MINUTES OF THE 820 REGULAR MEETING

The 820 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, February 13, 2025; it was called to order by Chairperson Jim Policelli at 7:32 p.m.
PRESENT: Jim Policelli, James Keller, Gordon St. John, Tom Wrenbeck, John Katers, Sgt. Paul
Walters of the LPD Traffic Bureau, and City of Livonia Engineer Todd Zilincik
ABSENT: Rebekah Farabaugh, Yara Racine
VISITORS: Mike Testa, Theresa Killingbeck
Agenda Item 1: January Minutes
The minutes of the January 9, 2025 meeting were reviewed. A motion to approve January minutes as
written was offered by Commissioner Katers with support from Commissioner Wrenbeck. It was voted
upon unanimously that
25-407 RESOLVED, the minutes from the January 9, 2025 meeting were
approved as written
Agenda Item 2: Update regarding 7 Mile – Farmington Development / Traffic Light Installation
Tim Kilroy updated the commission, that the proposed development of the corner of 7 mile and
Farmington site, was to receive a traffic signal across Farmington and Gable Street intersections.
Initially, it was reported this would take place after a year of examining the traffic patterns. However,
more recent independent traffic studies have been conducted and the reports state that it is warranted.
Per the site plan, a traffic light is being sought in conjunction with the development instead of after the
one year waiting period. Against the issue, Jim appealed for help to the City Council with a request of
writing a letter of support for the one year waiting period to the county commission.
Agenda Item 3: Emailed Request for Shadyside Speed Enforcement (Section 10)
Shadyside from Curtis to 7 Mile, resident Bill Steinger, noted reckless driving and excessive speeds on
Shadyside. Initially, his email stated a request for the installation of a stop sign. An invitation to attend
the Traffic Commission meeting to report and detail his concerns was made. However, no response has
been received.
Agenda Item 4: Email request for Levan Road and Lyndon Street, Noting a Dangerous
Intersection
An emailed request expressed concerns with the Lyndon Road and Levan Road Intersections. Noting
traffic congestion from school bus pick up and drop off times, as well as the greater area of Levan and
St. Mary Hospital traffic. Todd noted that the signal at 5 Mile and Levan will be getting upgraded
sometime this year, and that should help alleviate some of the traffic crashes at that intersection. For the
part of Lyndon and Levan, Sgt. Paul will obtain available traffic crash data, or anything else the traffic
bureau may have on hand for that area and report the findings.
Agenda Item 5: Levan and 6 Mile Intersection – Request to remove the “No Turn on Red Sign”
Resident Christina Hubbard informed the Mayor’s Office that the current “No Turn on Red Sign” at the
Southeast corner of 6 Mile and Levan was not necessary and asked that it be removed. It is the
consensus of the Commission that, upon independent engineering studies and recommendations from
the Traffic Improvement Association (TIA), the sign is strongly warranted.
At this time, no further action will be taken on this subject.
Updates and Comments
Update to the ongoing discussions to the Hoover School and Levan Road Improvements:
o Todd Zilincik shared the marked-up engineering drawing of the Commission’s proposed
paint markings and there they would be to-scale, as prepared by Hubbell, Roth, and Clark.
o Also noting support from LPS, and the Mayor’s Office on the proposed changes to the
street. The commissioners did share some slight changes to a few key areas and added
some details. Todd will relay those changes to HRC engineering’s and blueprint drawing.
Some of the changes discussed were making the roadway spacing 6” versus current
proposal of 12”, adding flexible bollards in the future. Plus, some sign additions and the
proposed light fixture changes over the crosswalk, those items were not included in the
blueprints.
o Additionally, Sgt. Notes that 4” state law must yield to pedestrians in the crosswalk’ signs
were ordered and two will be kept for spares in case of damage.
o It was noted that some “No Turn on Red” signs were in need of updating along Newburgh
and Schoolcraft intersections.

Motion to Adjourn – Motion to adjourn at 9:00 p.m. was made by Commissioner Katers, with support
from Commissioner St. John at 9:24 pm.
