HomeMy WebLinkAboutCOUNCIL MINUTES 1968-10-08 9949 MINUTES OF THE ONE HUNDRED TWENTY-SECOND SPECIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held October 8, 1968, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approx- imately 10:00 P. M.. Roll was called with the following result: Present--Edward H. McNamara, Rudolf R. Kleinert, Peter A. Ventura, Jerry Raymond, Robert E. McCann, Robert F. Nash and Edward G. Milligan. Absent--none. Elected and appointed officials present: Addison W. Bacon, City Clerk; Steve Polgar, City Attorney; Harry C. Tatigian, Chief Assistant City Attorney, George Weible, Assistant City Attorney, Robert A. Shaw, Director of Public Works; David L. Jones, Water and Sewer Commissioner; and Charles Cook, Livonia Housing Commission. Council President McNamara read council resolution #1114-68, adopted on September 28, 1968, reconsidered in council resolution #1121-68 and tabled in council resolution #1122-68 on October 2, 1968, to this special meeting of October 8, 1968• RESOLVED, that the Council does hereby request the firm of Miller, Canfield, Paddock & Stone to prepare for submission to the City Council all resolutions, documents, etc. that may be necessary in connection with a proposed $225,000.00 General Obligation Bond Issue, the purpose of which would be to defray the City's portion of the construction cost involved relating to the low income senior citizens housing project Michigan-55-1, known as the Patrick V. McNamara Towers; and the Department of Law and City Clerk are hereby requested to do all things necessary or incidental to fulfill the purpose of this resolution. A roll call vote was taken on the foregoing resolution with the following result: AYES: Nash, Milligan and Kleinert. NAYS : Ventura, *McCann, Raymond and McNamara. The President declared the resolution denied. Councilman McCann made the following statement. My "no" vote is cast because I feel that the Turnkey Method has not been thoroughly investigated by the Livonia Housing Commission. 9950 Council President McNamara read council resolution #1115-68, adopted on September 28, 1968, reconsidered in council resolution #1123-68 and tabled in coun- cil resolution #112+-68 on October 2, 1968, to this special meeting of October 8, 1968. RESOLVED, that having considered a communication from the Livonia Housing Commission, dated September 16, 1968, approved for submission by the Mayor, which transmits its resolution #38-68 adopted on September 12, 1968, wherein the Commission indicates that it did accept the low bid of R. E. Dailey & Company in the amount of $1,312,000.00 for the general construction work relating to the low income senior citizens housing pro- ject Michigan-55-1, known as the Patrick V. McNamara Towers, and subject to certain conditions which are set forth in such resolution #38-68, the Council does hereby determine as follows: 1. The Council does hereby indicate that it does not disapprove of this project, and further that it approves of the said action taken in this regard by the Livonia Housing Commis- sion; and 2. The Council does hereby agree that the City of Livonia will provide $225,000.00 for the purpose of defraying that portion of the construction cost which otherwise is not provided for in the budget established for this project by the Department of Housing and Urban Development; further, the Council does hereby request that the City Clerk forward a certified copy of this resolution to the Livonia Housing Commission for transmission to the Department of Housing and Urban Development. A roll call vote was taken on the foregoing resolution with the following result: AYES: Nash, Milligan and Kleinert. NAYS: *Ventura, McCann, Raymond and McNamara. The President declared the resolution denied. *Councilman Ventura made the following statement: The whole fiasco of Senior Citizens Housing must be laid squarely in the lap of Mayor Moelke and his appointees to the Housing Authority. After years, yes, years of fumbling and mis- mangement on their parts, these people try to foist a greatly overpriced and ill designed monstrosity onto the Senior Citizens, who at this point, understandingly, are ready to accept anything "better than a chicken coop". Mayor Moelke recommends that the taxpayers of this City be asked to vote an additional $225,000 to cover the 9951 additional cost of the Senior Citizens Housing - which additional cost is no doubt IL• due to the rise in cost of construction since the fumbling began. I, for one, cannot in good conscience, vote for the present proposal knowing that an alternate method, the "Turnkey Method", has not been fully explored. By Councilman Ventura, seconded by Councilman McCann, it was #1138-68 RESOLVED, that the Council does hereby request that the Livonia Housing Commission explore the ramifications of the "Turnkey Method" of providing low-cost Senior Citizen housing in high-rise and alternate methods. By Councilman Kleinert, seconded by Councilman Milligan, it was RESOLVED, that this 122nd special meeting of the Council of the City of Livonia, be adjourned. A roll call vote was taken on the foregoing resolution with the following result: AYES: Kleinert, Nash and Milligan. LNAYS: Ventura, Raymond, McCann and McNamara. The President declared the resolution denied. -Councilman Kleinert was excused at 10:30 P. M. for the balance of the meeting. A roll call vote was taken on original resolution with the following result: AYES: Ventura, Raymond, McCann, Nash, Milligan and McNamara. NAYS: None. By Councilman Milligan, seconded by Councilman Nash, and unanimously adopt- ed, this 122nd special meeting of the Council of the City of Livonia was duly adjourn- ed at 10:35 P.
