HomeMy WebLinkAboutCOUNCIL MINUTES 1998-05-04 SPECIAL 30952 MINUTES OF THE TWO HUNDRED THIRTY-FOURTH SPECIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONIA On May 4, 1998, the above meeting was held at the City Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by the President of the Council at 8.05 p m. Roll was called with the following result: Brian Duggan, Joe Laura, Maureen Miller Brosnan, John J Walsh, Val I Vandersloot, and Jack Engebretson. Absent: John R. Pastor (on vacation) Elected and appointed officials present: Jack E Kirksey, Mayor; Sean P Kavanagh, City Attorney; Joan McCotter, City Clerk; Karen A. Szymula, Director of Legislative Affairs, Michael T Slater, Director of Finance, Mary Rutan, Personnel Director; Joseph Mysliwiec, Court Administrator; Yvonne Lillibridge, President of Local 192 and Livonia Employees Retirement System General Member Trustee, Thomas Yates, Livonia Board of Trustees Police/Fire Representative, Thomas Funke, President of Livonia Police Officers Association, and Gerald Sabo, Assistant Chief Accountant. There was no audience communication at the beginning of the meeting. Mayor Kirksey requested the City Council to consider discharging from the Legislative Committee and adopt proposed ordinance amendments regarding the subject matter of the City of Livonia Employees Retirement Plan Ordinance, which proposed amendments would allow Defined Benefit Plan and Defined Contribution Plan members to run for election to the Board of Trustees of the Retirement System (election scheduled for May 6-15, 1998), and to vote in said election. As the Mayor pointed out, the present Defined Benefit Plan Ordinance does not allow for its members to be nominated for election to the Board, nor can they vote in this election On a motion by Walsh, seconded by Laura, it was RESOLVED, that the Council does hereby discharge the Legislative Committee from further consideration of the communication from Councilmember Val Vandersloot, dated April 1, 1998, to which is attached a request from Yvonne L. Lillibridge, on behalf of Local 192 members and unrepresented General Employees, to amend the 30953 1610 Retirement Ordinance so as to allow a Defined Contribution Plan member to be eligible for election to the Board of Trustees of the Livonia Employees Retirement System, and does further direct that the matter of this item be taken up for consideration by the Council at this time The following members of the audience addressed this matter' 1) Thomas Yates, Livonia Board of Trustees Police/Fire Representative - spoke in opposition to the proposed ordinance amendments He would like this matter to remain in committee 2) Gerald Sabo, Assistant Chief Accountant - stated he wanted a General Employee representative elected to the Board. It would make no difference to him whether this person is a member of the Defined Benefit Plan or a member of the Defined Contribution Plan. He stated that during contract negotiations regarding this new plan, the employees were told there would be no differences between the two 3) Yvonne Lillibridge, President of Local 192 and Livonia Employee Retirement System General Member Trustee - indicated that during negotiations for the new plan, she was told that nothing would change as far as representation on the Board of Trustees, but unless the proposed ordinance amendments are adopted, it has changed. 4) Thomas Yates - stated he believes a representative for both plans is a must, but he still wants to go ahead with the scheduled election A roll call vote was taken on the foregoing resolution with the following result: AYES Walsh and Engebretson NAYS Duggan, Laura, Brosnan, and Vandersloot. The President declared the resolution denied There was no audience communication at the end of the meeting On a motion by Brosnan, seconded by Laura, and unanimously adopted, this 234th Special Meeting of the Council of the City of Livonia was adjourned at 8 50 p m., May 4, 1998 I it Jo- McCotter, City Clerk
