Home My WebLink AboutCOUNCIL MINUTES 1964-05-25 SPECIAL Page 6610 MINUTES OF THE EIGHTY-SEVENTH SPECIkL MEETING (F THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held on May 25, 1964, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at ap- proximately 8:05 P. M. Councilman Dooley delivered the invocation. Roll was called with the following result: Present-- Rudolf R. Kleinert, Peter A. Ventura, Daniel C. Allen, John F. Dooley, Edward H. McNamara and James R. McCann. Absent-- None. Elected and appointed officials present: Addison W. Bacon, City Clerk; Virginia Handzlik, Deputy City Clerk; Harry Smit, City Attorney; Harry C. Tatigian, first Assistant City Attorney; Robert A. Shaw, Director of Public Works; Victor C. Phillip, Budget Director, Thomas J. Griffiths, Jr., Chief Accountant; William J. Strasser, Chief City Engineer; John Hiltz, Consulting Engineer; James Miller, Per- sonnel Director; and John Dufour, Superintendent, Parks and Recreation. By Councilman McNamara, seconded by Councilman Dooley, it was #433-64 RESOLVED that, having considered the letter dated May 22, 1964, from the Chairman of the Parks and Recreation Commission, and a letter dated May 22, 1964, from Livonia Youth, Inc., also a letter dated May 22, 1961 , from the Livonia Commission for Children and Youth, with respect to the operation of teen centers at Franklin, :lentley and Clarenceville High Schools for an eight week period beginning June 22, 1964, the Council does hereby transfer the sum of $3,000.00 from the Unallocated Fund to the Parks and Recreation Budget in order to provide personnel for the supervision of these centers, and that the funds with respect to any particular school are contingent upon the school district making the school facility avail- able and defraying the cost of custodian services. A roll call vote was taken on the foregoing resolution with the following result: AYES: Dooley, McNamara, McCann, Ventura, Allen and Kleinert. NAYS: None. By Councilman Dooley, seconded by Councilman McCann and unanimously. adopted, it was #434-64 RESOLVED that, having considered the report and recommendation of the City Clerk relative to the designating of polling places for Page 6611 Precincts #39 and #402 the Council does hereby designate Coolidge School, locatA at 30500 Curtis Avenue as the polling place for Precinct #39, and the Webster School, located at 37750 Lyndon Avenue, as the polling place for Precinct #40. By Councilman Ventura, seconded by Councilman McNamara, it was #435-64 RESOLVED that, having considered the letter dated May 4, 1964, from the Department of Law, concerning the amount of the bond for elected and appointed constables, and in accordance with the recommendation of the Department of Law, the Council does hereby determine that the bond for constable shall be $5,000.00, which shall be filed by the Constable before he enters upon his duties and shall be filed within the time prescribed by law for filing of his official oath, and further, the City Clerk is authorized to do all things necessary to the full performance of this resolution. A roll call vote was taken on the foregoing resolution with the following result: AYES: Dooley, McNamara, McCann, Ventura, Allen and Kleinert. NAYS: None. By Councilman McNamara, seconded by Councilman McCann and unanimously adopted, it was #436-64 RESOLVED that, having considered a letter dated May 13, 1964, from the Livonia Meadows Home Association, with regard to a children's Memorial Day Parade to be held on May 30, 1964, for approximately one hour in the morning, and the blocking off of certain streets at the following described locations: Bobrich at the intersection of Deering, Rougeway atihe intersection of Bobrich„ Dolores at the intersection of Vargo, Vargo at the intersection of Pershing, Dolores at the intersection of Pershing, and Bennett at the intersection of Deering; The Council does hereby approve and grant permission to said association, subject to the approval of the Department of Puulic Safetv; and further, does hereby request that the Director of Public Safety extend the assistance of the Police Department with respect to these activities. The letter from Robert H. Cain, President of the Livonia Board of Education, dated May 5, 1964, regarding the Northwestern Child Guidance Clinic, was received and filed for the information of the Council. By Councilman McNamar; seconded by Councilman Ventura and unanimously adopted, it was Page 6612 #437-64 RESOLVED that, having considered a letter dated May 8, 1964, from Mrs. Frank Almas, 8808 Harvey, Livonia, Michigan, regarding the installation of a street light to be located at the corner of Joy Road and Harvey, the Council does hereby refer the same to the Chief City Engineer for his report and recommendation. By Councilman Ventura, seconded by Councilman Allen, it was #438-64 RESOLVED that, having considered a letter dated May 18, 1964, from the Livonia Show Train, Inc., by Phillip 0. Tanguay, Executive Com- mittee, regarding a parade to be held on Sunday, July 5, 1964, commencing between 1:00 P.M., and 2:30 P.M., from Sheldon Center and proceeding east on Plymouth Road to and northward on Middlebelt Road to the Middlebelt Road entrance of the Detroit Race Course, in connection with the Livonia Show Train Festival, the Council does hereby approve and grant its permission to Livonia Show Train, Inc., to conduct such parade and does hereby direct the Director of Public Safety to extend the assistance of the Police De- partment with respect to all matters under its jurisdiction which may be pertinent to the success of same; and the Council does hereby request the Michigan State Highway Department to close Plymouth Road to traffic as necessary to accommodate said parade; and the Council does further request that the Board of Wayne County Road Commissioners close Middlebelt Road to traffic as necessary to accommodate said parade; and the City Clerk is hereby requested to forward two copies of this resolution to the City's Traffic Bureau for transmission to the State Highway Department and the Board of Wayne County Road Commissioners; and further, the Council does deem that the activities here involved are non-profit in nature and under the provisions of Ordinance No. 375, are entitled to be exempt from licensing and licensing fee requirements. A roll call vote was taken on the foregoing resolution with the following result: AYES: Dooley, McNamara, McCann, Ventura, Allen and Kleinert. NAYS: None. The report of the Municipal Court for the month of April, 1964, was re- ceived and filed for the information of the Council. By Councilman Ventura, seconded by Councilman McNamara, it was #439-64 RESOLVED that, having considered the report of the Finance and Insurance Committee, dated May 11, 1964, a letter dated Mer 6, 1964, from the Mayor, to which are attached copies of letters from the Civil Service Commission, dated April 1, 1964, and from the Budget Director, dated May 5, 1964 and May 6, 1964, as well as a letter dated May 22, 1964, from the Budget Director, submitted pursuant to resolution #428-64, the Council does hereby in part concur with the recommendations of the Civil Service Com- mission and does further recommend and suggest the concurrence of the Civil Service Commission of the following schedule for adoption: Classification tabor and Trade Concur with the recommendation of the Civil Service Commission with the exception that Page 6613 the Water Operator Mechanic II classification L shall be increased from 2.92 to 2.95. Clerical Concur in the recommendation of the Civil Service Commission. Engineering Concur in the recommendation of the Civil Service Commission. Inspection (Building Inspection Group) Reject the recom- mendation of the Civil Service Commission. Library Concur in the recommendation of the Civil Service Commission. By Councilman Dooley, seconded by Councilman McCann, it was Page 6615 #440-64 RESOLVED that, having considered the letter dated May 25, 1964, from the Chief City Engineer, approved by the Director of Public Works, regarding sanitary sewers, Area 5A, Parkwood Subdivision, the Council does hereby authorize the Department of Law to negotiate the purchase of an easement 10 feet in width within an existing easement, 18 feet west of the north and south 1/4 section line on Harrison, south of Six Mile Road, for the sum of $500.00; and does approve the expenditure of $500.00 from the Capital Expenditure Fund of the Sewer Department of the Water and Sewer Division, such sum being properly a part of the recently sold $1,950,000.00 Sewer Bond Issue. A roll call vote was taken on the foregoing resolution with the following result: AYES: Dooley, McNamara, McCann, Ventura,Allen and Kleinert. NAYS: None.
