Re: Determination of the Local Officers Compensation Commission –
Salaries of Elected Officials
Dear Council Members:
The Local Officers Compensation Commission, at its meeting held on June 16, 2003,
adopted the following resolutions with respect to the salaries of elected officials:
#4-03 RESOLVED, that due to the current economic state and the
budget problems facing the City of Livonia, the Local Officers
Compensation Commission hereby determines that the salary for the
Office of the Mayor be frozen at its current level of $94,800 for the 2004
calendar year; FURTHER, that the salary for the calendar year 2005 will
be reviewed in January of that year.
#5-03 RESOLVED, that due to the current economic state and the
budget problems facing the City of Livonia, the Local Officers
Compensation Commission hereby determines that the salary for the City
Council be frozen at its current level of $15,200, with the Council
President’s salary frozen at $16,400, for the 2004 calendar year;
FURTHER, that the salaries for the calendar year 2005 will be reviewed in
January of that year.
#6-03 RESOLVED, that due to the current economic state and the
budget problems facing the City of Livonia, the Local Officers
Compensation Commission hereby determines that the salary for the
Office of the City Clerk be frozen at its current level of $67,100 for the
2004 calendar year; FURTHER, that the salary for the calendar year 2005
will be reviewed in January of that year.

AND
#7-03 RESOLVED, that due to past inequities by this Commission
with respect to the salary for the Office of the City Treasurer, the Local
Officers Compensation Commission hereby determines that the salary for
the City Treasurer shall be set at $58,300 for the 2004 calendar year;
FURTHER, that the salary for the calendar year 2005 will be reviewed in
January of that year.
This determination has been filed with the City Clerk on June 23, 2003, in accordance
with Section 2-2203 of Chapter 22, Local Officers Compensation Commission
Ordinance, which provides that thirty- (30) days following this filing this determination
will be effective unless rejected by two-thirds of the members of the City Council.
Attached please find a copy of the minutes of the Twenty-Second Meeting of the Local
Officers Compensation Commission, which details the above action. Members of the
Local Officers Compensation Commission would be pleased to meet with you to discuss
this matter.

MINUTES OF THE TWENTY-SECOND MEETING OF THE
LOCAL OFFICERS COMPENSATION COMMISSION OF THE CITY OF LIVONIA
On June 16, 2003, the above meeting was held at the Livonia City Hall, 33000
Civic Center Drive, Livonia, Michigan, and was called to order by Scott Grace, the
Chairperson, at 6:34 p.m. Roll was called with the following result:
MEMBERS PRESENT: Judy Hale
Richard Hayward
Steve King
Maureen Simari
Ann Weinsheimer
Scott Grace
MEMBERS ABSENT: None.
OTHERS PRESENT: Jack E. Kirksey, Mayor
Jack Engebretson, Council President
Linda Grimsby, City Treasurer
Karen A. Tesner, Assistant City Clerk
On a motion by Simari, seconded by Hayward, and unanimously adopted, it was:
#1-03 RESOLVED, that the minutes of the March 14, 2001 Local
Officers Compensation Commission Meeting are hereby approved as
submitted.
On a motion by Hayward, seconded by Hale, and unanimously adopted, it was:
#2-03 RESOLVED, that Scott Grace is elected to serve as
Chairperson of the Local Officers Compensation Commission for the year
2003.
On a motion by Hayward, seconded by King, and unanimously adopted, it was:
#3-03 RESOLVED, that Maureen Simari is elected to serve as Vice
Chairperson of the Local Officers Compensation Commission for the year
2003.
Mayor Kirksey distributed a communication to the Commissioners and stated that his
recommendations are universal for all the elected officials, with the exception of the
Treasurer. He stated that for years the Treasurer’s salary was frozen and a differential
exists between the salary of the Treasurer and the City Clerk. Therefore, he was asking
for their consideration in increasing the Treasurer’s salary and for a 2% increase each
year for the other elected officials. He stated that in light of the union increases, he felt
2% was a reasonable settlement and that it would keep the salaries of the elected
officials moving slightly upward so they would not become dramatically disadvantaged.
Mayor Kirksey went into greater detail regarding the responsibilities and hours involved
with his position, as well as those of the Council, the City Clerk and the City Treasurer.
He answered several questions raised by the Commissioners and departed the meeting
at 7:02 p.m.
Linda Grimsby then addressed the Commissioners. She also distributed a
communication to them and stated she has been with the City for 23 years and is also
very familiar with the operations in the Department of Finance and the Information
Systems Department. Ms. Grimsby described her educational background, stated she
is a Certified Municipal Finance Administrator and remarked that she has made several
improvements regarding the operations in the Treasurer’s Office. She thanked the
Commissioners for their consideration and departed the meeting at 7:06 p.m.
Jack Engebretson entered the meeting at 7:16 p.m. and briefly addressed the
Commission. He stated he agreed with the recommendation of Mayor Kirksey for a
modest increase. As no questions were raised, he left the meeting at 7:23 p.m.
A discussion then took place among the Commissioners regarding the information that
was given to them.
On a motion by King, seconded by Weinsheimer, it was:
#4-03 RESOLVED, that due to the current economic state and the
budget problems facing the City of Livonia, the Local Officers
Compensation Commission hereby determines that the salary for the

January of 2005 so that existing salaries can be reviewed at that time.
Upon a motion by King, seconded by Hayward, and unanimously adopted, the
meeting was adjourned at 8:02 p.m.
