L MINUTES OF THE SIX HUNDRED THIRD REGULAR MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
On April 15, 1968, the above meeting was held at the City Hall, 33001 Five
Mile Road, Livonia, Michigan, and was called to order by the President of the Council
at approximately 8:15 P. M. Councilman Nash delivered the invocation. Roll was
called with the following result: Present--Robert F. Nash, Edward G. Milligan, Jerry
Raymond, *Rudolf R. Kleinert and Edward H. McNamara. Absent--Peter A. Ventura and
Robert E. McCann (excused).
Elected and appointed officials present: Addison W. Bacon, City Clerk,
Steve Polgar, City Attorney, Harry C. Tatigian, Chief Assistant City Attorney;
Carl J. Wagenschutz, City Treasurer, David L. Jones, Water and Sewer Commissioner;
Henry Sieferd, City Assessor; William J. Strasser, City Engineer, Don Hull, City
Planner; Donald Nicholson, Director of Public Safety; Carl Demek, Superintendent of

Operations Division; Calvin Roberts, Fire Chief, Dan Andrew, Industrial Coordinator,
Victor C. Phillips, Budget Director; Raymond Danaher, Budget Analyst; Ed Siemert,
Assistant City Engineer, and Norman Stalzer of the Parks and Recreation Commission.
By Councilman Milligan, seconded by Councilman Nash, and unanimously
adopted, it was
#34(3-68 RESOLVED, that the minutes of the 602nd regular meeting of the
Council of the City of Livonia, held April 8, 1968, are hereby approved.
By Councilman Nash, seconded by Councilman Raymond, and unanimously
adopted, it was
#341-68 RESOLVED, that the minutes of the 602nd adjourned regular meeting
of the Council of the City of Livonia, held April 10, 1968, are hereby
approved.
Councilman Milligan took from the table for second reading and adoption,
the following Ordinance '

AN ORDINANCE AMENDING SECTION 2 OF THE
ZONING MAP OF THE CITY OF LIVONIA AND
AMENDING ARTICLE III OF ORDINANCE NO. 543,
AS AMENDED, KNOWN AND CITED AS THE "CITY
OF LIVONIA ZONING ORDINANCE," BY ADDING
SECTION 3. THERETO RE: PETITION No.
67-5-1-17 FOR CHANGE OF ZONING FROM RUFA
TO R-8.
A roll call vote was taken on the foregoing Ordinance with the following result
AYES: Nash, Milligan, Raymond and McNamara.
NAYS: None.
The President declared the foregoing Ordinance duly adopted and would become effec-
tive on publication.
Councilman Milligan took from the table for second reading and adoption,
the following Ordinance:
AN ORDINANCE AMENDING SECTION 18 OF THE
ZONING MAP OF THE CITY OF LIVONIA AND
AMENDING ARTICLE III OF ORDINANCE NO. 543,
AS AMENDED, KNOWN AND CITED AS THE "CITY
OF LIVONIA ZONING ORDINANCE," BY ADDING
SECTION 3. THERETO RE: PETITION NO.
67-7-1-26 FOR CHANGE OF ZONING FROM R-3B AND
C-2 TO M-1.
A roll call vote was taken on the foregoing Ordinance with the following result.
AYES: Nash, Milligan, Raymond and McNamara.
NAYS: None.
The President declared the foregoing Ordinance duly adopted and would become effec-
tive on publication.
Councilman Nash took from the table for second reading and adoption, the
following Ordinance .
AN ORDINANCE AMENDING SECTION 18.45 OF
ARTICLE XVIII OF ORDINANCE NO. 543, AS
AMENDED, OF THE CITY OF LIVONIA, KNOWN AND
CITED AS THE "CITY OF LIVONIA ZONING
ORDINANCE RE: PETITION NO. 67-9-6-5
(Protective Walls)

AYES : Nash, Milligan, Raymond and McNamara.
NAYS: None.
The President declared the foregoing Ordinance duly adopted and would become effec-
tive on publication.
By Councilman Nash, seconded by Councilman Milligan, and unanimously adopt-
ed, it was
#342-68 RESOLVED, that the Council does hereby determine and establish
that regular meetings of the Council, commencing on May 8, 1968, shall be
held every Wednesday of each month at 8:00 P. M., and every Wednesday
thereafter, excepting those Wednesdays which are legal holidays, in which
case no regular meeting shall be held during that particular week, and all
previous resolutions are hereby rescinded to the extent that they are
inconsistent herewith.
*Councilman Kleinert arrived at 8.24 P. M.
LBY Councilman Milligan, seconded by Councilman Nash, and unanimously adopt-
ed, it was
#343-68 RESOLVED, that council resolution #326-68, adopted on April 10,
1968, which resolution deferred action on the approval of the Final Plat
of Country Homes Estates Subdivision #3, is hereby rescinded.
By Councilman Milligan, seconded by Councilman Nash, and unanimously adopt-
ed, it was
#344-68 RESOLVED, that the preliminary plat of the proposed Country Homes
Estates Subdivision No. 3, situated in the Southeast 1/4 of Section 8,
City of Livonia, Wayne County, Michigan, having received the tentative
approval of the City Planning Commission on March 29, 1966 by its resolu-
tion #3-57-66, and approved by the City Council on May 1, 1967 by its
resolution #443-67, and a report dated April 2, 1968 from the City
Engineer, approved by the Director of Public Works, indicating that full
compliance has been made with the conditions upon which the preliminary
plat was approved by the Council, the City Planning Commission having
approved the final plat on February 20, 1968 in its resolution #2-22-68,
the Council does hereby determine to grant its approval to the final plat
of Country Homes Estates Subdivision No. 3, located in the Southeast 1/4
L of Section 8, City of Livonia, Wayne County, Michigan, as submitted by
Harry Slatkin Builders, Inc., as proprietors, the proprietors thereof
being required to do all things necessary to obtain full compliance with
the Plat Act, Act 172 of the Public Acts of Michigan of 1929, as amended,
the Plat Ordinance of the City of Livonia, Ordinance No. 500, as amended,
and the resolutions of the City Council of the City of Livonia, Michigan.

By Councilman Raymond, seconded by Councilman Kleinert, and unanimously
adopted, it was
#345-68 RESOLVED, that a representative of the General Ambulance Service
be requested to meet with the Council, at his earliest convenience, to
discuss various conditions under the existing contract between General
Ambulance Service and the City of Livonia.
By Councilman Nash, seconded by Councilman Milligan, and unanimously adopt-
ed, this 603rd regular meeting of the Council of the City of Livonia was duly
adjourned at 8:31 P. M., April 15, 1968.
