MINUTES OF THE ONE HUNDRED THIRTY-SIXTH SPECIAL MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter IV of the City Charter,
the above meeting was held July 7, 1971, at the City Hall, 33001 Five Mile Road,
Livonia, Michigan, and was called to order by the Vice-President of the Council at
approximately 8.00 P. M. Roll was called with the following result: Edward G.
Milligan, Jerry H. Brown, Peter A. Ventura, Jerry Raymond, Robert E. McCann and Robert
D. Bennett. Absent--Robert F. Nash.
Elected and appointed officials presents Edward H. McNamara, Mayor;
Virginia G. Handzlik, Deputy City Clerk, Harry C. Tatigian, City Attorney; Ed Siemert,
City Engineer, and Rudolf R. Kleinert, Director of Public Safety-Fire.
By Councilman Ventura, seconded by Councilman Raymond, it was
#625-71 RESOLVED, that having considered a communication from the City
Engineer, dated July 6, 1971, approved by the Director of Public Works,
and approved for submission by the Mayor, relative to certain water main
relocation work and the installation of a boulevard sprinkler system in
connection with the Five Mile Road Improvement Project, the Council does
hereby concur in and approve of the cost figures which total to
$106,237.67, for those items of work as submitted by the Macomb Concrete
Corporation, low bidder for the Merriman Road to Farmington Road section
of said project, and, furthermore, the Council does hereby authorize the
City Clerk to submit payment in this amount to the Wayne County Road
Commission prior to August 2, 1971, and, furthermore, the Wayne County Road
Commission is hereby requested to perform all field engineering and
inspection work in connection with the water main relocation and sprinkler
system installation, the cost of which is to be added to the City's portion
of the Five Mile Road Improvement Project.
A roll call vote was taken on the foregoing resolution with the following result
AYES : Brown, Ventura, Raymond, McCann, Bennett and Milligan.
NAYS: None.
By Councilman Brown, seconded by Councilman Ventura, and unanimously
adopted, it was
#626-71 RESOLVED, that having considered a report and recommendation of
the Mayor with regard to certain pending legislation in the State Legis-

lature which would purport to amend the State Income Tax Act, the Council
joins with the Mayor in urging State Senator Carl D. Pursell and State
Representative Marvin R. Stempien to do all things necessary to impress
upon the State Legislature the necessity of recognizing the dire need of
cities for additional revenues and, therefore, the imperativeness of
continuing the existing formula in such amendatory legislation of return-
ing 17% of the revenues received by the State through this tax to cities.
By Councilman McCann, seconded by Councilman Ventura, and unanimously
adopted, this 136th special meeting of the Council of the City of Livonia, was duly
adjourned at 8.10 P. M., July 7, 1971.
