Mo Councilman Ventura delivered the invocation. Roll was called with the following result: Present— Rudolf R. Kleinert, Peter A. Ventura., John T. Daugherty., Daniel Ce Allen., John F. By Councilman Daugherty,, seconded by Councilman Dooley and unanimously adopted,, it was #492-64 RESOLVED that, the minutes of the 453rd regular meeting of the Council of the City of Livonia held June 3. 1964, are hereby approved, *Councilman Edward H. McNamara arrived at 8:20 P. M. An Ordinance Amending Section 4 of the Water Rate Ordinance of the City of Livonia., Ordinance No. 396, as amended, introduced on June 3. 1964, by Councilman McNamara$ was taken from the table and a roll call vote conducted thereon with the following result: AYES: Ventura., Daugherty., Allen, Dooley., McNamara., McCann and Kleinert* NAYS: None. The President declared the foregoing Ordinance duly adopted and would become effective on publication* Page 6655 By Councilman Dooley, seconded by Councilman McNamara and unanimously adopad, it was #493-64 RESOLVED that,, having considered the letter dated June 2, 1964s. from the Personnel Director, regarding Civil Service Commission resolution of May 12, 1964, concerning the classification of Police Dispatcher, establishing the same as a regular permanent full-time classification under the classified service, the Council does hereby concur in the action of the Civil Service Commission. By Councilman Dooley, seconded by Councilman McNamara and unanimously adopted, it was #494-64 RESOLVED that, having considered a letter dated May 20, 1964, from Brady and Goulet, attorneys, in behalf of Robert Schwartz, concern- ing employment as an umpire in the Department of Recreations, the Council does hereby refer the same to the Department of Law for its report and comments in connection with the legal questions therein raised, particularly whether or not the person an question does have Civil Service status, By Councilman McNamara, seconded by Councilman Dooley, it was #495-64 RESOLVED that, having considered the .report and recommendation dated May 19, 1964, from the Superintendent of Operations Division, ap- proved by the Director of Public 6orks and Budget Director, in regard to bids received for various aggregates, Gravel, Slag and Stone, the Council does hereby accept the following respective bids for such materials: 1) The bid of Edw. C. Detroit 27, Michigan, for the following materials to the City of Livonia: 32A Stone aggregate picked up at pit at $2.35 per ton Mason Sand at $1.52 per tan delivered to yard such having been in fact the lowest bids received for these items; 5) The identical bids of Hayes Washed Sand & Gravel Co., Box 157., Northville, Michigan., and Holloway- Sand & Gravel Co,, 10930 W. Six Mile Road, Northville, Michigan., for supplying the City of Livonia with: 22k Gravel delivered to yard at $1,00 per ton; and 22A Gravel spread on streets at $1.00 per ton the City to purchase fifty per cant of its requirements frau each supplier, such having been ih fact the lowest bids received for these items, -A, roll call vote was taken on the foregoing resolution with the following result: AXES: Ventura, Daugherty,, 411en., Dooley., McNamara,, McCann and Kleinert. By Councilman Dooley, seconded by Councilman McNamara,, it was RESOLVED that, having considered the report and recommendation dated May 27j, 1964, from the Superintendent of Operations Division., ap- proved by the Director of Public Works and Budget Director, in regard to bids received for various Bituminous MaterialsO the Council does hereby accept the following respective bids for such materials: 1) The bid of Cadillac ksphalt Paving Company., 12490 Evergreen Road., Detroit 28, Michigan,, for supplying Gold Patch (CP 1-3) to the City at a price of $7,50 per ton delivered and $6.75 per ton pickup, such having been in fact the lowest bids received for these items; 2) The bid of Barrett Division., IUlied Chemical Corporation., P. 0. Box 1145., Romulus., Michigan., for supplying Blacrete Mix to the Citar at a price of $9.28 per ton delivered and $8.50 per ton pickup., such having been in fact the lowest bids received fof these items; 3) The bid of Ann Arbor Construction Company,, 221 Felch Street, Am Arbor,, Michigan, for supplying Kling Coldpatch to the City at a price of Page 6657 $10.66 per ton delivered, and $9,60 per ton pickup, such having been in fact the lowest bids received for these items; 4) The bids of Allied Materials Corporation., 5200 East Nevada., Detroit 34, Michigan., and Bituminous Materials Co. Inc,,., Box #319,, Jackson, Michigan., both to supply the City with Asphalt Emulsion (AE 1-3) at a price of $0.1300 per gallon delivered., for the reasons outlined in the recommendation of the Superintendent of Operations; both having been in fact the lowest bids received for this item; 5) The bids of Leonard Refineries, Inc,, Alma, Michi6an., and Great Lakes Asphalt & Petroleum Co.., 521 N. Washington Avenue$ Lansing 30,, Michigan., for supplying the City with Rapid Cure Asphalt (RC 1-4) at a price of $.1325 per gallon delivered, and Medium Cure Asphalt (MC 0-4) at a price of $*3-300 per gallon delivered as stated in the recanmendation of the Superintendent of Operations; both having been in fact the lowest bids received for these items; 6) The bid of Cadillac Asphalt Paving Company., 12490 Evergreen Road, Detroit 28, Michigan., for supplying the City with 33A and 25,k Slag Aggregates and 31A and 25A Natural Aggregates delivered at $7.95 per ton., such having been in fact the only bid received for these items; and the low bid of Barrett Division., Allied Chemical Corporationj, P. 0* Box 245, Romulus, M:kh igan, for supplying the City with 31k and 25A Natural kggregates picked up at $5,90 per ton,and 33A and 25k Slag Aggregates picked up at $7.00 per ton.,this having been in fact the low bid for these items, and accept the bid of Cadillac Asphalt Paving Company for picking up these materials at $7,00 per ton for the reasons outlined in the recommendations of the Superintendent of Operations, By Councilman Daughertyq seconded by Councilman Ventura., it was RESOLVED that,, the foregoing resolution be anended by deleting item 6 in reference to natural aggregates. A roll call vote was taken on the amendment with the following result: AYES: Ventura, Daugherty., Allen and McCann* WtYS: Dooley., McNamara and Kleinert. NAYS: None. The President declared the resolution., as amended., adopted. By Councilman Daugherty, seconded by Councilman McNamara., it was RESOLVED that, the bids in paragraph 6 of the report from the Superintendent of Public works, dated May 27, 1964, be readvertised for on the basis of delivery to the Livonia DPW Yard. By Councilman Ventura, seconded by Councilman McCann., it was #497-64 RESOLVED that., paragraph 6 of the report from the Superintendent of Public Works, dated May 27, 1964, regarding bids for certain natural aggregates, be tabled to the next meeting of the Council. A roll call vote was taken on the foregoing resolution with the following result: AYES: Ventura,, Allen, McNamara and McCann. NAYS: Daugherty., Dooley and Kleinert. The President declared the resolution to table adopted. By Counci3man McNamara., seconded by Councilman Dooley and unanimously adopted, it was Page 6659 #498-64 RESOLVED that., the letter dated April 281 1564,,from the City Assessor requesting an appropriation for purchase of a Remington Rand Calculator, is hereby referred to the Mayor for his report and recommenda- tion. By Councilman McNamara., seconded by Councilman McCann and unanimously adopted, it was #499-64 RESOLVED that, having considered a letter dated June 3., 1964., from Klein and Shenkman, concerning the denial by the City, Planning Com - =1 mission on June 2., 1961, of permission to erect a sign which exceeds the height permitted by City Ordinance in connection with Petition M-321., the Council does hereby grant permission to erect the sign in accordance with said petition and subject to all other ordinances except height provisions* By Councilman Ventura, seconded by Councilman McCann, it was #500-64 RESOLVED that, having considered a letter dated May 26,. 196 4., from Curtis F. Druckrey, 37128 Ladywood Roadq Livonias Michigan, concern- ing the change of name of Ladywood Avenue to Rayburn Avenue in Country Homes Estates$ the Council does hereby refer the same to the City Planning Commission and the Chief City Engineer for report and recommendation, A, roll call vote was taken on the foregoing resolution with the following results AYES: Ventura.. Daugherty, Allen, McNamara.9 McCann and Kleinert. NAYS: Dooley. The President declared the resolution adopted. By Councilman Daugherty., seconded by Councilman Ventura., it was #501-64 RESOLVED that., the recommendation dated June 3., 196 4., from the Engineering Division, regarding reduction of bond for Country Homes Estates Subdivision No. 22 is hereby tabled pending a determination as to the paving of Levan Road. A roll call vote was taken on the foregoing resolution with the following result: AYES: Ventura., Daugherty, Allen and McCann, NAYS-. Dooley, McNamara and Kleinert. The President declared the resolution adopted, On motion of Councilman Dooley, seconded by Councilman McCann and unanimously adopted., this 454th regular meeting of the Council of the City of Livonia was duly adjourned at 9:25 P.
