HomeMy WebLinkAboutCOUNCIL MINUTES 1963-11-18 SPECIAL Page 6324 MINUTES OF THE EIGHTY-FIRST SPII,CIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held on November 18, 1963, at the City Hallo 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approximately 9:00 P. M. Roll was called with the following result: Present-- Sydney B. Bagnall, John T. Daugherty, Rudolf R. Kleinert, Edward H. McNamara and James R. McCann. Absent-- William E. Parks and *John F. Dooley. By Councilman Kleinert, seconded by Councilman McNamara, it was #892-63 RESOLVED that, the budget for the next fiscal year commencing December 1, 1963, and ending November 30, 1964, providing for estimated revenues of $3,868,172.002 estimated surplus of $130,000.00, and estimated expenditures of $3,998,172.00, and estimated refuse disposal income of $328,659.001 and estimated refuse expenditures of 028,659.00, be and hereby is determined and adopted and appropriations made as provided by the City Charter; that all proceedings on s aid budget be and hereby are approved as being in fill compliance with the City Charter, that a public hearing thereon was held on November 18, 1963, after proper notice thereof being published in The Livonian, the official newspaper of the City, on November 13, 1963, and The Detroit Free Press on November 6, 1963; and provided further, that the City Clerk shall publish or cause to be published this resolution together with the minutes of this meeting and do all other things necessary or incidental to the full performance of this resolution. A roll call vote was taken on the foregoing resolution with the following result: AYES: Daugherty, Kleinert, McNamara, McCann and Bagnall. NAYS: None, By Councilman McCann, seconded by Councilman Kleinert, it was #893-63 RESOLVED that, pursuant to Section 5, Chapter VII and Section 1 of Chapter VIII of the Charter of the City of Livonia, the Council does hereby establish a tax levy of five (5) mills, i. e., five-tenths (5/10) of one (1) percentum of the State equalized assessed valuation of all real and personal property subject to taxation in the City of Livonia for the fiscal year commencing December 1, 1963, and ending November 30, 1964, and in addition to the above amount which is authorized to be levied for general purposes by the Charter of the City of Livonia: (a) The Council does hereby establish a tax levy of one (1) mill, i.e.2 1/10 of one (1) percentum of the State equalized assessed valuation of all real and personal property ibject to taxation in Page 6325 the City of Livonia for the fiscal year set out above, pursuant to the provisions of Act 298 of the Public Acts of 1917, for the purpose of establishing, operating, maintaining and administering the Municipal Garbage Collection System and/or plant for the collection and disposal of garbage and refuse in the City of Livonia; in addition to the amount authorized to be levied for general municipal purposes; (b) The Council does hereby establish a tax levy of .08 mills, i. e., 8/1000 of one (1) percentum of the State equalized assessed valuation of all real and personal property subject to taxation in the City of Livonia for the fiscal year set out above for the purpose of debt retirement on the 1959 Fire Station Bond Issue; in addition to the amount which is authorized to be levied for general municipal purposes; (c) The Council does hereby establish a tax levy of .O4 mills, i, e., 1/1000 of one (1) percentum of the State equalized assessed valuation of all real and personal property subject to taxation in the City of Livonia for the fiscal year set out above for the purpose of debt retirement on the 1960 Public Library Bond Issue; in addition to the amount which is authorized to be levied for general municipal purposes; (d) The Council does hereby establish a tax levy of .16 mills, i. e., 16/1000 of one (1) percentum of the State equalized assessed valuation of all real and personal property subject to taxation in the City of Livonia for the fiscal year set out above for the purpose of debt retirement on the 1954 Middle Rouge Interceptor Bond Issue; in addition to the amount which is authorized to be levied for general municipal purposes; and provided further, that the Wayne County Bureau of Taxation, City Assessor, City Treasurer and City Clerk are hereby authorized and directed to do all things necessary or incidental to the full performance of this resollution, and the City Clerk is requested to immediately transmit copies of this resolution to each of the above offices. A roll call vote was taken on the foregoing resolution with the following result: AYES: Daugherty, Kleinert, McNamara, McCann and Bagnall. NAYS: None. *Councilman John F.Dooley arrived at 9:09 P. M. By Councilman McNamara, seconded by Councilman Daugherty, it was #8911-63 RESOLVED that, in accordance with the provisions of Chapter 20 of Act 140 of the Public Acts of 1956, otherwise known as the Drain Code of 1956, and in order to raise the sum necessary to pay: (a) Installment No. 5 of the assessment for improving Livonia Drain No. 1, which installment is due April 1, 1961 , and to pay the interest on the unpaid balance, which interest is also due April 1, 1964; (b) Installment No. 3 of the assessment for improving Livonia Drain No. 2, which installment is due April 1, 1964, and to pay the interest Page 6326 on the unpaid balance, which interest is also due on April 1, 1964; and (c) Installment No. 2 of the respective assessments for improving Livonia Drains Nos. 3, 5, 6, 7, 8, 9 and 10 and the Bakewell Drain, which respective installments are each due April 1, 1964, and to pay the interest on the respective unpaid balances, which interest payments are also due on April 1, 1964; the Council of the City of Livonia does hereby determine that there shall be and does hereby establish a tax levy of 2.17 mills of the State equalized valuation of all real and personal property subject to taxation in the City of Livonia for the purpose of providing sufficient revenues to meet and pay the said installments and interest payments and, in this connection, the City Council does hereby elect to have such tax levy spread upon the County tax roll; and the Wayne County Bureau of Taxation, Office of the Wayne County Drain Commissioner, City Treasurer, City Assessor and City Clerk are hereby authorized and directed to do all things necessary or incidental to the full performance of this resolution, and the City Clerk is hereby requested to immediately transmit copies of this resolution to each of the above offices. A roll call vote was taken on the foregoing resolution with the following result: AYES: Daugherty, Kleinert, Dooley, McNamara, McCann and Bagnall. NAYS: None. Page 6329 The following resolution was unanimously introduced, supported and adopted: #895-63 w'HER1iAS, the members of the Livonia City Council have learned with great sorrow of the sudden passing of Donald L. Bachman, Sr., and WHEREAS, Donald L. Bachman, Sr., was appointed to the Cityts Traffic Commission on November 27, 1962, and has served as Chairman of the Commission since May 16, 1963, and until his sudden passing, and was a leading and most respected citizen of this community, and WHEREAS, Donald L. Bachman, Sr., contributed freely his time and knowledge to the betterment of this community; NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Livonia believes it fitting and proper to record its recognition of the fruitful service of Donald L. Bachman, Sr., to the City of Livonia, and does hereby record its bereavement which it shares with his family and the Community in the great loss sustained by reason of his death. On motion of Councilman Daugherty, seconded by Councilman McNamara and unanimously adopted, this 81st Special Meeting of the Council of the City of Livonia was duly adjourned at 9:12 P.
