MINUTES OF THE 833 REGULAR MEETING

The 833 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, April 9. 2026; it was called to order by Chairperson Jim Policelli at 7:33 p.m.
PRESENT: Jim Policelli, Gordon St. John, Robb Drzewicki, Tom Wrenbeck, Carl Roberts, John Katers
and Sgt. Brendan Adams LPD Traffic Bureau
ABSENT: City of Livonia Engineer Todd Zilincik
VISITORS: Justin Gooch
Agenda Item 1: March Minutes
The minutes from the March 12, 2026 Meeting were presented. A motion for approval as presented, was
made by Chairman Policelli, and with support from Commissioner Drzewicki. It was approved unanimously
that:
26-431 RESOLVED, the minutes from the March 12, 2026 meeting were
approved as written.
Agenda Item 2a:
At the last meeting, Justin Gooch requested that a type of “Bicycle Present” signage be added to West
Chicago Ave. between Inkster and Middlebelt Roads. Upon investigation in the 2025 Manual on Uniform

Traffic Control Devices 11 Federal Edition (MMUTCD), there is a W-11-1 diamond shape sign with a
bicycle symbol on it but the manual calls for this to be used for unexpected entries into the roadway by
bicyclists, and other crossing activities that might cause conflicts. Examples of this type of sign with a
yellow rectangular sign below it saying “Share the Road” have been seen in other cities. Another idea
discussed was to add pavement markings on W. Chicago to note the presence of bicyclists on the
roadway. After some discussion, it was recommended that we table this item until the next meeting in
May in order to discuss these options and possibly others with Mr. Zilincik, the City of Livonia Engineer.
Agenda Item 2b:
At the March Meeting, Justin Gooch inquired about the project to extend the Stark Road bike path across
the I-96 freeway and also if it was to be extended south of Schoolcraft all the way to Plymouth Road.
Since Mr. Zilincik, the City Engineer was not present, more details about this project were not known so
this item will be discussed at the next Traffic Commission Meeting in May.
Agenda Item 3: Email concerning Traffic and Yield signs in the neighborhood at
Intersection of Pere and Adams Streets in Section 31 or 32.
An email was received from Angela Robbins expressing concerns with vehicle traffic, speeding in
her neighborhood at Pere and Adams (between Joy and Ann Arbor roads in Section 31 or 32).
Here claim was that there were no Yield signs in this intersection and there needed to be
something added to slow the flow of traffic in her neighborhood. Sgt Adams responded by visiting
the site and verifying the presence of Yield signs on Adams steet at this intersection. He will also
add a speed trailer on Pere to measure vehicles speeds over a time period and has added some
targeted police speed surveillance to this area.
Agenda Item 4: Email concerning speeding traffic and dirt bikes on Angling Drive in
Section 1
An email was received from Jeff Novak expressing concerns with vehicle traffic speeding and the
speeding dirt bikes on Angling Drive in Section 1. Sgt Adams will setup periodic speed
enforcement on this street and setup a speed trailer to measure vehicle speeds over a time
period.
Agenda Item 5: Traffic Calming Guidelines Draft Review
Commissioner Wrenbeck presented another draft of a Traffic Calming Guidelines procedure. Next steps
will be to do a final review of these documents at the next May meeting and after getting Commission
approval, create a ADA compatible pdf file containing the guidelines and all supporting documents in one
file. Then will need to decide how to communicate these guidelines after they are finalized.
Follow up from Previous Meeting(s):
Hoover School Lane Marking project is still awaiting the installation of traffic bollards at both ends
of the boulevard. Plan is to get this installed once the winter weather subsidizes.
The Rosedale Elementary School crossing guard reported less than 10 students cross Ann Arbor
Trail in front of Rosedale Elementary School, therefore the previous decisions on this crossing will
be continued.
