The 815 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on September 15, 2024; it was called to order by Chairperson Jim Policelli at 7:32 p.m.
PRESENT: Jim Policelli, Rebekah Farabaugh, James Keller, Yara Racine, Tom Wrenbeck, Sgt. Paul
Walters of the LPD Traffic Bureau
ABSENT:, John Katers, Gordon St. John, City of Livonia Engineer, Todd Zilincik
VISITORS: Jennifer Kuszynski, Mike Morad, David Marchuck, Mike Testa, and Theresa Killingbeck
Agenda Item 1: August Minutes
The minutes from the from the August 8, 2024 meeting were not reviewed or voted upon due to an error
with dissemination; it was noticed that the minutes were not received by the Commissioners for review as
usual. This will be corrected and finalized for the next meeting.
Agenda Item 2: No Parking on Ellen Drive
Resident David Marchuck resides in the Idyl Hills neighborhood, north of 5 Mile. He is concerned with
the narrow width of the roadway and the fact that vehicles parked on the side of the road prohibit
effective and safe traffic flow. He believes that if an emergency vehicle needed to gain access to the
neighborhood and a cars were parked on the side as they typically are, the emergency vehicle would
have difficulty traveling to their destination. During the winter, Mr. Marchuck voiced that ice and snow
covered roads make this issue even worse. The Commissioners suggested that he talk to the HOA,
along with the 16 homes that would be affected, and report back to the Commission if all impacted
parties are in favor of changes to the width of the roadway.
Agenda Item 3: Norfolk Speeding Complaint
Resident Mike Morad is concerned about a noticeable increase in speeding traffic, presumably due to
school resuming and Jaycee Park patrons coming and going. Sgt. Walters stated that a speed radar box
was placed along Norfolk facing eastbound traffic for a week, and that speed signage will be placed for
westbound traffic, along with enforcement efforts, when they are able to do so.
Agenda Item 4: Hoover Elementary Crosswalk (Levan Road)
Residents Theresa Killingbeck and Mike Testa shared concerns regarding traffic before the crossing
guards arrive at Hoover Elementary School (Levan Road). Other schools have bus stops located at
Hoover for upper elementary and high school students. As the seasons change and the daylight hours
are shorter, there is a concern that vehicles will not see children in the crosswalk during the darker hours
of the day. It was suggested that the crosswalk have a rapid flashing beacon sign (RFB) with flashing
lights alerting drivers of the intent to cross. These types of signs have been installed at Joy Rd. for
Franklin High School students and on West Chicago for Emerson students. There was an additional
suggestion to upgrade the current signage for the crosswalk and upgrade the hatch marks across the
roadway at Sunnydale and Westbrook Streets. The Commissioners informed the residents that it will
take the collaborative efforts of the Mayor’s Office, City Council, Engineering Department, and LPS
Administration/School Board to get such improvements made. The Commission has no objection to
adding such signage, but due to a lack of budget, can not purchase such signage or the required
incidentals, such as electricity. These types of things will have to be requested.

Agenda Item 5: “No Parking” Signage on Blue Skies Street
Resident Jennifer Kuszynski is concerned about the growth of trees and brush along Blue Skies Street,
between Seven Mile and Dardanella. One side of Blue Skies, just south of Seven Mile, currently has “No
Parking” signage, but the problem has just switched to the other side of the street. After a discussion,
Commissioner Wrenbeck, with support from Commissioner Farabaugh, made a motion to install one (1)
“No Parking” sign (R 8-3) on the west side of Blue Skies, 15 feet south of the Seven Mile right-of-way,
including a supplemental plaque indicating “Start”. A second “No Parking” sign (R 8-3) will be installed
100 feet from the crosswalk, with a supplemental plaque indicating “End”. It was voted upon
unanimously that,
24-397 Resolved, to install one (1) “No Parking” sign (R 8-3) on the west side
of Blue Skies, 15 feet south of the Seven Mile right-of-way, including a
supplemental plaque indicating “Start”. A second “No Parking” sign (R 8-3)
will be installed 100 feet from the crosswalk, with a supplemental plaque
indicating “End”
Open Forum
An email was received regarding speeding on West Chicago between Farmington and Merriman. It was
decided that enforcement will take place when resources are available to do so.
Motion to Adjourn – Motion to adjourn at 9:01 p.m. was made by Commissioner Farabaugh, with
support from Commissioner Wrenbeck, with no objections
