HomeMy WebLinkAboutCOUNCIL MINUTES 1950-06-19 Page 26 MINUTES OF THE FOURTH REGULAR MEETING OF THE COUNCIL OF THE CITY OF LIVONIA June 19, 1950 The fourth regular meeting of the Council of the City of Livonia was held on June 19, 1950 at 33110 Five Mile Road, Livonia, Michigan The meeting was called to order at approximately 8:00 P M by the President of the Council, Harry S Wolfe The roll was called with the following result: Present--Harry S Wolfe, Raymond E (Irimm, Harvey Jahn, Nettie Carey, William Taylor and John ;hitehead; absent--Wilson3V Edgar The Clerk read the minutes of the third regular meeting of the Council held on June 12, 1950 The President asked for corrections to these minutes but none were offered On motion duly made, seconded and unanimously carried, it was A-58 RESOLVED, that the minutes of the third regular meeting of the Council held on June 12, 1950, be and hereby are approved in all respects Request of L & J Ranch, Inc for reconsideration of application for new club license was discussed, and, on motion of Raymond E Grimm, seconded by Harvey Jahn and unanimously carried, it was A-59 RESOLVED, that the City Clerk request of the Liquor Control Commission a written statement as to whether the issuance of a club license would in any way bar the possible issuance of future Class "C" Licenses Mr Edison submitted an oral report on a proposed electrical ordinance together with a recommended ordinance and code This matter was referred to the City Attorney Calvin Roberts, Fire Chief, made a report on the cost of operating the fire halls and the estimated expense of operating a third fire hall Page 27 Alfred A. Gannon of Wayne County Board of Health made a brief talk and submitted written communication on proposed ordinance pertaining to inspection of eating and drinking establishments This matter was referred to the City Attorney Edward J Barr of Scovell, Wellington & Company, certified public accountants, and accountant for the City of Hazel Park, submitted a written and also an oral statement of the need for a city accountant and the qualifications of his firm Copy of letter from the Mayor appointing Lester French as Director of Public Works was received and placed on file James L Hagen, Director of Public Safety, with the consent of the Mayor, presented to the Council the following budgets for the regular Police Department and for the special traffic division: June 19, 1950 HONORABLE JESSE ZIEGLER Mayor of the City of Livonia 33110 Five Mile Road Plymouth, Michigan Honorable Sir. In compliance with your request, I have prepared and do now submit to you for your approval the following budget for the Police Department of the City of Livonia for the period commencing June 1, 1950 and ending November 30, 1950 Three patrolmen, full time, $1500 00 each $4500 00 One Police Chief, full time 2000.00 One Police car (radio equipped) 2000 00 Maintenance of car ($6 00 per day) 1098 00 Insurance (car and men) 250 00 Rental of power from Wayne County (for radio power cars) 175 00 Special Police (if necessary, strikes, riots & etc ) 1000 00 Miscellaneous expense includes:- Stationery, printing, 1477 00 office supplies, cabinets, files, uniforms, guns belts and etc $12,500 00 I respectfully request that the above items be approved by yourself and the Honorable Council of the City of Livonia (S GD ) JAMES L HAGEN James L Hagen, Director o is Safety • Page 2.8 111 The above budget is approved and submitted to the Council for action thereon (SGD ) JESSE ZIEGLER Jesse Ziegler, Mayor of the City of Livonia * ;f June 17, 1950 REPORT OF THE SPECIAL TRAFFIC CONTROL OFFICER JOHN TT CREEDON TO THE DIRECTOR OF PUBLIC SAFETY Following is an estimate of the cost of operating and equip- ping the Special Traffic Division for the race track This report was submitted to me by John VT Creedon, Special Control Officer of the Traffic Division at the race track June 17, 1950 Eight men, 103 days of racing, 6 hrs per day @ $1 25 per hour $6180 00 One Chief Control Officer, 4 months, 3 wks , 2 days $300 00 mo 1450.00 L5 caps and cap covers, 7 rain coats 14 shirts, and 10 whistles 10 special traffic spot lights and bulbs 20 sets of badges 453.00 $8083 50 (SGD ) JAMES L HAGEN James L Hagen, Director of Public Safety On motion of Harvey Jahn, seconded by William Taylor and unanimously carried, it was A-60 RESOLVED, that the budget for the regular Police Department in the total sum of $12,500 00, as approved by the Mayor, be and hereby is accepted and approved by the Council, and said amount of $12,500 00 is hereby appropriated for the use of said regular Police Department during the period commencing June 1, 1950 and ending November 30, 1950 On motion of John Whitehead, seconded by Harvey Jahn and unanimously IL carried, it was Page 29 A-61 RESOLVED, that the budget for the Special Traffic Division (race track) in the amount of $8,083 50, be and hereby is accepted and approved as an additional budget for the Police Department; and said sum of $8,083 50 is hereby appropriated to the Police Department for operation of the special race track division for the balance of the racing season during the current year On motion of Harvey Jahn, seconded by Raymond E Grimm and unanimously carried, it was A-62 RESOLVED, that the application of B & B Drug, 27478 Plymouth Road, Livonia, Michigan, of which the owners are William H Brown and Joseph J Bargagna, for approval by the Council of a SDD Package Liouor License, be and hereby is granted, and said application is approved The City Clerk presented to the Council certain bills. On motion of John Whitehead, seconded by Nettie Carey and unanimously carried, it was A-63 RESOLVED, that the following bills be paid by the 9 City Treasurer: Mrs Stanley Quinn--ducks killed by dogs (4 ducks at $1 00 each, plus Justice fee of $2 00) $6 00--; ,West Point Service --Gasoline--$2 56, George French-- cleaning drain on Camden-460 00; Jack Stark & Son--1 raincoat--$14 75, M A Ellman & Co --Office furniture--$211.25; pay roll--race track traffic division --3398 75, Michigan Bell Telephone Co -- Farmington Exchange--$20 70 The Council next considered the cost of printing Ordinances No 1, No 2 and No 3 On motion of Harvey Jahn, seconded by William Taylor and unanimously carried, it was A-64 RESOLVED that Ordinances No 1, No 2 and No 3 be printed at an expense of $4.00 each for 500 copies and that such ordinances be sold to the public for 10¢ each The following Ordinance was introduced by Raymond E Grimm. NO. 5 AN ORDINANCE CREATING A BUREAU OF INSPECTION AND DEFINING ITS POWERS AND DUTIES 1 The City of Livonia Ordains: Section 1 A Bureau of Inspection is hereby created under, and as a part of the Department of Public Safety Page 30 Section 2 The Bureau of Inspection shall have all of the powers and duties of the Department of Buildings and the Inspector of Buildings, Plumbing, Heating and Electrical fork under all ordinances, resolutions, rules and regulations of the Township of Livonia which were continued in full force and effect by the Charter as ordinances, resolutions, rules and regulations of the City of Livonia The Bureau of Inspection shall also have all of the powers and duties given to such bureau by any and all existing and future ordinances, resolutions, rules and regulations of the City of Livonia. Section 3 The Bureau of Inspection shall be under the management and control of a Chief Inspector who shall be appointed by the Director of Public Safety and who shall be the appointing authority for such bureau The Chief Inspector and all other personnel of such bureau shall be subject to Civil Service and part of the Classified Service Section 4. All provisions and parts of ordinances in conflict here- with are hereby repealed Section 5 This ordinance is hereby declared to be an emergency ordinance and shall become effective on publication A roll call vote was taken with the following result: YES-- Harry S "olf e, Raymond E Grimm, Harvey Jahn, Nettie Carey, William Taylor and John Whitehead. NO-- None The President declared the above Ordinance passed and effective as of the date of publication, June 30, 1950 The following Ordinance was introduced by Harvey Jahn. NO 6 Ah ORPINANCE AMENDING ORDINANCE NO 2 OF THE TOWNSHIP OF LIVONIA ENTITLED: "AN M LINLNCE AUTHORIZING THE CONSTRUCTION OF A MATER SUPPLY SYSTEM FORA PART OF LIVONIA TOS"UNSHIP, AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF SELF-LIQUIDATING REVENUE BONDS OF THE TOWNSHIP OF LIVONIA FOR THE PURPOSE OF DEFRAYING THE COST OF SUCH WATER SUPPLY SYSTEM UNDER THE PROVISIONS OF ACT 94 OF THE PUBLIC ACTS OF MICHIGAN OF 1933, AS AMENDED AND PRESCRIBING ALL THE DETAILS OF SAT D BONDS, PROVIDING FOR THE FIXING, COLLECTION, SEGREGATION AND DISPOSITION OF THE REVENUES OF SAID WATER SUPPLY SYSTEM, INCLUDING APPURTENANCES AND EXTENSIONS THERETO, FOR THE PURPOSE OF PAYING THE COST OF OPERATION AND IrAINTENANCE THEREOF, PROVIDINC AN ADEQUATE DEPRECII'TION FUND THEREFOR AND TIE PAYMENT OF THE PRINCIPAL ANDINTEREST OF SAID BONDS, AND PROVIDING FOR A STATUTORY LIEN IN FAVOR OF THE HOLDER OR HOLDERS OF SAID BONDS, UPON THE WHOLE OF SUCH REVENUES*" CREATING A WATER SUPPLY SYSTEM AND A BOARD OF " A.TER COMMISSIONERS, AND DEFINING THE POWERS AND DUTIES OF SAIL BOARD Page 31 III The City of Livonia Ordains: Section 1 Section 6 of Ordinance No 2 of the Township of Livonia, entitled: "An Ordinance authorizing the construction of a Water Supply System for a part of Livonia Township, authorizing and providing for the issuance of self-liquidating Revenue Bonds of the Township of Livonia for the purpose 11 of defraying the cost of such Water Supply System under the provisions of Act 94 of the Public Acts of Michigan of 1933, as amended and prescribing all the details of said bonds, providing for the fixing, collection, segregation and disposition of the revenues of said Water Supply System, including appurtenances and extensions thereto, for the purpose of paying the cost of operation and maintenance thereof, providing an adequate depreciation fund therefor and the payment of the principal and interest of said bonds, and providing for a statutory lien in favor of the holder or holders of said bonds, upon the whole of such revenues," is hereby amended to read as follows: Section 6. The alteration, improvement, repair, operation and management of said Water Supply System shall be under the immediate supervision and control of a Board of Water Commissioners consisting of three members appointed by the Mayor and confirmed by the Council The term of office of such Commissioners shall be three years, one commissioner to go out of office each year Subject to the approval of the Council, the Mayor may appoint himself as a member of said Board and act as such Section 2 n later Supply System is hereby created in accordance with the provisions of Section 12 of Chapter V of the Charter, and said Water Supply System is hereby made a division of the Department of Public Works Section 3 The Division of the Department of Public Works herein created and known as the Water Supply System shall be under the management and control of the Board of Water Commissioners. Section 4 All employees of the Vater Supply System shall be subject to Civil Service and part of the Classified Service of the City Section 5 The Water Supply System and the Board of Dater Commissioners shall have all of the powers and duties given to the liter Supply System and the Board of Water Commissioners under said Ordinance No 2 of the Township of Livonia, as amended, and all other ordinances and resolutions of the Township of Livonia and the City of Livonia, including such ordinances and resolutions as may hereafter be passed by the City Section 6 The Mayor shall have all of the powers and duties of the Supervisor inn said Ordinance No 2 of the Township of Livonia Section 7 The Council shall have all of the powers and duties of the Township Bva-rd d.xr said Ordinance No 2 of the Township of Livonia Ili 1 Page 32 III Section 8. All provisions and parts of ordinances in conflict herewith are hereby repealed Section 9.
