The 834 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, June 11, 2026; it was called to order by Chairperson Jim Policelli at 7:30 p.m.
PRESENT: Jim Policelli, Gordon St. John, Robb Drzewicki, Tom Wrenbeck, Carl Roberts, John Katers
and Sgt. Brendan Adams LPD Traffic Bureau, City of Livonia Engineer Todd Zilincik
ABSENT: None

Agenda Item 1: March Minutes
The minutes from the April 9, 2026 Meeting were presented. A motion for approval as presented, was
made by Commissioner Drzewicki, and with support from Commissioner Wrenbeck. It was approved
unanimously that:
26-431 RESOLVED, the minutes from the April 9, 2026 meeting were
approved as written.
Agenda Item 2:
David Trotter, a resident of Richfield Street between Schoolcraft Road and Perth expressed concerns
regarding increased traffic volumes, including construction trucks, and excessive speeding on Richfield
Street. These issues have become more noticeable due to ongoing I-96/M-14 construction and the closure
of the entrance ramp to westbound I-96.
Mr. Zilincik reported that he had received emails and phone calls regarding the situation and had
coordinated with to install a construction barrier and a “Road Closed” sign on Richfield north of Schoolcraft
Road. Mr. Trotter appreciated those measures but was inquired about additional actions that could be
taken to reduce traffic and speeding on this gravel roadway
Following discussion of several possible options, Mr. Trotter indicated that would discuss the matter with
neighboring residents and determine how they would like to proceed.
Agenda Item 3: Email concerning Ladywood traffic issues
In response to an email from Anthony Reffi expressing concerns with traffic volumes, speeding, failure-to-
stop reports on Ladywood between Williams and Levan in Section 17, Sgt Adams conducted a speed
study
The study showed that at the 85 percentile, the measured speed was 23 mph for both eastbound and
westbound on Ladywood well below the posted speed limit of 25 mph. Based on these findings, no further
action is warranted at this time. Sgt. Adams shared the results of the study with Mr. Reffi via email.
Agenda Item 4: Email concerning about traffic volumes and driver conduct on Levan Road
An email was received from Bridget Carbott expressing concerns about increased traffic volumes
and driver behavior on Levan Road particularly in the quarter-mile section south of Six Mile Road.
Ms. Carbott reported difficulty exiting her driveway due to traffic congestion and requested the
installation of a new stop sign on Levan at the Woodside Road intersection to create breaks in
traffic flow.
After reviewing the situation, Sgt Adams concluded that the increased traffic is a result of all the
ongoing road construction on westbound I-96/M-14, as well as construction activity on eastbound
Six Mile and Seven Mile roads. He further determined that the intersection does not meet the
criteria necessary to justify the installation of a new stop sign. The Commission agreed that the
issue is likely temporary and should improve when the current construction projects are
completed later this year.
Agenda Item 5: Levan Road/Hoover Elementary Project Update
The final step in this project calls for installation of traffic bollards on both sides of the traffic island
on Levan Road. The bollards have been purchased and will be installed soon.
Agenda Item 6: Traffic Calming Guidelines
The Traffic Calming Guidelines were reviewed by Commission. Several revisions were identified as
necessary before the final adoption. An updated version will be prepared and distributed to Commission
members for final review at the July Traffic Commission Meeting.
Agenda Item 7: Newburgh Road Pedestrian Crossing
Mr. Zilincik provide an update on sidewalk project on the west side of Newburgh Road extending from
north of Pembroke Road to just south of 8 mile road. As part of the project, the proposed pedestrian
crossing location on Newburgh Road would be just south of the entrance/exit driveway to Whispering
Willows golf course.
After reviewing the project plans and applicable pedestrian-crossing guidelines, the Commission
determined that the minimum requirements for establishing a legal crossing include adequate nighttime
lighting, pavement markings and pedestrian crossing signs for both northbound and southbound
Newburgh Road traffic.
Mr. Zilincik will investigate the availability and adequacy of nighttime lighting at the proposed crossing
location. Once the review is completed and any necessary lighting improvements are installed, the
Commission will consider pavement markings and signage at a future meeting.
