HomeMy WebLinkAboutPARKS & REC 2015-03-04 M I N U T E S th 738 REGULAR MEETING PARKS AND RECREATION COMMISSION CITY OF LIVONIA On March 4, 2015 the above meeting of the Parks and Recreation Commission of the City of Livonia was held in the Livonia Community Recreation Center conference room, 15100 Hubbard, Livonia, Michigan. Mr. Mark Johnson, Chairperson of the Commission, called the meeting to order at 7:00 p.m. Members present : Paul Condon, Cathy Kevra, Kevin Summers, and Mark Johnson Members absent : Roger Walklin Also present : Dave Varga, Interim Superintendent Tom Murphy, Facility Manager Upon a motion made by Mr. Condon, seconded by Mr. Summers, it was th #3420-15RESOLVED, that the Commission waive the reading of the minutes of the 10 Special Meeting of the Commission held on January 28, 2015, and that the minutes be approved as submitted. A roll call vote was taken on the foregoing resolution with the following results: AYES : Condon, Summers and Johnson ABSTAIN: Kevra ABSENT: Walklin adopted The Chairperson declared the resolution. Mr. Varga noted that a change had been made to one item after it went to Commission but before it went to Council in regards to the Idyl Wyld rates. He said there is only one set of rates for Idyl Wyld instead of a resident/non-resident rate due to a grant received from Wayne County to do bridge Mr. Johnson repair and the county requires that one rate is maintained for everyone. said an adjustment must be made to the minutes due to the change in the rate Upon a motion made by Mr. Condon seconded by Mr. Summers, it was th #3421-15RESOLVED, that the Commission waive the reading of the minutes of the 737 Regular Meeting of the Commission held on February 4, 2015 and that the minutes be approved as amended with revised rates for Idyl Wyld Golf Course. A roll call vote was taken on the foregoing resolution with the following results: AYES : Condon, Summers and Johnson ABSTAIN: Kevra ABSENT: Walkin adopted The Chairperson declared the resolution. Reports from StaffMr. Johnson – asked if the number of picnic permits was about the same as Mr. MurphyMr. Varga last year? said it was comparable. said we talked about adjusting some of the details of the lottery. 2 Commission Meeting March 4, 2015 Mr. Johnson asked if the frozen heating coil on the roof caused any significant damage to the coil? Mr. MurphyMr. JohnsonMr. said it was all repairable. asked if the leak has been taken care of? MurphyMr. CondonMr. Murphy said yes. asked if there was much interior damage? said just a couple tiles. Mrs. KevraMr. Murphy asked about the policy regarding teens on Friday nights. said a third Mr. Condon building supervisor has been added so they are all positioned around the building. Mr. Murphy asked if there was ever a supervisor on the track before? said there has been a sign up that 16 and under are not allowed upstairs so there are very few issues upstairs. He explained a Mr. Condon situation on the track recently. verified that there were 2 supervisors before and now a Mr. Murphy third is dedicated upstairs? said yes and they can also keep an eye on the gym from Mr. Varga the track. said there is often full time staff here and also reserve officers. Mrs. KevraMr. Murphy asked if the Livonia Symphony has played here before? said yes, every Mr. Condon year except last year. verified it is in the MAC gym. Mrs. Kevra commented that the Daddy/Daughter Dance and Cardboard Boat Race pictures on Mr. Varga Facebook are adorable. said Amy does a good job with those. Mr. JohnsonMr. Varga asked about a resident’s offer to build a mini-Fenway Park. explained what the resident wants to build and said they are looking at a back diamond at Bicentennial Field. He Mr. Johnson said it would be for high school aged kids. asked the resident’s goal in terms of who Mr. Varga will play there? said the resident knows he will not get priority for any particular teams but Mr. Johnson he wants the hardball players, through our leagues, to have this top notch field. asked Mr. Varga is maintenance on us? said probably but we haven’t talked any details and I’m not sure Mr. Condon what extra maintenance would be involved beyond what we normally do. said it sounds Mr. Varga like a very interesting idea. said the schools were not interested but the resident has said he is going to try to build it somewhere, if not here. Mr. JohnsonMr. Murphy asked if the marquee sign is working? said yes but we don’t know how, it has not been repaired yet. Mr. Condon commented that the lighting in the rec center parking lot is awesome. He gave kudos to Lyle for getting that done. Mr. Varga said the dive-in movie “Frozen” is at 45 participants which is less than expected but there are still a few more days to register. Mr. Varga said National Park and Recreation month is in July and we are looking at a day to Mrs. Kevra celebrate. He explained some ideas and said the staff will be brainstorming. suggested Mr. Varga combining it with the “Park It” event. said that is being considered. Mr. Varga said a request is going to Council to purchase 21 pieces of fitness equipment and the old Mr. equipment will be sold at auction on MITN instead of being traded in. He explained the process. Condon asked if there is any concern that someone who purchases the old equipment might get Mr. Varga hurt on it? said sales are often done on MITN and all the liability information is right on Mr. Summers there. He said we don’t guarantee it will work when you get it home. said it would be Mrs. KevraMr. sold “as is”. asked when the auction would be and if there is a minimum value? Varga said it would be early April and there would be a minimum value and if we don’t get that we Mr. CondonMr. Murphy will trade them in. asked if we are still keeping spares? said yes, we still have a supply in the closet. 3 Commission Meeting March 4, 2015 Communications Mr. Johnson LCRC Package Totals – February 2015 – said this looks about average. Mrs. Kevra LCRC Code of Conduct – February 2015 – asked if the unauthorized entries are teens Mr. Murphy letting teens in? said it is membership card switching or walking through the handicap Mr. JohnsonMr. gate. He explained a recent incident. asked if two incidents were related? Murphy Mr. JohnsonMr. said it’s a good chance. said the good thing is we’re catching them. Condon asked about an incident he saw on the staff report and asked why it is not on the Code of Mr. Murphy Conduct Report and if they got appropriate punishment. said it just didn’t get on the Mr. Varga report yet and explained their punishments. explained the policy referred to in the staff report, as being reviewed, was regarding teens in the building, not fighting. Mrs. Kevra LCRC Comment Card Report – February 2015 – commented that we only ever hear complaints about one staff member Mr. MurphyMr. Murphy in particular. said her hours in the fit hub have been reduced by one day. explained about a comment from a staff person regarding another staff person and said this was in the comment box so it was added to the report. Mr. Condon asked about the comment concerning the missing weight and asked when the last Mr. Murphy preventative maintenance was done in the fit hub? said that has been fixed and they Mr. Varga are done every 2 weeks in the winter. said these complaints all came in at one time but Mr. Condon the repair had already been requested. asked when it is time to re-bid on the Mr. MurphyMr. Condon maintenance contract? said he is not sure. asked if we’re happy with the Mr. Murphy service? said there are two different companies and we are happy with them. There was a discussion regarding the dress code in the fit hub. Mr. Johnson commented on all the complaints about parking during the swim meet and asked if Mr. Murphy there are signs up? said yes there are signs at the entrance about parking in the Five Mr. Summers Mile Lot. said no one pays attention. There was a discussion of how this could be Mr. CondonMr. monitored. suggested getting ideas from the police department traffic division? Murphy said the police may want to put back the No Parking signs on Hubbard and we don’t want Mr. JohnsonMr. Murphy that. asked how the swim clubs advise the parents where to park? said it Mr. Johnson is supposed to be in their packets. suggested asking to see the packets which might Mr. VargaMr. Condon put some pressure on them. said he will get a copy of it. asked if the meets Mr. MurphyMr. are a good revenue generator for us? said we get a couple grand a weekend. Condon suggested telling them if they don’t control this, they can’t swim here. He said it is not Mr. Murphy worth it to have our regular customers dissatisfied. said that has been suggested in Mr. Condon years past. said next time they come to a meeting we will definitely make that Mr. Murphy comment that they have one more chance. said, although the swim meet revenue is not substantial, the practice time they do here is about $5,000 per month and without the swim meet Mr. Varga they may not be able to practice here. said they would still practice here because there is Mr. SummersMr. Varga nowhere else. said to turn up the pressure for them to figure it out. said we also didn’t do an adequate job of informing our patrons that this is happening. He said it should Mrs. Kevra have been posted a lot earlier than it was. commented that it was posted on Facebook. Mr. JohnsonMr. asked if the sliding doors are supposed to be opened per the Fire Marshall? Varga said they are open and usable but we are encouraging people not to use them so we can Mr. Johnson maintain a decent working temperature out there. said the Fire Marshall is concerned in case there is a disaster inside and suggested a sign letting people know they are usable in case of Mr. Varga catastrophe. said if they walk up to the doors they will open and someone at the front Mr. Murphy desk can also push a button to make them stay open. said if there is a stampede the 4 Commission Meeting March 4, 2015 Mr. CondonMr. Murphy doors will swing open. asked if an air curtain is possible? said there is one which is working more efficiently now. He said he has a company looking for solutions. Old Business Mr. Varga Clement Circle Pool – said he spoke with the City Attorney about the process and an expert from the company that originally built the pool will meet at the pool to assess the damage. Mrs. Kevra verified that the pool will probably not be open this summer? Everyone agreed it will not be ready for the summer. Mr. Varga Whispering Willows Restaurant – said it is on track to open April 1. He said the new tenant has an agreement with the previous tenant on some purchases of their equipment and Mr. CondonMr. Varga license. asked if she has done any renovations yet? said not yet. New Business Mr. Varga Planning for Wayne County rec funds – said he met with District 8 Commissioner Diane Webb and we are getting $13,000 from her. He said projects discussed were an inline skate pad at Compton Park or a pool slide or inflatable obstacle course at Clement Circle Pool. He said that District 10 Commissioner Terry Marecki has $125,000-$130,000 and we’re looking at an inclusive play structure at Rotary Park. rd Mr. Varga Memorial Day Celebration May 23, 2015 – said the ceremony is May 23 at 9:00 a.m. at Veterans Memorial Plaza. He said the Mayor has found a speaker and she is a former student of his who is a Colonel in the Air Force. He said Col. Miles Davis will be the emcee again. Mr. CondonMr. Varga asked if there has been any more discussion regarding a soccer dome? said no; Mark Taormina is still waiting for some reports from the group.
