeted in Account Nos. 101-228-986-010 and 401-000-971-000 for this
purpose, with the sum of $26,557.00 presumably reimbursed via an MMRMA RAP grant; FURTHER, the Council does hereby authorize such action without competitive bidding for the reasons indicated
in the aforesaid communication, and such action is taken in accordance with Section 3.04.140.E.3 of the Livonia Code of Ordinances, as amended.
#034-24 RESOLVED, that having considered the report and recommendation of the Superintendent of Parks and Recreation, dated December 8, 2023, which bears the signature of the Director
of Finance and is approved for submission by the Mayor, the Council does hereby authorize the purchase of 15,000 pounds of calcium hypochlorite (chlorine), under the name Pulsar, from
Aquatic Source LLC, 190 Summit Street, Brighton, Michigan 48116, for a period of three (3) years, from January 1, 2024 to December 31, 2026, at a cost of $3.13 per pound ($46,950.00
annually) for fiscal years 2024 and 2025 and $3.44 per pound ($51,600.00 annually) for fiscal year 2026, to include installation of feeders at no charge, for use at the Jack E. Kirksey
Recreation Center, Botsford, Clements Circle and Shelden Pools, the same having been the sole bid received and meets all specifications; FURTHER, the Council does hereby authorize an
annual expenditure in an amount not to exceed $46,950.00 for fiscal years 2024 and 2025 and $51,600.00 for fiscal year 2026 from the following Account Nos: 208-755-743-000 (Community
Center); 208-795-743-000 (Botsford); 208-796-743-000 (Clement Circle); and 208-797-743-000 (Shelden) from funds already budgeted for this purpose.
#035-24 RESOLVED, that having considered the report and recommendation of the Superintendent of Parks and Recreation, dated December 12, 2023, which bears the signature of the Director
of Finance and is approved for submission by the Mayor, to which is attached communications from Harrell’s LLC regarding the purchase of various chemicals (insecticide, fungicide, pesticide,
herbicide and fertilizer) required for the 2024 golf season to maintain Fox Creek, Whispering Willows and Idyl Wyld golf courses as well as product quantities, product utilization and
sole source information, the Council does hereby authorize the purchase of various chemicals in the quantities detailed in the aforesaid communications from Harrell’s, LLC, PO Box 935358,
Atlanta, GA 31193 required for the 2024 golf season to maintain Fox Creek, Whispering Willows, and Idyl Wyld golf courses, in an amount not to exceed $96,482.12; further, the Council
does hereby authorize an expenditure in an amount not to exceed $96,482.12 from funds budgeted in Account Nos. 584-773-776-000; 584-774-776-000; and 584-775-776-000 for this purpose;
FURTHER, the Council does hereby authorize the action herein without competitive bidding in accordance with the provisions set forth in Section 3.04.140.E.3 of the Livonia Code of Ordinances,
as amended, for the reason that Harrell’s LLC is a sole source supplier and no advantage would result from requiring competitive bidding.

An email communication received from the City Engineer, dated January 26, 2024, regarding Kunal Bindra pulling Engineering Permit #24-004 and paying the associated fees, with respect
to this item, was received and placed on file for the information of the Council.
On a motion by Councilmember Donovic, supported by Councilmember Toy and unanimously adopted, it was:
#036-24 RESOLVED, that having considered an email communication from Kunal Bindra, dated November 21, 2023, seeking to waive the driveway ordinance requirement for property located at
14428 Dooley Drive, Livonia, Michigan 48154, the Council does hereby waive the driveway ordinance requirement and waives City Ordinance 12.04.250(b)(1), curb cuts, from a maximum of
twenty-five (25) feet to twenty-seven (27) feet, subject to complete inspection and permit for the curb cut.
Vice President Ptashnik took from the table for second reading and adoption, the following Ordinance:
AN ORDINANCE AMENDING SECTION 200 OF TITLE 3, CHAPTER 04 (FINANCIAL PROCEDURES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance with the following result:
AYES: Donovic, Budzinski, Morgan, Toy, Jolly, Ptashnik, and McCullough.
NAYS: None
The President declared the Ordinance would become effective upon publication.
There was no audience communication at the end of the meeting.
On a motion by Councilmember Jolly, supported by Vice President Ptashnik, and unanimously adopted, this 1,985th Regular Meeting of the Council of the City of Livonia was adjourned at
