HomeMy WebLinkAboutCOUNCIL MINUTES 1967-10-02 SEPCIAL 9021 MINUTES OF THE ONE HUNDRED FIFTEENTH SPECIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held on October 2, 1967, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approx- imately 9:20 P. M.. Roll was called with the following result: Present--Peter A. Ventura, Rudolf R. Kleinert, Jerry Raymond, Robert F. Nash, Jack Salvadore and Edward G. Milligan. Absent-- Edward H. McNamara. Elected and appointed officials present: Addison W. Bacon, City Clerk; Steve Polgar, City Attorney; Harry C. Tatigian, Chief Assistant City Attorney, John T. Dufour, Superintendent of Parks and Recreation, Victor C. Phillips, Budget Director; Frank Kerby, Chief Building Inspector; and Norman Stalzer of the Parks and Recreation Commission. By Councilman Kleinert, seconded by Councilman Nash, it was #1014-67 RESOLVED, that having considered a letter from the Parks and Recreation Commission dated September 21, 1967, approved by the Mayor and Budget Director, which transmits a resolution adopted by the Commission on September 20, 1967, wherein the Commission recommends the acceptance of the four low bidders for the construction of two indoor ice skating rinks and recreation center buildings at Devonshire Park and Henry Ford Field, and the acceptance of alternates Number 3, 4 and M-2, pursuant to the architect's recommendation dated September 14, 1967, incorporating certain detuctive items, the Council does hereby concur in the aforesaid recom- mendation and accept such bids, which are as follows : WEST SIDE CONSTRUCTION CO. Base Proposal $690,600 Alternate No. 1 - Add + 3,240 Alternate No. 2 - Deduct - 7,200 Addendum No. 2 - Accept: Deductions Item No. 1 - Deduct -90,040 Item No. 2 - 2,075 Item No. 5 - 175 Item No. 6 - 2,190 Item No. 7 - 750 Item No. 10 - 1,600 Item No. 11 - 500 Item No. 12 - 1,050 Item No. 24 (Roof Bitumen) - 700 TOTAL CONTRACT AMOUNT $587,560 9022 STANDARD PLUMBING AND HEATING, INC. Base Proposal $152,500 Alternate No. M-2 - 3,600 Addendum No. 2 - Accept Deductions Item No. 15 - 400 Item No. 16 - 1,500 TOTAL CONTRACT AMOUNT $147,000 CHARLES R. BELTZ AND CO. Base Proposal $272,400 Voluntary Alternates - 1,720 TOTAL CONTRACT AMOUNT $270,680 GILLIS ELECTRIC, INC. Base Proposal $ 83,945 Addendum No. 2 Item No. 15 - Add + 250 Item No. 21 - Deduction - 800 TOTAL CONTRACT AMOUNT $ B3,395 GRAND TOTAL $1,088,635 further, the Council does hereby authorize the expenditure of a sum not to exceed $1,088,635.00 from the General Obligation Parks & Recreational Facilities Bonds for these purposes, and the Mayor and City Clerk are hereby authorized to execute contracts for and on behalf of the City of Livonia with the aforesaid bidders and to do all other things necessary or incidental to the full performance of this resolution. A roll call vote was taken on the foregoing resolution with the following result. AYES: Kleinert, Nash, Milligan and Ventura. NAYS: Raymond and Salvadore. The President declared the resolution adopted. By Councilman Nash, seconded by Councilman Kleinert, and unanimously adopted, it was #1015-67 RESOLVED, that the Department of Law is hereby requested to submit a report which sets forth in detail all of the legal steps necessary to establish an authority to be composed of the City of Livonia and the City of Plymouth, and/or others, for garbage or refuse collection or disposal pursuant to state statute (Act 179 of the Public Acts of Michigan of 1947, M.S.A. 5.2725(1) et seq. ), as well as the legal ramifications in connection therewith; further the Department of Law is requested to prepare the resolutions and actions necessary in order to proceed with the creation of such an authority for Council consideration. By Councilman Milligan, seconded by Councilman Nash, and unanimously adopted, this 115th Special Meeting of the Council of the City of Livonia was duly adjourned at 10:53 P. M., October 2, 1967. ;„()774/ 411 • :N.rW y er . 9023 MINUTES OF PUBLIC HEARING ON VARIOUS ZONING PETITIONS On October 9, 1967, the above hearing was held at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approximately 8:05 P. M. Present--Peter A. Ventura, Rudolf R. Kleinert, Edward H. McNamara, Jerry Raymond, Robert F. Nash, and Edward G. Milligan. Absent--Jack Salvadore. Pursuant to Section 23.06 of Ordinance No. 543, the Zoning Ordinance, the City Clerk has duly published and mailed notices fifteen (15) days prior to the hear- ing date to those persons in the area affected by the proposed changes and all other requirements of Ordinance No. 543, the Zoning Ordinance, have been fulfilled. The President stated that in accordance with the provisions set forth in Section 4 of Act 207 of the Public Acts of Michigan of 1921, as amended, the City Zoning Act, (M.S.A. Section 5.2934), as well as Article XXIII of Ordinance 543, the Zoning Ordinance of the City of Livonia, the Council of the City of Livonia is hold- ing a public hearing relative to requests for various changes of zoning within the City. L. Petition 65-8-1-2, submitted by Arthur Pollack, 1802 Washington Blvd. Bldg., Detroit, Michigan, for a change of zoning in Section 12 from R-1 to R-7. There were approximately thirty-five people in the audience. Petition 67-4-1-13, submitted by James Mies, Attorney for Twelve Mile-Dequindre Corp., 29089 Dequindre, Madison Heights, Michigan, for a change of zoning in Section 31 from RUF to C-1. There were approximately forty people in the audience. Petition 67-4-1-15, submitted by Rodney C. Kropf for Chester Koppy, Berti-Koppy, Inc., 12222 Inkster Road, Detroit, Michigan, for a change of zoning in Section 25 from R-1 to P. There were approximately thirty-five people in the audience. Petition 67-5-1-16, submitted by George and Dorothy Reynolds, 38023 Ann Arbor Road, Livonia, Michigan, for a change of zoning in Section 31 from RUF to C-l. There were approximately twenty-seven people in the audience. Petition 67-6-1-18, submitted by James Mies, Attorney for Kenneth G. and Phyllis Bruce, for a change of zoning in Section 11 from R-3 to C-2. There were approximately twenty-five people in the audience. 9024 Petition 67-6-1-20, submitted by William N. Ponder, Attorney for Charles J. Gillies, 19912 Farmington Road, for a change of zoning in Section 3 from R3A to R-7. There were approximately twenty people in the audience. Petition 67-6-1-21, submitted by the City Planning Commission on its own motion to rezone property in Section 13 from RUFB to PS. There were nine people in the audience. Questions and comments from interested persons were given due consideration by the Council, a transcript of which is on file in the Office of the City Clerk.
