HomeMy WebLinkAboutCOUNCIL MINUTES 1988-01-04 23849 lim MINUTES OF THE ONE THOUSAND ONE HUNDRED AND NINETEENTH REGULAR MEETING OF THE COUNCIL OF THE CITY OF LIVONIA On January 4, 1988, the above meeting was held at the City Hall , 33000 Civic Center Drive, Livonia, Michigan and was called to order by the Vice President of the Council at 7:32 P.M. Councilman Bishop delivered the invocation. Roll was called with the following result Present Joan McCotter, Fernon P. Feenstra, Robert R Bishop, Gerald Taylor, Dale Jurcisin and Laura Toy, Absent: Ron Ochala. Elected and appointed officials present. Robert F. Nash, City Clerk; Harry Tatigian, City Attorney, John Nagy, Planning Director; Raul Galindo, City Engineer; Marilyn Kazmer, Director of Legislative Affairs; Ron Mardiros, City Assessor, John J. Fegan, Director of Building Inspection, David Preston, Finance Director, Robert L Beckley, Director of Public Works, Ron Reinke, Superintendent of Parks and Recreation; Suzanne Wisler, Director of Community Resources, Ray Pomerville, Labor Relations Director; William Crayk, Chief of Police, Barney Knorp, Fire Chief, Michael Deller, City Librarian, James Inglis, Housing Director and Michael Reiser, Facility Maintenance Supervisor. On a motion by Councilman Bishop, seconded by Councilman Feenstra, and unanimously adopted*, it was 11-88 RESOLVED, that the minutes of the 1 ,118th Regular Meeting of the Council of the City of Livonia, held December 21, 1987 are hereby approved. *Councilman Jurcisin and Councilwoman Toy abstained from voting which is recorded as a "yes" vote under the provisions of Section 2.119 of the Livonia Code of Ordinances. ito 23850 The following resolution was offered by Councilman Bishop: #2-88 RESOLVED, that Fernon P Feenstra be declared to be President of the Council for a two year period effective January 1 , 1988 through December 31 , 1989. A roll call vote was taken on the resolution offered by Councilman Bishop with the following result AYES Jurcisin, Toy, McCotter, Feenstra, Bishop, Taylor NAYS. None. The Vice President declared the resolution adopted. Mr. Feenstra accepted the results of the election and the Presidency of the Council noting he hoped this Council would be decisive, not divisive and pro-active rather than re-active and that the Chairs of the Council subcommittees would work diligently to clear their agendas. City Clerk Robert F Nash then presented the meeting gavel to the new President. The following resolution was offered by Councilwoman Toy #3- 88 RESOLVED, that Joan McCotter be declared to be Vice President of the Council for a two year period effective January 1 , 1988 through December 31 , 1989 A roll call vote was taken on the resolution offered by Councilwoman Toy with the following result: AYES: Jurcisin, Toy, McCotter, Feenstra, Bishop, Taylor. NAYS. None. The Vice President declared the resolution adopted On a motion by Councilman Taylor, seconded by Councilman Bishop, and unanimously adopted, it was #4- 88 RESOLVED, that having considered a communication from the City Clerk, dated December 28, 1987, which indicates that 23851 ii• the City Clerk did reappoint Patricia L Miencier, 34702 Fairfax, Livonia, Michigan 48152, as Deputy City Clerk, effective January 1 , 1988, the Council does hereby determine to confirm the said appointment. On a motion by Councilman Bishop, seconded by Councilwoman McCotter, and unanimously adopted, it was #5-88 RESOLVED, that having considered a communication from the City Treasurer, dated December 28, 1987, which indicates that the City Treasurer did reappoint Sylvia Durso, 35345 Seven Mile, Livonia, Michigan 48154, as Deputy City Treasurer as of January 1 , 1988, the Council does hereby determine to confirm the said appointment. The following resolution was offered by Councilwoman McCotter: 16-88 RESOLVED, that pursuant to Section 2.96.090 of the Livonia Code of Ordinances, as amended, Councilman Robert R. Bishop is hereby appointed to the Board of Trustees for the Employees Retirement System. L A roll call vote was taken on the resolution offered by Councilwoman McCotter with the following result. AYES. Jurcisin, Toy, McCotter, Feenstra, Bishop, Taylor. NAYS: None. The Vice President declared the resolution adopted Mayor Robert D Bennett then addressed the Council informing them of the following appointments (or reappointments) as Department Heads and/or Directors of the various departments in the administration of the government of the City of Livonia: City Attorney -- Harry Tatigian, effective January 1 , 1988 City Assessor -- Ronald Mardiros, effective January 1 , 1988 City Engineer -- Raul Galindo, effective January 1 , 1988 Director of Administrative Services -- Marilyn Kazmer, effective February 1 , 1988 Director of Inspection -- Jack Fegan, effective January 1 , 1988 Dtr. , Community Resources -- Sue Wisler, effective January 1 , 1988 Director of Public Works -- Robert Beckley, effective January 1 , 1988 L Dtr. , Parks & Recreation -- Ronald Reinke, effective January 1 , 1988 Dtr. , Labor Relations -- Ray Pomerville, effective January 1 , 1988 Planning Director -- John Nagy, effective January 1 , 1988 Finance Director -- David Preston effective January 1 , 1988 23852 liw The Mayor indicated the following individuals will remain in their respective positions: Chief of Police -- William Crayk Chief, Fire Department -- Barney Knorp City Librarian -- Michael Deller Personnel Director -- Edith Davis Housing Director -- James Inglis Mayor Bennett then informed the Council of his goals for the coming months and years priority items being, among others, the new Library, the Huron Valley/Rouge Valley Regional Interceptor Sanitary Sewer Project and Plymouth Road. On a motion by Councilman Bishop, seconded by Councilwoman Toy, and unanimously adopted, this 1 ,119th Regular Meeting of the Council of the City of Livonia was adjourned at 7:49 P.M. , January 4, 1988.
