HomeMy WebLinkAboutCOUNCIL MINUTES 1986-07-30 22718 MINUTES OF THE ONE HUNDRED AND NINETY-SEVENTH SPECIAL MEETING IbmOF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter 14 of the City Charter, the above meeting was held July 30, 1986 at the City Hall , 33000 Civic Center Drive, Livonia, Michigan, and was called to order by the President of the Council at approximately 6:30 p.m. Roll was called with the following result. Present: Robert R. Bishop, Joan McCotter, Fernon P. Feenstra, Robert E. McCann, Gerald Taylor and Ron Ochala. Absent. Robert R. Bennett Elected and appointed officials present. George Weible, Assistant City Attorney, Jack Dodge, Director of Finance, G. E. Siemert, City Engineer; John Nagy Planning Director; Russell A. Gronevelt, Director of Public Works, Joan Duggan, Executive Assistant to the Mayor and Michael Deller, City Librarian. imoOn a motion by Councilman McCann, seconded by Councilman Taylor, it was #756-86 RESOLVED, that having considered a communication from the Mayor dated July 28, 1986, to which is attached a copy of a communication from Donald DiComo of Kamp DiComo Associates, P.C. , which sets forth initial cost tabulations for the Civic Center Library and having also considered the report and recommendation of the City Engineer and the City Librarian dated July 30, 1986 which bears the signature of the Director of Finance and is approved for submission by the Mayor, and to which is attached a low bid tabulation list dated July 30, 1986 from Kamp DiComo Associates, the Council does hereby accept the 26 bids recommended by Kamp DiComo Associates, as set forth in the aforesaid attached letter, for the construction of the new Civic Center Library, each of the bids having been in fact the lowest bid received and which action herein is made subject to the approval of the Livonia Building Authority, further, the Council does hereby appropriate and authorize the expenditure of a sum not to exceed $5,000,000 from the Municipal Building Authority proposed bond sale as well as appropriate and authorize the expenditure of a sum not to exceed $885,113 from the City's Library Building Construction Fund for the purpose of making construction payments, and the City Librarian and the City Engineer are hereby authorized to jointly approve minor changes in the work as completed, and the Mayor and City Clerk are hereby authorized to execute a contract for and on behalf of the City of Livonia with the aforesaid bidder and to do all other things necessary or incidental to the full performance of this resolution. 22719 LA roll call vote was taken on the foregoing resolution with the following result. AYES: McCotter, Feenstra, McCann, Taylor, Ochala, Bishop. NAYS. None. On a motion by Councilman Feenstra, seconded by Councilwoman McCotter, it was #757-86 RESOLVED, that having considered a communication from the City Planning Commission dated July 28, 1986, which transmits its resolution 7-195-86, adopted on July 22, 1986, with regard to Petition 86-6-2-24, submitted by Fr. Alex J. Brunett requesting waiver use approval to constrict a church building on the East side of Farmington Road, North of Six Mile Road in the Southwest 1/4 of Section 10, which property is zoned R-3C, the Council does hereby concur in the recomrendation of the Planning Commission and Petition 86-6-2-24 is hereby approved and granted, such approval to be based upon the same conditions as those set forth in the aforesaid recommendation of the Planning Commission. A roll call vote was taken on the foregoirg resolution with the following result. ire AYES McCotter, Feenstra, McCann, Taylor, Ochala, Bishop. NAYS: None. On a motion by Councilman McCann, seconded by Councilman Feenstra, and unanimously adopted, this 197th Special Meeting of the Council of the City of Livonia was duly adjourned at 7 00 p.m. , July 30, 1986.
