MINUTES 0 ' THE THIRTY-SIXTH SPECIAL FEETING OF THE
COUNCIL OF THE CITY OF LIVONIA
On October 25, 1956, the above meeting was held at 33001 Five Mile Road,
Livonia, Michigan, and was called to order at approximately 8:07 P. M., by the
President of the Council, Austin T.Grant. Roll was called with the following result:
Present-- Austin T. Grant, Frank O'Neill, S,rdney B. Bagnall, Rudolf R. Kleinert,
David L. Jones, Peter A. Ventura and John T. Daugherty. Absent-- None.
The City Clerk, Marie W. Clark, read a letter dated October 25, 1956, from
Michael Berry, attorney. The City Attorney read the stipulation agreed to by George
Harmon and his attorneys and signed on behalf of the City of Livonia by the Mayor,
City Clerk, City Attorney and special counsel.
By Councilman Ventura, seconded by Councilman Dau,herty, it was
#705-56 RESOLVED that, the Council having considered the letter of Michael
Berry dated October 2 , 1956, special legal counsel for the City in the
matter of tine appeal of George E. Harmon to the Livonia Civil Service Com-
mission, from his dismissal as Police Chief of the City by Mayor William W.
Brashear, pursuant to his letter of dismissal of July 31, 1956, wherein the
special legal counsel advises that said appeal be compromised according to
the terms and conditions of a certain stipulation, dated October 2)4, 1956,
entered into between the respective parties and attorneys in connection with
said appeal; and upon recommendation of the Mayor and the City Attorney that
said matter be settled; and it further appearing to the Council that the pro-
posed settlement as contained in said stipulation is the most economical
manner in which to dispose of the matter; that there is hereby appropriated
and transferred from the Unallocated Fund of the budget to the Compromise
Agreement Harmon Dismissal Appeal Account, the sum of 0,900.00 in payment
in full to George E. Harmon, pursuant to the terms of said stipulation;
that the City Clerk and City Treasurer are hereby authorized to do all
things necessary to carry out the terms of this resolution.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Ventura, O'Neill, Kleinert, Daugherty and Grant.
NAYS: Jones and Bagnall.
The President declared the resolution adopted.

#706-56 RESOLVED that
WHEPLAS, the City Council of he City of Livonia does pause in the
conducting of its business to show its respect for the Reverend Father John
R. Contway, Pas or of St. }Lchaels Parish of Livonia, who passed away suddenly
on October 23, 1956; and
dHEREAS, Father John Will be deepl1 mourned as a great leader and
pioneer in the City of Livonia whose tireless efforts have accomplished more
in the building of this community than mere words can describe, whose intense
love for Livonia has always been exhibited in his continuous interest in the
growth and development of the com:.unity and in every cause which he believed
would result in a better City and who, despite ill health, unselfishly de-
voted himself to his many duties right up until the time of his death; and
.1HERLA,.S, Father John was ordained a priest on February 7, 1926,
came to Livonia to start St.i,lichaels Parish in 1931, and since that time and
through 'his continuous work and leadership has seen St. Michaels Parish grow
from ten families to 1,42e families and has likewise witnessed the tremendous
building program including not only the church but a thirty room school, a
rectory and a convent; and
6I?'.FREAS, Father John will long be remembered and recognized as one
of the builders of Livonia whose faith in the future of our City, and whose
vision, generosity and energy have contributed immeasurably to the establish-
ment and development of Livonia;
NOW =REF°RC, the City Council of the City of Livonia does hereby
direct that this resolution be spread upon the minutes of this meeting as a
lasting, memorial to Father John T.Contway, and that a certified copy of this
resolution be forwarded to his family as an expression of s;-mpathy.
On motion of Councilman Jones, seconded bar Councilman Bagnall and unanimously
adopted,, this 36th special meeting of the Council of the City of Livonia was duly ad-
