MINUTES OF THE ONE HUNDRED AND EIGHT-FIFTH SPECIAL MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter 14 of the City Charter,
the above meeting was held June 28, 1982, at the City Hall, 33000 Civic Center
Drive, Livonia, Michigan, and was called to order by the President of the
Council at approximately 7.53 P.M. Roll was called with the following result:
Present -- Robert E. McCann, Gerald Taylor,Fernon P. Feenstra, Alice Gundersen,
Robert F. Bishop and Robert D. Bennett Absent- Peter A. Ventura.
Elected and appointed officials present: Robert F. Nash, City Clerk,
Patricia L. Miencier, Deputy City Clerk, Harry C. Tatigian, City Attorney;
Jack Dodge, Finance Director, Ronald Mardiros, City Assessor and Captain
William E. Crayk, Police Department.
By Councilman Feenstra, seconded by Councilman Bennett, it was
#490-82 RESOLVED, that having considered the report and recommendation of
the Committee of the Whole, dated June 23, 1982, in connection with
the ordinances and documents which are being considered for adoption in
connection with the award of a franchise for construction, maintenance,
reconstruction and operation of a cable television system within the
City of Livonia, THE COUNCIL DOES HEREBY DETERMINE TO SET A PUBLIC
HEARING WHICH WILL TAKE PLACE BEFORE THE CITY COUNCIL OF THE CITY OF
LIVONIA ON WEDNESDAY, JULY 14, 1982, AT 8.00 P.M., AT THE LIVONIA CITY
HALL, 33000 CIVIC CENTER DRIVE, LIVONIA, MICHIGAN, WITH RESPECT TO THE
PROVISIONS OF THE PROPOSED LIVONIA CABLE TELEVISION REGULATORY ORDINANCE,
AND, FURTHER, THE CITY CLERK IS HEREBY REQUESTED TO HAVE AVAILABLE NO LESS
THAN FORTY (40) COPIES OF THE PROPOSED ORDINANCE FOR DISTRIBUTION ON
DEMAND TO INTERESTED PERSONS FOR A FEE SUFFICIENT TO COVER THE COST OF
THE SAME, FURTHER, THE CITY CLERK IS HEREBY REQUESTED TO NO LESS THAN
SEVEN (7) DAYS PRIOR TO THE AFORESAID DATE OF SAID PUBLIC HEARING TO GIVE
NOTICE OF SAID PUBLIC HEARING IN THE OFFICIAL NEWSPAPER OF THE CITY, OP A
NEWSPAPER OF GENERAL CIRCULATION IN THE CITY OF LIVONIA, AS WELL AS TO POST
A SPECIAL NOTICE IN THE LIVONIA CITY HALL, POLICE HEADQUARTERS, ALL FIRE
STATIONS, THE JACKSON CENTER AND THE SENIOR CITIZEN CENTER, the form of
which notice shall read as follows-

TO ALL PERSONS INTERESTED IN THE PROVISIONS OF TEE
PROPOSED LIVONIA CABLE TELEVISION REGULATORY ORDINANCE•
PLEASE TAKE NOTICE THAT THE COUNCIL OF THE CITY OF LIVONIA WILL
CONDUCT A PUBLIC HEARING AT THE CITY HALL, 33000 CIVIC CENTER DRIVE,
LIVONIA, MICHIGAN, AT 8:00 P.M. ON WEDNESDAY, JULY 14, 1982, WITH RE-
SPECT TO THE PROVISIONS OF THE LIVONIA CABLE TELEVISION REGULATORY
ORDINANCE. THE OFFICE OF THE CITY CLERK WILL HAVE AVAILABLE COPIES
OF THE PROPOSED ORDINANCE FOR DISTRIBUTION ON DEMAND TO INTERESTED
PERSONS FOR A FEE SUFFICIENT TO COVER THE COST OF SAME.

A roll call vote was taken on the foregoing resolution with the following result
AYES: Taylor, Feenstra, Gundersen, Bishop, Bennett and McCann
NAYS. None
By Councilman Taylor, seconded by Councilman Feenstra, it was
4491-82 RESOLVED, that having considered a communication from Wolverir.e
Harness Raceway, 28001 Schoolcraft, Livonia, Michigan 48150, dated
June 24, 1982, with regard to a fireworks display to be conducted during
the evening of Saturday, July 3, 1982, at the D.R C , THE COUNCIL DOES
HEREBY GRANT PERMISSION TO WOLVERINE HARNESS RACEWAY, INC. TO TRANSPORT
AND FIRE AERIAL FIREWORKS ON THE AFORESAID DATE AND AT SAID LOCATION;
PROVIDED, HOWEVER, that this fireworks display shall be subject to
observation by the Livonia Fire Department and shall be conducted in an
area approved by it, FURTHER, that the permission herein granted is
conditioned upon full compliance and adherence to the provisions set
forth in Act 358 of PA of 1968, and the City Clerk is hereby requested
to do all things necessary or incidental to the full performance of
this resolution.
A roll call vote was taken on the foregoing resolution with the following result •
AYES, Taylor, Feenstra, Gundersen, Bishop, Bennett and McCann.
NAYS• None
By Councilman Bennett, seconded by Councilman Bishop, and unanimously
adopted, this 185th Special Meeting of the Council of the City of Livonia was duly
duly adjourned at 7.55 P.M., June 28, 1982.
