HomeMy WebLinkAboutCOUNCIL MINUTES 1961-02-27 SPECIAL Page 4710 MINUTES OF THE FIFTY-NINTH SPECIAL MEETING OF THE COUNCIL Lim OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held on February 27, 1961, at 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approximately 7:30 p.m. Roll was called with the following result: Present - Sydney B. Bagnall, John T. Daugherty, Rudolf R. Kleinert, Austin T. Grant, Jack Salvadore and James R. McCann; Absent -- *William N. Ponder. Mayor William W. Brashear spoke to the Council for the pur- pose of emphasizing the importance of the City' s participation in the proposed Wayne County Sewage Disposal Project, as proposed by the Wayne County Department of Public Works. Also present were Mr. George Bingham, Director of Wayne County Department of Public Works, and Mr. Julius Pochelon, of Kenower , McArthur and Company, to answer the City Council' s questions. By Councilman Kleinert , seconded by Councilman Salvadore , it was RESOLVED, that the form of an agreement by and bet- ween the City of Livonia and the County of Wayne for the construction of the Rouge Valley Sewage Disposal System and the payment of the cost thereof, as submitted to the City of Livonia and examined by the City Attorney, be and the same is hereby approved subject only to such changes or modifications as may be necessary to further the project but which in no way increase the obligations of the City of Livonia; further, that the City Attorney be authorized to examine and finally approve the contract and all amend- ments thereto; and further, that the Mayor and the City Clerk be and are hereby authorized and directed to affix their signatures to such contract on behalf of the City of Livonia and to do all things reasonably necessary or incidental to the full performance of this resolution. Page 4711 After much discussion on parliamentary procedure, the above resolution was ruled out of order by the President of the Council. *Councilman Ponder arrived at 8:11 p.m. The President relinquished the Chair to the Vice President at 8:24 p.m. to speak on the subject of the Wayne County Sewage Disposal System Project. The President resumed the chair at 8:30 p.m. By Councilman Ponder, seconded by Councilman Grant, it was #110-61 RESOLVED, that the Livonia City Council hereby agrees in principle with the need for the construction of the Rouge Valley Sewage Disposal System, pursuant to the proposed contract method between the County of Wayne and the various municipalities; and will submit its final answer as soon as the Council has a chance to study the proposed contract; that a copy of this resolution be for- warded to the appropriate County agency. A roll call vote was taken on the foregoing resolution with the follow- ing result : AYES : Ponder, Kleinert, Salvadore, Daugherty*, McCann*, Grant and Bagnall. NAYS : None. *Councilmen Daugherty and McCann abstained from voting, which, pur- suant to Section 19 of Ordinance No. 27, as amended, is recorded as an "aye" vote. On motion of Councilman Ponder, seconded by Councilman Grant and unanimously adopted, this 59th Special Meeting of the Council of the City of Livonia was duly adjourned at 9 :11 p.m. , February 27, 1961. ,SIA' IE W.
