MINUTES OF THE TWENTY-NINTH MEETING OF THE
LOCAL OFFICERS COMPENSATION COMMISSION OF THE CITY OF LIVONIA
On Wednesday, November 8, 2017, the above meeting was held at the Livonia
City Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by Glen
Long, Jr., the Acting Chairperson at 5:33 p.m. Roll was called with the following result:

CITY OFFICIALS PRESENT: Dennis Wright, Mayor
Susan M. Nash, City Clerk
Lynda Scheel, City Treasurer
Kathleen McIntyre, Council President
Adriane Spencer, Deputy City Clerk
OTHERS PRESENT: David Veselenak, Livonia Observer
On a motion by Murphy, seconded by Breen, adopted, if was:
#01-17 RESOLVED, that the minutes of the November 5, 2015, Local
Officers Compensation Commission Meeting are hereby approved as submitted.
On a motion by Murphy, seconded by Simari, adopted, it was:
#02-17 RESOLVED, that the minutes of the Local Officers Compensation
Commission Special Meeting of October 10, 2016
On a motion by Neville, seconded by Murphy, unanimously adopted, it was:
#03-17 RESOLVED, that Glen Long, Jr., is elected to serve as the
Chairperson of the Local Officers Compensation Commission for the year 2018.
On a motion by Murphy, seconded by Foley, unanimously adopted, it was:
#04-17 RESOLVED, that Leo Neville, is elected to serve as the Vice
Chairperson of the Local Officers Compensation Commission for the year 2018.

Handouts were provided to the Commissioners relative to salaries for Conference of
Western Wayne communities’ elected officials.
Mayor Wright addressed the Commission to thank them for the work on behalf of the
elected officials.
The Commissioners discussed the salary of the Mayor for 2018 and 2019.
Commissioner Murphy discussed the health benefit with regards to the Mayor’s salary to
determine if the Mayor’s salary should be increased based on the health insurance
benefit.
Commissioner Long offered that the salary is the only area the LOCC is responsible for
discussing.
Commissioner Simari asked if the Mayor is provided a city vehicle for business and
personal use.
Commissioner Long stated that the Commission only has the responsibility of determining
salaries for elected officials. Benefit packages are not within the realm of their discussion.
Commissioner Murphy stated the city was in a positive place which offers the opportunity
for a raise.
Neville offered the Mayor should receive a raise from his current salary to $122,000 for
2018 and $125,000 for 2019.
Commissioner Simari was not in agreement with the rate increase offered my
Commissioner Neville.
Council President McIntyre offered that term limits play a role in the salary that’s being
discussed. Understanding that Council positions are part-time positions, whereas, the
positions of Mayor, City Clerk and City Treasurer are full-time and need to be desirable
to attract the best candidates.
On a motion by Neville, seconded by Foley, adopted, it was:
#05-17 RESOLVED, the Local Officers Compensation Commission hereby
determines to change the salary for the Office of the Mayor from its current rate of
$119,290, to the following, paid on a bi-weekly basis:
Effective January 1, 2018 $122,000
Effective January 1, 2019 $125,000

A roll call vote was taken on the foregoing resolution with the following result:
AYES: Murphy, Foley, Neville, Long
NAYS: Breen, Simari
The Commissioners discussed the salary of the City Council President and the City
Council. A 2.27% increase for 2017 and a 2.46% increase for 2019, was presented.
Commissioner Simari was not in agreement with offering newly elected City
Councilmembers with a raise. However, after, further discussion and understanding the
newly elected members have been Councilmembers previously.
On a motion by Neville, seconded by Foley, adopted, it was:
#06-17 RESOLVED, The Local Officers Compensation Commission hereby
determines to change the salary for the City Council President from its current rate
of $18,519, to the following, paid on a bi-weekly basis:
Effective January 1, 2018 $18,940
Effective January 1, 2019 $19,405
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Murphy, Breen, Foley, Neville, Long
NAYS: Simari
On a motion by Foley, seconded by Neville, unanimously adopted, it was:
#07-17 RESOLVED, the Local Officers Compensation Commission hereby
determines to change the salary for the City Council from its current rate of
$17,270, to the following, paid on a bi-weekly basis:
Effective January 1, 2018 $17,662
Effective January 1, 2019 $18,096
The Commissioners discussed the salary of the City Clerk and the City Treasurer. A 5%
increase for 2018 and 5% increase for 2019, was presented.
Commissioner Breen offered that the City Clerk and City Treasurer positions could be
compensated at a rate increase of either 10%, 15% or 20%.
Commissioner Simari stated that offering anything over 3% would be hard to defend.

Commissioner Long stated that the Commission would be bringing the salaries on par
with other communities comparable to Livonia. He offered an increase of 5% for 2018
and 5% for 2019.
Commissioner Murphy was agreement with the increase of 5% for 2018 and
On a motion by Breen, seconded by Neville, and unanimously adopted, it was:
#08-17 RESOLVED, RESOLVED, the Local Officers Compensation
Commission hereby determines to change the salary for the Office of the City Clerk
from its current rate of $78,030, to the following, paid on a bi-weekly basis:
Effective January 1, 2018 $81,932
Effective January 1, 2019 $86,029
On a motion by Foley, seconded by Murphy, unanimously adopted, it was:
#09-17 RESOLVED, RESOLVED, the Local Officers Compensation
Commission hereby determines to change the salary for the Office of the City
Treasurer from its current rate of $78,030, to the following, paid on a bi-weekly
basis:
Effective January 1, 2018 $81,932
Effective January 1, 2019 $86,029
On a motion by Breen, seconded by Foley, and unanimously adopted, the meeting was
adjourned at 6:58 p.m.
