HomeMy WebLinkAbout2026-02-12 st MINUTES OF THE 831 REGULAR MEETING LIVONIA TRAFFIC COMMISSION stth The 831 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on Thursday, February 12, 2026; it was called to order by Chairperson Jim Policelli at 7:31 p.m. PRESENT: Jim Policelli, Gordon St. John, John Katers, Yara Racine, Robb Drzewicki, Tom Wrenbeck, Carl Roberts, City of Livonia Engineer Todd Zilincik, Sgt. Brendan Adams LPD Traffic Bureau and Lt. Paul Walters of the LPD ABSENT: N/A VISITORS: None Chairperson Policelli recognized on the promotion of Sgt Paul Walters to rank of Lieutenant in the Livonia PD and therefore not part of the Livonia PD Traffic Bureau, which required the replacement of Lt. Walters with Sgt. Brendan Adams who now leads the Livonia Traffic Bureau. He and all the Commissioners congratulated Lt. Walters on his promotion and welcomed and congratulated Sgt. Adams on his promotion as the head of the LPD Traffic Bureau. Agenda Item 1: November Minutes The minutes from the January 8, 2026 Meeting were presented. A motion for approval as presented, was made by Commissioner Drzewicki, and with support from Commissioner Roberts. It was approved unanimously that: 26-428 RESOLVED, the minutes from the January 8, 2026 meeting were approved as written. Agenda Item 2: Email concerning Traffic Lane Markings at SB Newburgh and Ann Arbor Roads in Section 31. A detailed email was received from Bianca Roberts concerning traffic lane markings on Southbound Newburgh at Ann Arbor Roads. Todd Zilincik inspected the situation and agreed with Ms. Roberts about these lane markings so he informed Michigan Dept of Transportation (MDOT) of this issue and got a response back from them that they are aware of the issue but need dry pavement to put in new lane markings and with current winter weather they are not able to do this at this time. They will proceed to do this as soon as the weather warms up (hopefully next week) to complete these lane markings when the pavement is dry. Agenda Item 3: Request To Approve the updated 2025 Manual on Uniform Traffic Control th Devices 11 Federal Edition (2025 MMUTCD) Commissioner Wrenbeck asked if the updated MMUTCD has been approved by the Michigan Department of Transportation and Commissioner Katers responded that it had been approved on January 14, 2026. After a brief discussion about what steps needed to be done to adopt these as a Livonia Traffic Standard a motion as made by Commission Drzewicki and seconded by Commissioner St. John and unanimously approved that: 26-429 RESOLVED, the updated 2025 Manual on Uniform Traffic Control Devices th 11 Federal Edition (2025 MMUTCD) is adopted as the standard document for uniform traffic control devices for the City of Livonia. For further information on this updated version of the 2025 MMUTCD, see the following weblink: https://mdotjboss.state.mi.us/TSSD/getSubCategoryDocuments.htm?prjNumber=2682785&category=MM UTCD&subCategory=2025%20MMUTCD&subCategoryIndex=subcat2MMUTCD&categoryPrjNumbers=3 013114,1403854,2682785,1403855,3013113 Follow up from Previous Meeting(s):  After review of the traffic safety concern at the intersection of Lyndon and Beatrice Street in Section 23, nothing was found to be non-compliant with safety at this intersection.  Commissioner Policelli had contacted Mrs. Swift about plan to remediate with vegetation management the line-of-site concern at Newburgh and Pembroke and she was pleased that action was being taken to address this issue.  Hoover School Lane Marking project is still awaiting the installation of traffic bollards at both ends of the boulevard. Plan is to get this installed once the winter weather subsidizes.  Commission Wrenbeck is drafting up a Livonia Traffic Calming Policy that he will send out for review to the Commission shortly. It’s a first draft so please take liberty to comment and revise as needed to make it a good enforceable policy for this Commission.  Reviewed the Pedestrian Crossing issue in front of Rosedale Elementary School on Ann Arbor Trail Road. Using the same table this Commission used to justify the lane markings at Hoover Elementary, all required items are in place at Rosedale Elementary but there are more optional items that can be taken if warranted since Ann Arbor Trail has different features than Levan Road in front of Hoover Elementary. Since a new traffic crossing guard has been hired for this location, we will wait to hear if there are any issues that would require further steps for this crossing. No further agenda items.
