HomeMy WebLinkAboutTraffic Commission 2014-04-10MINUTES OF THE 697m REGULAR MEE LIVONIA TRAFFIC COMMISSION The 697`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on April 10, 2014; it was called to order by Jim Policelli. PRESENT: Commissioners: Kevin Priddy, Gordon Draper, and John Katnrs; City of Livonia Police Officer Sergeant Joseph Boitns; and City of Livonia Engineer Todd Zilincik. VISITORS ATTENDING: Norm Ponkey, 18549 Levan; Dan Steele, 11037Ingram; Michelle and Carson Ellis; Mary Anthony, 14833 Santa Anita; Mark Holeva, 16701 Mayfield; Richard McLain, 11326 Hubbard; Brad Squire, 9900 Berwick; Susan Rooke, 11036 Hubbard; David Veselenak, 615 W. Lafayette, Floor 2, Detroit, MI 48226 (Livonia Observer). Agenda Item 1: Jim Policelh has been appointed Chair of the Traffic Commission. Mr. Policelli read an official letter from Mayor Jack Ktrksey. Agenda Item 2: The minutes of the March 13, 2014, meeting were reviewed. Upon a motion by Gordon Draper, seconded by Kevin Priddy, it was approved by majority vote that: 14146 RESOLVED, the commission min ores from March 13, 2014, are approved as presented. Agenda Item 3: Dan Steele requested the replacement of the stop signs that were removed in 2008 on Elmira between Hubbard and Merriman. He has witnessed high speeds, crashes, and near misses. He is concerned that since there are no curbs and no sidewa0c, vehicles and pedestrians are in danger due to the high speeds and reshicted views. He questioned if the uniqueness of the street (narrow mads and no sidewalks) was analyzed when the decision was made to remove the stop signs on Ehnim. Jim Policelli indicated that all intersections in the City were analyzed by the Livonia Police and the Traffic Commission prior to my changes in signage. Sergeant Boitns indicated there have been 3 accidents reported at Elmira and Ingram since 2008; one of them involved icy conditions. Other citizens present from the Old Rosedale Gardens neighborhood expressed the following additional concerns: the yield signs for northbound and southbound traffic at Elmira and Orangelawn are not respected as much as stop signs; pickup/drop-off A St. Michael's School causes safety concerns; and semi -track traffic is using Hubbard between Plymouth and Orangelawa. Members of the Traffic Commission referenced sections of Michigan Manual of Uniform Traffic Control Devices (MMUTCD) that discuss the use of all -way stop signs and the use of yield signs vs stop signs for two-way control. After a lengthy discussion, the Traffic Commission indicated that no further action will betaken regarding the stop signs on Thrum. In addition, upon a motion by Kevin Priddy, seconded by Gordon Draper, it was approved by majority vote that: 14147 RESOLVED, to request that the Livonia Police Department provide additional speed enforcement at the following locations: Berwick and Orangelawn, Bubb and and Elmira, and Ingram and Elmira. Also, that the Livonia DPW install reflective strips on all existing yield signs in the Old Rosedale Gardens Subdivision. Agenda Item 4: Noun Ponkey indicated that speeds are high on Levan between 6 Mile and 7 Mile Roads. He suggested that yellow and black warning -style speed signs that he purchased be installed. The Traffic Commission denied this request, given that the sign does not adhere to the MMUTCD. Mr. Povkey also requested the placement of a standard 25 mph sign on Levan Road near Jay Road. Members of the Traffic Commission indicated that they should be given an opportunity to review the existing speed signs on Levan between 6 and 7 Mile Roads prior to adding additional speed limit signs. Upon a motion by Gordon Draper, seconded by John Eaters, it was approved by majority vote that: 14148 RESOLVED, to request that the Livonia Police Department provide information regarding the existing speed limit signs on Levan Road from 6 Mile Road to 7 Mile Road. Agenda Item 5: Dale Lee indicated that she has a concern with emergency vehicle access and sight distance on Fairlane A Bristol and Fairlane at the Burton Hollow Swim Club entrance. The issue is only a concern during the peak summer season. Upon a motion by Gordon Draper, seconded by Kevin Priddy, it was approved by matt only vote that: 14149 RESOLVED, that "NO PARKING" signs (118 3) with supplemental plaque "MEMORIAL. DAY TO LABOR DAY" he placed on the west side of Fairlaae Street between Bristol Street and the Burton Hollow Swim Club entrance. Agenda Item 6: Resident did not attend meeting. No further action will be taken at this time. NonAgendaItem: Mark Holeva of, 16701 Mayfield, indicated that vehicles are attempting to go south on Fairfield and Mayfield south of 6 Mile when there is no outlet. As a result, he requested a "NO OUTLET' sign be placed at the southbound entrance to each street. Upon a motion by Kevin Priddy, seconded by John Katen:, it was approved by majority vote that: 14-150 RESOLVED, that a "NO OUTLET" sign (W142) be placed on the west side of Mayfield Street and Fairfield Street just south of Mile Road.
