UD May 7, 1990, the above meeting was held at the City Hall, 33000 Civic
Center Drive, Livonia, Michigan and was called to Order by the President of the

#448-90 RESOLVED, that having considered a letter from the
City Clerk dated April 26, 1990, in connection with a letter
from the Polish Army Veterans' Association Of America, Joseph

dated April 9, 1990, wherein a request is submitted for
permission to conduct the annual "Blue Flower" Polish Poppy
Collection UM June 8-9, 1990, the Council does hereby approve

#449-90 RESOLVED, that having considered the report and
recommendation of the City Engineer dated April 12, 1990, which
bears the signature Of the Finance Director and is approved
for submission by the Mayor, the Council does hereby accept
the unit price bid Of Cadillac Asphalt Paving, 27675 Wixom
Road, P 0 Box 817, Novi, Michigan 48050, for the 7990 Garden
Farms Subdivision Street Paving Project (Contract QO-C\ for
the estimated total cost of $463,934 25, based upon the
Engineering Department's estimate of units involved, and subject
to a final payment based upon the actual units completed in
accordance with the VDft prices accepted herein* said estimated
cost and unit prices having been in fact the lowest bid received
for this item, further, the Council does hereby authorize an
appropriation in the amount of $463,934 25 from the $7 9 million
General Obligation Road Improvement Bond Issue with the provision
that (1) the Bond Issue be reimbursed from that portion of
the project which is to be financed by special assessment at
such time as funds are available from the future Special
Assessment Bond Issue, and (2) the Bond Issue be reimbursed
for the City's portion of the project at such time as funds
may be available from the Michigan Transportation Fund (Local
Road Account), and the City Engineer is hereby authorized to
approve minor adjustments in the work as completed, and the
Mayor and City Clerk are hereby authorized to execute d contract
for and on behalf of the City of Livonia with the aforesaid
bidder and to do all other things necessary or incidental to
the full performance of this resolution,
#450-90 RESOLVED, that having considered the report and
recommendation of the Chief of Police dated April 4, 1990,
which bears the signature of the Finance Director and is approved
for submission by the Mayor, the Council does hSr8hv authorize
�m� the purchase of a Motorola Gas Bonder with upper and lower

heaters, R1080A, and required accessories as detailed in the
aforesaid communication, from Motorola Communications and
Electronics, Inc , 400 Galleria Officentre, Suite 115,
Southfield, MI 48034-8479 for the price of $7,275 00, the same
to be appropriated and expended from Account 101-306-987-000
for this purpose, further, the Council does hereby authorize
the said item without competitive bidding in accordance with
the provisions set forth in Section 3 04.14OD5 of the Livonia
Code of Ordinances, as amended
#451-90 RESOLVED, that having considered the report and
recommendation of the Chief of Police dated April 23, 1990,
which bears the signature of the Finance Director and is approved
for submission by the Mayor, with regard to the use of the
Police Training Facility (weapons range) located at the City's
reclamation land disposal site in Section 27 by the Michigan
State Police, F B I , and local police agencies for range
training purposes, the Council does hereby determine to authorize
the use of the said facility in the manner indicated at a rental
rate of $100 00 per eight (8) hours use per agency, and that
such fees collected shall be deposited in the City's General
Fund, and to the extent necessary to be consistent herewith,
Council Resolution 372-81 is hereby amended and/or repealed
1452-90 RESOLVED, that having considered the report and
recommendation of the Chief of Police dated April 23, 1990,
which bears the signature of the Finance Director and is approved
for submission by the Mayor, the Council does hereby accept
the bid of The Shutter Shop, 23229 Plymouth Road, Redford,
Michigan 48239, for installing vertical blinds in the old section
of the Police Building (gray PVC material), for the price of
$3,287 00, the same having been in fact the lowest bid received
and meets all specifications
#453-90 RESOLVED, that having considered the report and
recommendation of the Director of Finance dated April 19, 1990,
approved for submission by the Mayor, and to which is attached
notice of 1990 special assessments fees and association dues
in the total amount of $3,404 42, the Council does hereby approve
and authorize the payment of these fees in the manner and form
herein submitted
1454-90 RESOLVED, that having considered a communication from
the City Librarian dated March 14, 1990, approved by the Finance
Director and approved for submission by the Mayor, and which
transmits a resolution adopted by the Library Commission wherein
permission is requested to solicit bids for the external
lettering of the Civic Center Library, the Council does hereby
refer this item to the Capital Improvement Committee for its
report and recommendation

#455~90 RESOLVED, that having considered a communication from
the City Librarian dated March 14, 1990° approved by the Finance
Director and approved for submission by the Mayor, and which
transmits a resolution adopted by the Library Commission wherein
permission is requested to solicit bids for the external
lettering of the Civic Center Library, the Council does hereby
request that the Planning Department submit its report and
recommendation with regard to installing temporary identification
signage for buildings located in the Civic Center.
#456-90 RESOLVED, that having considered the report and
recommendation of the Mayor and Director Of Finance dated April
17, 1990, and submitted pursuant to Council Resolution 216-90,
and to which is attached 8 list of applicants for Architectural
and Construction Management Services in conjunction with the
Silver Village II project, the Council does hereby refer this
item to the Capital Improvement Committee for its report and
recommendation.
#457-90 RESOLVED, that having considered a communication from
the City Engineer, dated April lU, 1990, approved for submission
by the Mayor and submitted pursuant to Council Resolution 867-89,
wherein the City Engineer has ascertained the assessed valuation
of all property affected by the proposed installation of
ornamental street lighting with underground wiring OO Stonehouse,
Huff and Richfield Avenues in the Castle Gardens Subdivision,
located in the Northeast 1/4 Of Section 79, City of Livonia,
Wayne County, Michigan, and such report having indicated the
number Of parcels which show tax delinquencies, the number
Of parcels owned by public authorities, the number of parcels
which are vacant, and having prepared and caused to be prepared
plans and specifications therefor and an estimate for the cost
thereof, and to file the same with the City Clerk together
with his recommendation as to what proportion of the cost should
be paid by special assessment and what part, if any, should
be a general obligation of the City, the number of installments
in which assessments may be paid and the lands which should
be included in the proposed special assessment district, and
it appearing to the Council that all of such information,
estimate, plans, specifications and recommendations have been
properly filed by the City Engineer with the City Clerk under
date of April lO, 1990° and that there has been a full compliance
with all of the provisions of Section 3 08.060 of the Livonia
Code of Ordinances, as amended, the Council does hereby set
Wednesday, June 20, 1990 at 7 30 P M as the date and time
for a public hearing On the Necessity for such proposed
improvement which public hearing shall be held before the Council
in the Livonia City Hall, 33000 Civic Center Drive, Livonia,
Michigan, pursuant to Section 3,08.070 of said Livonia Code
of Ordinances, as amended, and the City Clerk is hereby
authorized to give notice and publication of such hearing as
is required by Section 3 08 070 of said Code

#458-90 WHEREAS, pursuant to the direction of the City Council
in its resolution 376-90, adopted on April 9, 1990, and in
accordance with Section 3 08 140 of the Livonia Code of
Ordinances, as amended, the City Assessor of the City of Livonia
has prepared, reported and certified to the Council under date
of April 20, 1990 an assessment roll dated April 20, 1990 for
the proposed improvement consisting of the installation of
100 watt high pressure sodium lights with colonial post tops
and underground wiring in Fox Creek Meadows Subdivision located
in the Southwest 1/4 of Section 5, City of Livonia, Wayne County,
Michigan, containing the special assessments to be assessed
and levied, respectively, in the proposed special assessment
district heretofore established for the construction and
operation of the proposed improvement in said district as
designated in Council Resolution 376-90,
THEREFORE, BE IT RESOLVED, that the said roll is hereby accepted
by the City Council, that it is hereby ordered to be filed
in the office of the City Clerk for public examination, that
the City Clerk be and hereby is directed to give notice as
required by the provisions of Section 3 08 110 of the Livonia
Code of Ordinances, as amended, to wit that the assessment
roll has been made and filed in the office of the City Clerk
for public examination and that the City Council of the City
of Livonia will meet in the City Hall, 33000 Civic Center Drive,
Livonia, Michigan, on Wednesday, June 20, 1990 at 7 30 p m
to review the said Special Assessment Roll at which time and
place opportunity will be given to all interested persons to
be heard,
IT IS FURTHER RESOLVED, that the City Clerk be and hereby is
directed to publish a notice of said public hearing at least
once in the official newspaper of the City of Livonia which
is published and circulated generally in and throughout the
said City, at least ten (10) days prior to the aforesaid date
of June 20, 1990, the City Clerk is also directed to give notice
of said hearing by sending written notice thereof by first
class mail to each and every property owner in the proposed
assessment district as their respective names and addresses
appear on the most current assessment roll in the City Assessor's
office

the Hearing Officer (Director of Building Inspection), dated
April 20, 1990, approved for submission by the Mayor, with
respect to a request to demolish a building located at 18875
Lathers, Livonia, Michigan, the legal description of which
is as follows
Lot 78 and the South 1/2 of Lot 77 and Lot 49, and the South
1/2 of Lot 50, "Dohany Subdivision" as recorded in Liber 64,
Page 95 of Plats, Wayne County Records
and hearing having been conducted by the Hearing Officer on
March 19, 1990 and April 20, 1990, at the conclusion of which,
based upon the testimony and evidence presented, it having
been the determination of the Hearing Officer that the said
structure should be demolished inasmuch as it represents a
hazard and danger to the public health, safety and welfare,
the Council does hereby determine, in accordance with the
provisions set forth in Section 15 52 140 of the Livonia Code
of Ordinances, that a hearing shall take place before the City
Council of the City of Livonia on Wednesday, June 20, 1990,
at 7 30 p m at the City Hall, 33000 Civic Center Drive,
Livonia, Michigan,
FURTHER, the City Clerk is hereby requested to, no less than
ten (10) days prior to the aforesaid date of the said hearing,
cause to have a notice in writing of the aforesaid hearing
to be mailed by certified mail, return receipt requested,
addressed to the owner or agent thereof, or person in control

of such building or structure and the mortgagee Of record or

be located, then the notice shall be directed to each owner

Of 1921, as amended, the City Zoning Act (MSA 5.2934, MCLA
125,584), as well as Article XXIIl of Ordinance 543, as amended,

hereby determine that a public hearing will take place before
the City Council of the City of Livonia on Wednesday, July
ll, 1990 at 7 30 P M. at the Citv Hall, 33000 Civic Center
Drive, Livonia, Michigan with respect to the following item
Petition 90-3-1-8, submitted by United Construction,
Inc , for d change of ZUDiOg of property located south
Of Eight Mile Road between Merriman Road and Milburn
Avenue in the Northwest 1/4 Of Section 2, from RUFA to

from a determination made on February 27, 1990, by the City
Planning Commission in its resolution 2-301-90 with regard to
Petition 90-2-2-3 submitted by George W Auch Company requesting
permission to allow the outdoor storage of steel products and
materials as a waiver use on property zoned M-1 and located
on the east side of Globe Road between Amrheim Road and Plymouth
Road in the Southwest 1/4 of Section 29, the Council does hereby
designate Wednesday, June 20, 1990 at 7 30 P M as the date
and time for conducting a public hearing with regard to this
matter, such hearing to be held at the City Hall, 33000 Civic
Center Drive, Livonia, Michigan, and the City Clerk is hereby

1473-90 WHEREAS, pursuant to due and proper notice published
and mailed to all property owners in Special Assessment District
No 340 for a proposed street improvement consisting of a 28
ft wide full -depth asphalt pavement with mountable asphalt
curbs (Alternate III) on Orangelawn, Farmington to Stark, in
the Northeast 1/4 of Section 33, in the City of Livonia, Wayne
County, Michigan, as required by the provisions of the City
Charter and Title 3, Chapter 8 of the Livonia Code of Ordinances,
as amended, a public hearing thereafter having been held thereon
on May 2, 1990, at the City Hall, 33000 Civic Center Drive,
Livonia, Michigan, and the City Council having duly met and
reviewed the special assessments levied on the special assessment
roll as prepared by the City Assessor to cover the district
portion of the cost of a street improvement to be constructed
in Special Assessment District No 340, and
WHEREAS, the City Council has heard and carefully considered
all objections made to said assessments,
NOW, THEREFORE, BE IT RESOLVED, THAT
(1) The City Council does hereby determine that the
assessments set forth in said Special Assessment Roll
dated March 19, 1990, in the amount of $209,528 00,
are fair and equitable and based upon benefits to
be derived by construction of improvements proposed
in said district in accordance with the plans of the
City Engineer and resolutions of the City Council,
(2) Said Special Assessment Roll No 340 is hereby approved
and confirmed in all respects,
(3) The amount of said roll shall be divided into fifteen
(15) equal annual installments with interest at the
rate of eight percent (8%) per annum on the unpaid balance
of the assessment from December 1, 1991 Said interest
shall be payable on each installment due date, provided,
however, that after the issuance of bonds in anticipation
of the collection of the unpaid assessments on the said
special assessment roll, said rate of interest shall

be not more than 1% above the average rate of interest
borne by said bonds In such cases where the installments
will be less than Ten Dollars ($10 00) the number of
installments shall be reduced so that each installment
shall be above and as near Ten Dollars ($10 00) as
possible The first installment shall be due and payable
December 1, 1992 and subsequent installments on December
lst of succeeding years
(4) Pursuant to the provisions of Section 3 08 130 of
the Livonia Code of Ordinances, as amended, the City
Clerk shall endorse the date of confirmation on the
assessment roll, and the said assessment roll shall
then be immediately transmitted to the City Treasurer
who shall then publish notice as is required by Section
3 08 190 of the Livonia Code of Ordinances, as amended,
and mail assessment statements to the respective
property owners assessed in the manner and substance
as provided by said Section 3 08 190 Any property
owner assessed may pay the whole or any part of the
assessment without interest or penalty up to December
1, 1991,
(5) The first installment shall be spread upon the 1992
City tax roll in the manner required by Section 3 08 210
of the Livonia Code of Ordinances, as amended, together
with interest upon all unpaid installments from December
1, 1991, and thereafter one (1) installment shall
be spread upon each annual tax roll together with
one (1) years interest upon all unpaid installments,
provided, however, that when any annual installment
shall have been prepaid in the manner provided in
Title 3, Chapter 8 of the Livonia Code of Ordinances,
as amended, either within the sixty (60) day period
as provided by Section 3 08 200, or after the expiration
of the sixty (60) day period as provided by Section
3.08 200 then there shall be spread upon the tax roll
for such year only the interest for all unpaid
installments, and
(6) The City Council does hereby determine to pay $1,760 00
for City -owned property, 15% of paving costs
($37,286 12) and 100% of drainage costs ($115,000),
for a total amount of $154,046 12

the Engineering Department send notices and survey forms regarding
replacement of sanitary sewer leads and work which residents
