MINUTES OF THE 817 REGULAR MEETING

The 817 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, November 14, 2024; it was called to order by Chairperson Jim Policelli at 7:32 p.m.
PRESENT: Jim Policelli, John Katers, James Keller, Gordon St. John, Sgt. Paul Walters of the LPD
Traffic Bureau, City of Livonia Engineer Todd Zilincik
ABSENT: Rebekah Farabaugh, Tom Wrenbeck, Yara Racine
VISITORS: Ross Nantais, Denny Behendsen, Mike, Dominic & Milena Testa, Theresa Killingbeck &
Family, Tim Kilroy, and Aidan O’Donnell.
Agenda Item 1: October Minutes
The minutes from the from the October 10, 2024 meeting were reviewed. A motion to approve October
minutes as written was offered by Commissioner Katers with support from Chairperson Policelli. It was
voted upon unanimously that,
24-401 RESOLVED, the minutes from the October 10, 2024 meeting were
approved as written
Agenda Item 2: August Minutes (correction)
Thereafter the minutes from the August 8, 2024 meeting were reviewed with corrections submitted. A
motion to approve the minutes as corrected was made by Commissioner Katers, and supported by
Chairperson Policelli. It was voted upon unanimously that,
24-402 RESOLVED, the minutes from the August 8, 2024 meeting were
approved as corrected
Agenda Item 3: Greenwood Park Removal of Yield Signs
Residents Ross and Callie Nantais are curious about the lack of stop signs on Lancaster Street. Initially,
they did not understand why stop signs were removed or never existed. The protocol for the stop sign
warrants was presented and discussed. Thereafter, Sgt. Paul shared data he had on record. Lancaster
and Susanna had yield signs since 1968 with no changes. Nola and Susanna had a yield sign from
1968 to 1974, a stop sign from 1974-2008, and a yield sign since 2008 - with no crashes ever reported to
the traffic bureau at the Lancaster and Susanna intersection, and one crash reported at Nola and
Susanna.
Thereafter the discussion, a motion was made by Commissioner Katers to add W 15-1 (Park Symbol
Sign). The first W 15-1 will be added on Lancaster, East of Nola Circle, facing Eastbound Traffic on the
South side of Lancaster Street. Followed by yellow reflective tape on its post.
The second W 15-1 will be added on Lancaster, West of Susanna, facing westbound traffic on the north
side of Lancaster, followed by yellow reflective tap on its post. For the park symbol sign installation, both
locations shall be in advance of the park nearby residential property lines on the city right of way.
Additionally, red reflective tape should accompany the yield sign posts on Lancaster at Nola and
Lancaster and Susanna. Pavement marking triangles in advance of both yield signs on Lancaster. With
the support of Commissioner St.John it was voted upon unanimously that,
24-403 RESOLVED, W 15-1 (park sign) to be added on Lancaster East of Nola
circle facing Eastbound Traffic on the South side of Lancaster Street. Followed by
yellow reflective tape on its post. W 15-1 will be added on Lancaster West of
Susanna facing westbound traffic on the North side of Lancaster, followed by
yellow reflective tape on its post. Red reflective tape should accompany the yield
sign posts on Lancaster at Nola and Lancaster at Susanna.
Agenda Item 4: Deer Creek HOA ADA Ramp Request
The residents and HOA of Deer Creek noted during a HOA meeting, that the trail leading into or out of
Bicentennial Park onto the sidewalk, adjacent of Pembroke Street, in the Deer Creek subdivision,
currently has no direct street access. Pedestrian traffic must use the driveway approach of neighbors
currently. The HOA was seeking information regarding adding an ADA ramp connecting directly to the
Pembroke roadway. Upon discussion with the commission, there could be unintended consequences if
such a ramp was added. Furthermore, it would be required to install one directly across Pembroke from
the area in question, as it is provided that a sidewalk cannot lead into the street without an adjoining
sidewalk directly across. Therefore, two ramps would be needed. After the discussion, the HOA
chairman asked to withdraw his request, as he would report back to the HOA with the discussion points.
No further action will be taken at this time.
Agenda Item 5: RFB Discussion for Installation on Levan Road
Residents and students were seeking clarification regarding the final decision on the rapid flashing
beacon (RFB) sign approval and installation. Several of the nearby crosswalks have received upgraded
signage or pavement painting, or are awaiting pavement painting, including Ladywood and Woodside
Streets. It was also discussed regarding the streetlight in the median dividing north and south traffic. It
was suggested to cantilever two lights over top of each position of the roadway to help improve visibility.
The lamps “ownership” is either that of LPS or DTE, and at the time of the commission meeting, it was
not known who’s responsible for any changes. The commission has yet to vote to install the RFB sign
due to due diligence on the commission’s part, making sure that installation would not be a reactionary
move (e.g. if a child were to activate the switch on the sign and presume vehicle traffic would stop and
proceed to cross the roadway). Since the commission has not actively installed such signs there is some
guidance that is necessary to study to ensure there is additional measures (e.g. upgrading signs, street
lighting, etc.). Further updates and discussion will take place for the December and January commission
meetings.
Sgt. Paul notes that the Traffic Bureau has some of the temporary signs, (R1-6B or R1-6C) stating “State
law yield or stop for pedestrians in the crosswalk.” Sgt. Paul was unaware of which sign the Traffic
Bureau possess, however, he will place those temporary signs up immediately and send enforcement
units during the AM bus pickup timeframe from 6:30 am to 8 am as requested by the students using the
bus stop. It was also suggested that if not already installed, reflective tape should be installed to match
the current crosswalk signs and any traffic control devices being proposed.

Berwick Street parking issue resident Derek Buskey was not able to attend the Commission meeting to
present his concerns with parking issues on Berwick Street.
No further business or comments.

from Commissioner Keller.
