The 816 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on October 10, 2024; it was called to order by Chairperson Jim Policelli at 7:31 p.m.
PRESENT: Jim Policelli, John Katers, James Keller, Yara Racine, Gordon St. John, Tom Wrenbeck,
Sgt. Paul Walters of the LPD Traffic Bureau, City of Livonia Engineer Todd Zilincik
ABSENT: Rebekah Farabaugh
VISITORS: Phil Francis, Livonia Public Schools
Agenda Item 1: September and August Minutes
The minutes from the from the September 12, 2024 meeting were reviewed. Commissioner Wrenbeck,
with support from Chairperson Policelli, issued a motion to approved the minutes as written. It was voted
upon unanimously that,
24-398 RESOLVED, the minutes from the September 12, 2024 meeting were
approved as written
The minutes from the August meeting were previously sent out with missing pages. The August minutes
were tabled until the missing pages were disseminated and reviewed. That correction was made, and
Commissioner Katers, with support from Commissioner Wrenbeck, motioned to approve the August
minutes as presented. It was voted upon unanimously that,
24-399 RESOLVED, the minutes from the August 8, 2024 meeting were
approved as presented
Agenda Item 2: Livonia Early Childhood Center Signage on Newburgh Road
Phil Francis with Livonia Public Schools is requesting signage which indicates that traffic is within a
school zone (Early Childhood Center). After a brief discussion, it was agreed that such signage was
necessary, and a motion was made by Commissioner Wrenbeck, with support from Commissioner St.
John, to install a “School” sign (S1-1) along with supplements of all year (s4-7p and s4-3p school) to be
added to the sign post for both north and southbound traffic on Newburgh Road. The southbound traffic
sign should be placed on the west side of Newburgh Road, just south of the Caliburn and Newburgh
intersection, and the northbound sign should be placed on the east side of Newburgh on the traffic string
pole located at the intersection of Newburgh and Laurel Park Drive. An additional “End School Zone”
(S5-2) should on opposite sides of the school/supplement signs. Further, all 45 mph speed limit signs
should be removed within the aforementioned zones.

Agenda Item 3: Norfolk Speeding Complaint
Resident Mike Morad is concerned about a noticeable increase in speeding traffic, presumably due to
school resuming and Jaycee Park patrons coming and going. Sgt. Walters stated that a speed radar box
was placed along Norfolk facing eastbound traffic for a week, and that speed signage will be placed for
westbound traffic, along with enforcement efforts, when they are able to do so.
Agenda Item 4: Hoover Elementary Crosswalk (Levan Road)
Residents Theresa Killingbeck and Mike Testa shared concerns regarding traffic before the crossing
guards arrive at Hoover Elementary School (Levan Road). Other schools have bus stops located at
Hoover for upper elementary and high school students. As the seasons change and the daylight hours
are shorter, there is a concern that vehicles will not see children in the crosswalk during the darker hours
of the day. It was suggested that the crosswalk have a rapid flashing beacon sign (RFB) with flashing
lights alerting drivers of the intent to cross. These types of signs have been installed at Joy Rd. for
Franklin High School students and on West Chicago for Emerson students. There was an additional
suggestion to upgrade the current signage for the crosswalk and upgrade the hatch marks across the
roadway at Sunnydale and Westbrook Streets. The Commissioners informed the residents that it will
take the collaborative efforts of the Mayor’s Office, City Council, Engineering Department, and LPS
Administration/School Board to get such improvements made. The Commission has no objection to
adding such signage, but due to a lack of budget, can not purchase such signage or the required
incidentals, such as electricity. These types of things will have to be requested.
The crosswalks north and south of Hoover School have been repainted. The most used crosswalk is
directly in front of the school and would benefit from a rapid flashing beacon (RFB). However, it was
previously discussed to add pavement markings and to request RFB devices from MDOT.
Agenda Item 5: Various Speeding Concerns
Sgt. Walters noted that there were a few speeding complaints located at Mies Park/Florida Street, and at
West Chicago between Farmington and Merriman Roads. The Traffic Bureau placed speed boxes and

A request from Councilman Rob Dovonic was presented to the Commission from a neighborhood HOA
requesting speed bumps. Despite Chairperson Policelli seeking out more information, at the time of the
meeting, no further information has been received.
A resident on Berwick Street near Bentley Field sent in a complaint regarding the parking situation during
LJAL events. Chairman Policelli responded and invited the resident to attend the meeting, but the
resident did not attend.
A budget proposal for the Traffic Commission was made in an amount of $10,000. The Commission is
waiting for a response from the Finance Department regarding whether it will be awarded or not.
Motion to Adjourn – Motion to adjourn at 9:05 p.m. was made by Commissioner Katers with support
from Commissioner Keller.
