MINUTES OF THE EIGHTY-SECOND SPECIAL MEETING OF THE
COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter IV of the City Charter,
the above meeting was held on December 30, 1963, at the City Hall, 33001 Five Mile
Road, Livonia, Michigan, and was called to order by the President of the Council
at approximately 7:35 P. M. Roll was called with the following result: Present--
Sydney B. Bagnall, John T. Daugherty, Rudolf R. Kleinert, John F. Dooley, Edward H.
McNamara, James R. McCann and William E. Parks. Absent-- None.
The following preamble and resolution were offered by Councilman Kleinert
and supported by Councilman Daugherty:
#981-63 WHEREAS, there is pending before the Municipal Finance Commission
an application for approval of $1,950,000.00 Wayne County Metropolitan
Sewerage and Sewage Disposal System Bonds (Livonia Section), Series II;
AND WHEREAS, the Municipal Finance Commission has requested
that the City Council of the City of Livonia approve the estimated cost
of the proposed project and the proposed fees of the bond attorney and
financial consultant in connection with said bond issue;
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Livonia after having reviewed
the estimated cost of the proposed project as above described and after
examining the proposed fees of the bond attorney and financial consultant
finds the same to be reasonable and approves the same.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Daugherty, Kleinert, Dooley, McNamara, McCann, Parks and Bagnall.
NAYS: None.
By Councilman McNamara, seconded by Councilman Kleinert and unanimously
adopted, it was
#982-63 RESOLVED that, having considered the communication dated Decem-
ber 24, 1963, from the United States Post Office Department, signed by
J. Jehowski, real estate officer, regarding Petition M-275, which petition
had recently been acted upon by the City Planning Commission on December 10,
1963; and in accordance with the provisions of Section 17.02 of Ordinance
No. 30, the applicant did appeal the action of the City Planning Commission
within ten (10) days required under the above-named ordinance; therefore,

the City Council hereby reverses said determination of the City Planning
Commission as to the condition that the petitioner erect a sign permitting
owners of Post Office boxes to park at the rear of the building, it being
the opihion of this Council that the use of various areas surrounding the
Post Office building rightfully come within the administrative authority
of the local Postmaster to make necessary arrangements to accommodate all
patrons as the need develops.
On motion of Councilman McCann, seconded by Councilman Daugherty and
unanimously adopted, this 82nd Special Meeting of the Council of the City of Livonia
was duly adjourned at 7:55 P. M., December 30, 1963.
