HomeMy WebLinkAboutPARKS & REC 2015-02-04 M I N U T E S th 737 REGULAR MEETING PARKS AND RECREATION COMMISSION CITY OF LIVONIA On February 4, 2015 the above meeting of the Parks and Recreation Commission of the City of Livonia was held in the Livonia Community Recreation Center conference room, 15100 Hubbard, Livonia, Michigan. Mr. Mark Johnson, Chairperson of the Commission called the meeting to order at 7:00 p.m. Members present : Paul Condon, Kevin Summers, Roger Walklin and Mark Johnson Members absent : Cathy Kevra Also present : Dave Varga, Interim Superintendent Tom Murphy, Facility Manager Tom Welsh, T.J.W., Inc. Ryan Yoder, T.J.W., Inc. Upon a motion made by Mr. Summers seconded by Mr. Condon, it was th #3415-15RESOLVED, that the Commission waive the reading of the minutes of the 736 Regular Meeting of the Commission held on January 7, 2015 and that the minutes be approved as submitted. A roll call vote was taken on the foregoing resolution with the following results: AYES : Condon, Summers and Johnson ABSENT: Kevra ABSTAIN: Walklin adopted The Chairperson declared the resolution. Upon a motion made by Mr. Condon seconded by Mr. Summers, it was #3416-15RESOLVED, that the Commission move New Business 1 & 2 to the front of the agenda. A roll call vote was taken on the foregoing resolution with the following results: AYES : Condon, Summers Walklin and Johnson ABSENT: Kevra adopted The Chairperson declared the resolution. Letter from Dave Varga Re: Increase in senior cart fees – Fox Creek, Idyl Wyld and Whispering Willows – and Letter from Dave Varga Re: Increase in greens fees – Fox Creek, Idyl Wyld and Whispering Willows Mr. Welsh – said it was time to adjust the rates and the seniors are getting the most increases due to the increase in the green fees and also with the senior cart rate which hasn’t been changed since 1996. He said the new contract has given some leeway to make some changes. He explained that the carts are all new at Fox Creek and Whispering Willows and fairly new at Idyl Wyld and they are safer and cleaner and all electric. He explained the comparison chart of other surrounding courses regarding fees and cart rates and said they want to be very reasonably priced for the residents of Livonia and in the middle for non-residents. He said they try to increase every couple of years 2 Commission Meeting February 4, 2015 instead of a large bump after 4-5 years. He said they have some leeway to give out specials as well. Mr. Welsh said that with the new rates the expected revenue increase would be $120,000.00 to Mr. Johnson $130,000.00 if they have an average year. asked what age is the senior cart rate and Mr. WelshMr. Yoder what is the regular cart rate. said age 62. said $8.00 for 9 holes and $14.00 for 18 holes and the senior cart rate would go from $5.00 for 9 holes and $9.00 for 18 holes to $6.00 and $10.00. Upon a motion made by Mr. Walklin seconded by Mr. Condon, it was #3417-15RESOLVED, that the Commission approve and recommend to City Council an increase in Senior Cart Fees at Fox Creek, Whispering Willows and Idyl Wyld Golf Courses for senior citizens (ages 62 & up with valid ID) as $6.00 for 9-holes of golf and $10.00 for 18-holes of golf. Mr. Walklin commented that there is nothing comparable in Arizona community golf courses to the Mr. Welsh three courses in Livonia. agreed there is not another city the size of Livonia that has three (city-owned) 18-hole golf courses and attributed it to the Parks program and the things that the City set aside to accomplish this. He explained how things have changed over the years due to the Mr. Johnson economy and how they have to work to keep customers coming back. asked what Mr. Welsh impact a good, viable restaurant would have at Whispering Willows? said it would help and explained last year’s situation. There was a discussion of the restaurant, customer service and Mr. Condon the new owner. asked if they have been booking outings and leagues for this year? 5 Commission Meeting February 4, 2015 Mr.Welsh said they have been touching base with ones they have every year and it will be easier once the new rates are set. Mr. Welsh and Mr. Yoder left the meeting at 7:25 p.m. Reports from StaffMr. JohnsonMr. Murphy – asked if there were six collegiate teams last year? Mr. JohnsonMr. Varga said there were four last year. asked if all four returned this year? said he would find out. Mr. Condon Mr. Murphy asked how the new towel company is doing?said Gold Coin Laundry is wonderful, we haven’t run out yet, they are coming more often and we are down to 1,000-1,100 lost towels per month. He explained their pricing. Mr. CondonMr. asked if funds need to be put in the budget to replace or upgrade the marquee? Murphy said it has been in the budget the last 2-3 years but we have been able to keep it going. He said the usual life span is 7-8 years and this one is 12 years old. Mr. CondonMr. Murphy asked if the 100 Days participation is the same as last year at 572? said it is up from last year which was down due to a blizzard on kick off day. He said 572 is about average and that Scott does a wonderful job and the program takes lots of time and coordination. Communications th 4 Quarter Budget Reports – There were no comments. Mr. Johnson LCRC Package Totals – January 2015 – said it is a little down but still hovering around Mr. Murphy 15,000. He asked if that is a comfortable number? said we are feeling the effect of the new Planet Fitness and will see membership dwindle for about a year because of this. There was a discussion of surrounding facilities. Mr. Johnson LCRC Code of Conduct – January 2015 – commented there was nothing in January Mr. Murphy and it is not bad for a year’s time. said we’re seeing less and attributed this to past Mr. WalklinMr. Condon incidents being handled well. said kids grow up and move away. said we are getting less complaints about kids being out of control. Mr. Condon LCRC Comment Card Report – January 2015 – asked if the drinking fountain is fixed Mr. Murphy yet? said yes. Old Business Mr. Varga Clement Circle Pool – said the deadline has been extended for filing. He said the Mr. insurance company has sued Discount and the City. There was a discussion of the lawsuit. Walklin Mr. Varga asked what is the next step? said the extension runs till mid-February to answer the complaint. nd Mr. Varga Whispering Willows Restaurant – said the lease agreement went to the February 2 th Council study and was put on the consent agenda for the February 18 regular. New Business Letter from Mayor Kirksey Re: Qualifications and Parts of Examination and Weights for permanent Mr. Johnson appointment of Superintendent of Parks and Recreation – said this is just the qualifications and they are pretty generic. He said this goes back to the charter and what is and is not a civil service position. He said his concern is should the Commission be involved or not. He explained his confusion with the charter in that it talks about the Mayor’s authority to appoint certain positions in the City but then specifically carves out this charter provision for the Department of 6 Commission Meeting February 4, 2015 Parks and Recreation that the department is managed and controlled by the Commission, which is appointed by the Mayor, and there is no language that talks about a Superintendent. He said he Mr. Walklin doesn’t know if this has any bearing on what is in front of them tonight. said this is more Mr. Johnson in line with past practice. said it may not be in keeping with a legal following of the charter but it has been the past practice for years. He said he wonders who the interviewers would Mr. CondonMr. MurphyMr. Johnson be. asked if the interview is the examination? said yes. Mr. Condon said if that is the interpretation he does not have strong opposition to the qualifications. said if this is all we’re being asked to do then he is OK with it but the circumstances are unusual. He Mr. Walklin said he didn’t think it was up to the Commission to conduct the interview. said the Mr. Summers Commission should have a representative on the board. said he doesn’t feel qualified Mr. Walklin as the Commission has never faced this before. said they have all been around long enough and know what the job entails. Upon a motion made by Mr. Walklin seconded by Mr. Summers it was #3419-15RESOLVED, that the Parks and Recreation Commission approved Mayor Kirksey’s recommendation that the position of Superintendent be filled and request the inclusion of the Parks and Recreation Commission Chairperson or his/her designee as part of the interview process. The Commission adopted the proposed qualifications and parts of examination and weights as follows: QUALIFICATIONS By the closing date for filing applications, an applicant must: 1. Be a citizen of the United States or a resident alien with the right to work in the United States. 2. Have a Bachelor’s degree from an accredited college or university with a major in Recreation Administration, Community Recreation or a closely related field and have three (3) years of full-time paid work experience in the area of Community Recreation or a closely related area, OR 3. Have a Bachelor’s degree in any discipline and have four (4) years of administrative experience in a local government, OR 4. Have a high school diploma and have at least eight (8) years of administrative experience in a local government. PARTS OF EXAMINATION AND WEIGHTS 100% Interview A roll call vote was taken on the foregoing resolution with the following results: AYES : Condon, Summers Walklin and Johnson ABSENT: Kevra adopted The Chairperson declared the resolution. Mr. Condon said by doing it this way it shows that we care and are paying attention to the details. Mr. Walklin said this Commission is very dynamic, involved and interested in the whole Parks and Mr. Johnson Recreation Department. said this Commission started to be much more proactive when Dennis Wright came on than it had been in years past. Mr. Varga Jaycee Park lease renewal request – said we received a letter from Wolves and Hawks asking for a renewal of the lease. He said it doesn’t appear that this has to go back to Council as the Mr. Walklin lease says as long as they are current on their obligations they can extend. asked if Mr. Varga there is anything you can think of that a citizen would take issue with on this lease? said 7 Commission Meeting February 4, 2015 yes and explained some current resident concerns of traffic and noise and the solutions that have been made.
