Councilman McNamara delivered the invocation. Roll was called with the following result Present-- Rudolf R. Kleinert , Peter A Ventura, Daniel C . Allen, John F . Dooley, Edward H. McNamara and James R. McCann. Absent-- John T Daugherty. Elected and appointed officials present Addison W. Bacon, City Clerk, Steve Polgar, City Attorney, Harry C . Tatigian, first Assistant City Attor- ney, Robert A. Shaw, Director of Public Works, Victor C . Phillips , Budget Director; John Nagy, Assistant City Planner, Victor Beale, Keep Livonia Beautiful Committee, William J. Strasser , Chief City Engineer; Thomas J. Griffiths , Jr . , Chief Accountant , Daniel R. Andrew, Industrial Coordinator, David L. Jones , Water and Sewer Commissioner, Donald Maiffert , Chairman, Water and Sewer Board, and John Dufour, Superintendent , Parks and Recreation. By Councilman McNamara, seconded by Councilman Dooley, it was #425-65 RESOLVED that , the minutes of the 491st regular meeting of the Council of the City of Livonia , held April 21 , 1965 , are hereby approved. A roll call vote was taken on the foregoing resolution with the following result: AYES: McNamara, *McCann, Ventura , *Allen, Dooley and Kleinert . NAYS None. *Councilmen McCann and Allen abstained from voting, which is recorded as a "Yes" vote under the provisions of Section 19 of Ordinance No . 27 , as amended. The President declared the resolution adopted. Page 7159 The report dated April 27 , 1965 , from the Director of Public Works , imregarding a fire at 20500 Newburgh Road, Livonia, on Sunday, April 25 , 1965 , was received and filed for the information of the Council . The report dated April 21 , 1965 , from the City Assessor concerning 1965 Assessment Rolls , was received and filed for the information of the Council The communication dated April 23, 1965 , from the Department of Law giving a brief summary and final disposition of Civil Action No . 43863, was received and filed for the information of the Council . By Councilman Allen, seconded by Councilman McCann and unanimously adopted, it was #426-65 RESOLVED that , having considered a letter dated April 28 , 1965 , from the City Assessor, with respect to the current assessment placed on club swimming pools located within the City, the Council does hereby authorize the City Assessor to take whatever steps are necessary in order to institute an appeal of such assessments on club im swimming pools to the State Tax Commission. By Councilman McNamara, seconded by Councilman McCann and unanimously adopted, it was #427-65 RESOLVED that , having considered a communication dated February 3, 1965 , from the Chief City Engineer, approved by the Director of Public Works , which transmits a revised assessment schedule for the Levan Road Paving project , in accordance with the Council ' s findings made at the apportionment hearing held on February 1 , 1965 , the Council does hereby refer same to the City Assessor for the prep- aration of a revised assessment roll in the manner and amounts as therein specified. By Councilman McNamara, seconded by Councilman McCann and unanimously adopted, it was #428-65 RESOLVED that the communication dated April 12 , 1965 , from the Michigan Liquor Control Commission, regarding application from Quemal Makesout , 20237 Schoenherr Road, Detroit 5 , Michigan, for a new full year Class C license to be located in the City of Livonia, is hereby referred to the Committee of the Whole for its considera- tion along with all other such applications. irBy Councilman Ventura, seconded by Councilman Dooley and unanimous- ly adopted, it was #429-65 RESOLVED that , having considered a letter dated April 19 , 1965 , from Glenn A. Reynolds , District Director for Muscular Dystrophy Associations of America , Inc . , Wayne County Chapter, 205 Fine Arts Building, 58 W. Adams , Detroit 26 , Michigan, regarding a contemplated fund-raising drive to be conducted during the month of May and con- cluding on June 8 , 1965 , the Council does hereby take this means to inform such organization that the City of Livonia has existing ordi- nances regulating this type of activity and, therefore, refers this organization to the City Clerk and the Livonia Police Department By Councilman Ventura, seconded by Councilman Dooley and unanimously adopted, it was #430-65 RESOLVED that , having considered a communication dated April 25 , 1965 , from Irwin J. Winston, Cmdr. , Lt . Raymond Zussman Post No . 333 of Jewish War Veterans of the United States of America , 29543 Mark Lane, Livonia, requesting permission to selly poppies in Livonia, requesting permission to sell poppies in Livonia, the Council does hereby give its permission to the aforesaid Lt . Raymond Zussman Post No . 333 , and any other interested veterans organization, to sell poppies on the streets of the City of Livonia on the eve of Poppy Day, May 19 , 1965 , and on Poppy Day, May 20 , 1965 . By Councilman McNamara, seconded by Councilman McCann and unanimously adopted, it was Page 7163 #431-65 RESOLVED that , having considered a letter dated March 5 , 1965 , from the Michigan Liquor Control Commission, and the report and recommendation dated April 22 , 1965 , from the Director of Public Safety , in connection therewith, the Council does hereby approve of the request from Cipriano , Inc. , for transfer of stock interest in 1964 Class C licensed business with Dance Permit (Pen Mar) located at 31735 Plymouth Road, Livonia , Michigan, through sale of stock by Peter Cipriano to Hubert L. Gedrich, remaining stockholder, and the City Clerk is hereby requested to forward a certified copy of this resolution to the Michigan Liquor Control Commission By Councilman McCann, seconded by Councilman McNamara , it was #432-65 RESOLVED that , having considered a communication dated April 26, 1965 , from the Department of Law in regard to grants of easements obtained in connection with the proposed Melody Manor sanitary sewers (Area 5d of the Master Sanitary Sewer Program - Phase II) , the Council does hereby accept for and on behalf of the City of Livonia, the following described grants of easement from Greenfield Construction Co.
