MINUTES OF THE It TY-FIRST REGULAR MEETING
OF THE. COUNCIL CF THE CITY OF LIVCNIA
On May 28, 1951, above meeting was held at 33110 Five Mile Road,
Livonia, Mic%ligan, and was called to order at approximately 8.02 P M by
the President of the Council, Harry S. Wolfe Roil was called with the
following result: Present-- Harry 3 Wolfe, ""ilson 'a Edgar, Nettie Carey,
Harvey Jahn, John Whitehead and William Taylor Absent-- Raymond E Grimm
The minutes of the l,Oth regular meeting of the Council held May 21,
195l, were read and approved.
Councilmember Carey, Chairman of the committee on preparation of
ordinance regulating the delivery of milk, dry cleaning, baked goods and
similar items, reported that her committee has information available for the
City Attorney, which can be used in preparation of an ordinance.
Pursuant to previous action of the Council granting a re-hearing on
Petition No 25 of Anne B Slapinskas for change of zoning classification, a
hearing was held at which the petitioner was represented by her attorney,
Randall C Kohler, and objecting property owners were represented by their
attorney, Benjamin Knoppow Detailing statements were made by both Mr. Kohler
and Mr Knoppow and certain deeds, abstracts and plats were submitted to the
Council for examination Mr Knoppow presented to the Council written objections
to proposed change of zoning classificatin, signed by 53 property owners
Councilman Grimm arrived uuring the last mentioned hearing and at 8.51 P M.
A statement was made by Mr Haigh of 16480 Roughway Drive, one of the objecting
property owners.
A 10 minute recess was called at 9.17 P s.., following which the
meeting was resumed with all members of the Council present.

By Councilman Jahn, seconded by Councilman Grimm and unanimously
adopted as follows, it was :
e9- t/949 RESOLVED, that on re-hearing of Petition No 25 of Anne
B. Slapinskas and on careful consideration of all matters submitted
to the Council, said petition is hereby denied for the following
reasons .
1 The premises in question were being used as a residence
prior to and to the time of the adoption of the zoning
ordinance, and a residence is situated on the premises at
the present time,
2 The requested change would unduly increase traffic

hazards,
3. The requested change would unjustly affect the character
of the surrounding residential neighborhood and cause
depreciation to homes in the vicinity;
4 The residents of the neighborhood are practically
unanimous in their opposition to the change; and
5. The requested change would be contrary to the best
interests and welfare of the City

Councilman Grimm as Chairman of Fence Committee consisting of himself,
Councilmen Taylor and Whitehead, read a report of such committee
By Councilman Jahn, seconded by Councilman Edgar, and unanimously
adopted as follows, it was *
/47-5/?i/ RESOLVED, that the report of the committee on Fence
Ordinance be and hereby is referred to the City Attorney for
preparation and submission of ordinance

A new petition for change of zoning classification was filed by
David Newman and Sarah Newman and was given the same number as similar petition
previously filed by them, such number being 27a
By Councilman Taylor, seconded by Councilman Carey and unanimously
adopted as follows, it was.
�-"/"Z RESOLVED, that the last petition by David Newman and
Sarah Newman for change of zoning classification be considered
a petition for re-hearing and given a number of 27a; and said
petition is hereby referred to the City Planning Commission for
report and recommendations according to law
Communication from Hubbell, Roth & Clark dated May 22, 1951, requesting
approval of the street and easement grades, paving and sidewalk plan of Rosedale
Gardens Subdivision No 10, was received and placed on file

By Councilman Edgar, seconded by Councilman Jahn and unanimously
111 adopted as follows, it was
/9 --- 4 -3 RESOLVED, that the communication of Hubbell, Roth & Clark
dated May 22, 1951, together ,ith said plan be and hereby is referred
to the City Engineer for report and recommendation
By Councilman Carey, seconded by Councilman 'aitehead and unanimously
adopted as follows, it was :
yy`/ RESOLVED, that the communication from Caldwell Funeral
Home dated May 25, 1951, be and hereby is referred to the Director
of Public Safety for recommendation and report
By Councilman Jahn, seconded by Councilman Taylor and unanimously
adopted as follows, it was •

Association dated May 26, 1951, requesting refund of parking lot
license fees, be and hereby is referred to the City Attorney for
his opinion
By Councilman Jahn, seconded by Councilman Carey and unanimously
adopted as follows, it was •
RESOLVED, that the communication from the Better Business
Bureau of Detroit dated May 23, 1951, requesting assistance in
supervision over contractors, was referred to the Director of
Public Safety for recommendations and report
By Councilman Jahn, seconded by Councilman Taylor and unanimously
adopted as follows, it was .
- `/9 7 RESOLVED, that during the months of June, July and August
of 1951, the regular meetings of tree Council will take place at
the City Hall, 33110 Five Mile Road, at 8 :00 P.M. on the following
dates - June 11, June 25, July 9, July 23, August 13 and August 27,
that the meetings of the Committee of the Whole are discontinued during
said months; and that commencing in September, 1951, the Council
will resume holding its regular meetings on the Second, Third and
Fourth Mondays of each month
The City Attorney, William Brashear, read a preliminary draft of a
Financial Ordinance, copies of which will be furnished to each member of the
Council and City Auditcr
By Councilman Jahn, seconded by Councilman Carey and unanimously
adopted as follows, it was :

n .�(y� RESOLVED that, on careful consideration of the request
of Clarence Hoffman, Chairman of the Parks and Recreation Commission,
for authority to purchase one Toro General 6 cylinder combination
tractor, with duel rear tires, equipped with 3 unit Parkmaster Hitch
and Hydraulic lift, together with 3 Toro spartan Gang Mowers with
Rneumatic wheels and metal roller and tractor sickle, V—Belt take
off and Hydraulic lift, that the Department of Parks and Recreation
obtain and submit to the Council triplicate bids in writing for such
equipment
By Councilman Jahn, seconded by Councilman Taylor and unanimously
adopted as follows, it was :
f1 A/97 RESOLVED, that on recanmendation of Lester French, Director
of Public Works, the additional appropriation of $2500 00 is made
for the completion of the Police Department Building and that such
appropriation be charged against the contingency fund
The result of the roll call vote on the foregoing resolution was as follows :
AYES: Jahn, Carey, Edgar, Grimm, Taylor, 7ihitehead & V+olfe
NAYS: None
On motion of Councilman Jahn, seconded by Councilman Taylor and
unanimously passed, the meeting was adjourned at 11.25 P 1 , May 28, 1951
